This article assesses the foreign policy and intervention roles of Nigeria and South Africa in Africa, given their status as regional powers, and the regional complexes within which they operate. Drawing references from a plethora of conflicts in which these two states have intervened, this article argues that structural realism, given its emphasis on the material structure of power and the pursuit of relative gains, is useful as a theoretical framework in this assessment. The article makes a contribution to the literature by illustrating the value of structural realism as an international relations (IR) approach within which the intervention behaviour of these two African states can be analysed. The author acknowledges that while structural realism points to the fact that the pursuit of relative gains may be behind the normatively-clad role conceptions of states, foreign policy cannot be reduced to the pursuit of relative power alone.  相似文献

该文提出“在资源鼎盛期率先打造产业接替的基础条件、规避资源枯竭后再进行转型的世界性难题”的观点,指出矿区工业-生态产业链的结构设计是解决矿区传统经济发展方式与生态环境之间尖锐矛盾的有效途径.以平朔矿区为例,从循环经济角度,分析了矿区工业-生态产业链结构设计的必要性和可行性,探讨了矿区工业-生态产业链结构设计的目标、原则和依据.在矿区现有资源和条件基础上,构建了两条相互依存的产业链:一是以煤为主,电、化、硅铝、建材并举的黑色工业产业链;二是以土地复垦与复垦土地利用为主,种、养、加一体化的绿色生态产业链;对其产业链的结构、功能和效益进行了分析,提出了在矿区工业-生态产业链实施过程中应注意的关键问题.  相似文献

SUMMARY

The integration of a full-time family counseling specialist into the Pupil Personnel Service (PPS) Team of the modern public school is described. The roles of the present specialists are delineated as well as the problems inherent within the present Pupil Personnel Services Team. Inclusion of a family counseling specialist on the PPS Team would help schools avoid the antagonist position they find themselves in when a family opposes their suggestions and interventions. In such cases, the PPS Team attempts to wrest control of the case from the parents which subjugates the family, limiting the family's inherent resilience and strength. The family comes to resent the PPS Team, seeing them as blameful and controlling. Conversely, the PPS Team comes to resent the family, claiming it is “dysfunctional” in some way and using diagnostic labels to satisfy themselves that their “expert” actions are justified. This antagonist position in the schools arises more out of fear of litigation than good case management. We propose a new integration of family system and school system. Creation of a family counseling specialist who is highly trained in systems, narrative and structural/strategic family therapy could ameliorate this antagonist problem. Numerous functions for such a new specialty are listed as well as suggestions for including this member into PPS Team work.  相似文献

Three sub-sections of TFP are divided as technological process, pure technical efficiency and scale efficiency, which are also regarded as the differential path of promoting the equipment manufacturing industry’s TFP. Based on the differential path, the mechanism analysis between outward FDI and China’s equipment manufacturing industry is constructed. With the data of public-listed companies, PSM is used to verify the hypothesis proposed in this paper and then to test the mechanism of the six categories of equipment manufacturing industry. The results show that outward FDI of public-listed companies in equipment manufacturing industry significantly promotes the pure technical efficiency, but has a significant negative effect on the scale efficiency. What’s more, the positive effect decreases year by year, while the negative effect gradually weakens. Subsample data shows that for the pure technical efficiency and scale efficiency, the significantly positive effects come from transportation equipment manufacturing industry and computer communication and other equipment manufacturing industry.  相似文献

This article examines Liberal and later Liberal Democrat relationships with other parties, whether through pacts (either electoral or parliamentary) or pursuing realignment. It shows how dilemmas that the Liberal Democrats may face in the future over what to do in a hung parliament have been a constant theme in Liberal politics since the electoral cooperation with Labour in 1906 and the parliamentary arrangement with Irish nationalists in 1910. It then argues that since 1918 the Liberals have been divided between those who were sympathetic to pacts and arrangements with other parties and those who feared compromising their independence. However, it is argued that Liberals fearful of a loss of independence were never able to offer a really effective answer as to how they could succeed in exerting political influence without cooperation. This remains a live debate for the Liberal Democrats.  相似文献

In the mid-1990s, after eighteen years of Conservative rule, there was much talk about the prospects for a progressive century. Tony Blair, under the tutelage of Roy Jenkins, made it clear that he wanted to end the schism on the centre-left. Paddy Ashdown saw the same opportunity. Ironically, the electorate's desire to kick out the Conservatives and vote in progressives of any stripe delivered a Labour landslide that made cooperation impossible for Blair and Ashdown. Some progressive policies, notably on the constitution, have been implemented, but the political and intellectual roots to create a progressive century have yet to be properly established. Foreign policy divisions, especially on Iraq, have made this much more difficult. This article looks at the prospects for progressives—under new leadership—up to and after the next election in terms of ideas and policy.  相似文献

Intensified global economic competition, economic liberalization, and the rise of EU governance have led some observers to argue that there has been a trend toward the “Americanization” of the European “way of law.” This article addresses that contention, focusing on legal change in European member states. It first describes ways in which the American legal tradition has differed most sharply from the national legal systems of Western Europe (including Great Britain) and the political and economic factors that account for this “American legal distinctiveness.” Similar political and economic factors currently are at work in Europe, the article acknowledges, creating incentives for legal convergence. But it also argues that European legal culture and the political organization of European national states generate path‐dependent forces that impede European movement toward American ways of law, and it discusses six important differences between European and American law that remain entrenched and are unlikely to disappear.  相似文献
