Discriminating language rights and politics in the post-Yugoslav states

ABSTRACT

Pupavac examines the rise of linguistic human rights advocacy and its approach in a case study of language politics in the post-Yugoslav states. A core concern of contemporary linguistic rights advocacy has been to tackle ethnically based discrimination and promote ethnic diversity. It does not only seek to prevent states from discriminating against those who speak minority languages. It expects states to take positive steps to preserve their diversity of languages. However, strategies affirming distinct linguistic identities may become complicit in perpetuating ethnic discrimination and ethnic divisions, as is evident in the language politics of the post-Yugoslav states.     

The More the Merrier? Hungarian and Romany Minorities in Slovakia

This article discusses some important aspects of thetreatment of minorities in the Republic of Slovakia.It discusses the 1992 Constitution and subsequentdevelopments such as the State language law 1995, therestriction of political rights of Hungarians,educational policies, the setback of EU entry talks,the September 1998 general elections, the Dzurindagovernment's ``De-Meciarization', the 1999 MinorityLanguage Law, and recent electoral legislation. Thespecial condition of the Romany is considered. Theeffectiveness of international mechanisms for theprotection of minority rights (the Organisation forSecurity and Cooperation in Europe, the InternationalCovenant for Civil and Political Rights, the EuropeanConvention of Human Rights, the Framework Conventionfor the Protection of National Minorities) isassessed, as is the involvement of the EU. Finally,the role of the judiciary is reflected upon.     

乡村社会研究的难题与话语群的观察对策

话语群理论是在传统的乡村研究理论遇到一系列难题之后应运而生的,是对我国乡村研究中的长期模式,即关于乡村社会"传统—现代"的二元分割结构认知模式的突破,也是基于西方语言学方法遇到自身困惑,即语境建构出现泛滥趋势的基础之上提出来的。     

语言权利产生的背景及其法定化

语言具有原生的多样性和平等性,其维系着公共生活的有序运作,同时又对于个体具有身份构建和文化认同的意义。近代以来,政治权力介入语言领域,语言权利是民族国家共同语的政治构建与反构建过程的副产品。国家对官方语言的选择和对少数民族语言地位的安排是语言权利研究的重点。由此,在不同的时期也引发了关于个体语言权利与集体语言权利、自由主义与认同政治、语言公正与语言生态等相关问题的讨论和争议。     

The Public Administration Reform in Post-War Bosnia and Herzegovina: A Reform Process Embedded in a Sovereignty Paradox

As the post-war Bosnia and Herzegovina has turned its interest towards a European Union membership, it has entered an accession process requiring it, among other things, to reform its public administration system. The European Union's involvement within the reform has been placed under critique, as it has been claimed to have placed Bosnia and Herzegovina's sovereignty at risk by presenting contradicting behaviors leading to a sovereignty paradox. By examining the European Union's role in Bosnia and Herzegovina, and its possible relations to a sovereignty paradox in the process, the article finds sovereignty paradox indicators to exist along its processes.     

The observation of mental disorder and dangerousness in arsonists: a contemporary appraisal of changes in Dutch forensic mental health cases

In the Netherlands pre-trial forensic mental health assessments are conducted to examine whether a mental disorder was present at the time of the offence that affected the free will of a person, in which case criminal accountability is considered diminished or absent. This study aims to investigate societal changes over time in forensic mental health recommendations in arson cases. Seventy-two reports of male arsonists assessed in 1950–2010 were included in this study, 36 arsonists were assessed in the first time period (1950–1979) and 36 in the second period (1980–2010). Results show an association between DSM classification and the conclusion on criminal accountability only in the first period and an association between recidivism risk and the forensic mental health recommendation only in the later period. It is concluded that mental disorder was of greater influence on the conclusion on accountability in the first time period, whilst dangerousness played a more important role on the forensic mental health recommendation in the later time period. Our findings reflect a shift from paternalistic principles to principles of risk control and show that societal changes influence the field of forensic mental health.     

Lamppost networks*: stickers as a genre in urban semiotic landscapes

ABSTRACT

This paper examines the pragmatics of stickers as a genre prominent in communication in urban public space. Although normally small in size, stickers may quantitatively dominate signage in certain areas of cities. Stickers are examined here as localized communicative events that mediatize social practices through a range of complex multimodal and linguistic processes, based on data from the Digbeth area in central Birmingham, UK. An analysis of the distribution of stickers, their agency, audience, and the multimodal practices involved in their creation reveals that they bring together transgressive, artistic and commercial discourses and form a specific layer of urban communication, especially in areas of pedestrian transit within a city. A large number of stickers also initiate communications that can potentially be continued online.
