This paper argues that the first visit ‘back home’is important for refugees because it acts as a catalyst forrenewed engagements with host country and country of origin.The study shows that conditions in both countries impact ondecision-making and ultimately that integration and return cancoexist. The first re-connection with ‘home’ isdescribed as a memorable event in and of itself. Marked by anawareness of the passing of time, it provides both an end towaiting and worrying and a measure of one's progress (or lackof) in life, thus enabling participants to move on. Establishmentof safety nets in both host and home countries as a conditionfor permanent return distinguishes the predicament of theserefugees from that of other migrants. As the meeting betweenimagination and reality, the first visit contributes to there-examination of the refugee cycle, the myth of return andthe meaning of home in a context where return encompasses onediscrete experience, the visit, and subsequent events. Overall,the paper provides a link between the literature on return asimagined while in exile and accounts of the reality of post-return.  相似文献

Abstract

The idea that assumptions about the world and the self can be damaged through traumatic experiences has proven to be useful in understanding posttraumatic reactions. This study investigated the World Assumptions of middle-eastern unaccompanied refugee minors (URMs) to contribute to a culturally sensitive theoretical perspective. Semistructured interviews were conducted and analyzed using inductive category development. All assumed aspects of World Assumptions—benevolence, meaningfulness, and self-worth—were found in the participants’ statements. Regarding meaningfulness, we detected a new subcategory, the principle of a metaphysical plan, which has implications for the mechanism by which religiosity protects World Assumptions in war-torn regions.  相似文献

Abstract

The United States has historically accepted and resettled refugees by opening its doors to those fleeing violence, armed conflict, or persecution around the world. However, the degree of receptivity toward refugee resettlement has vacillated over time. This study examines the challenges and opportunities that Refugee Resettlement Agencies (RRAs) experienced prior to and after the 2016?U.S. Presidential election. The findings presented in this paper, based on focus groups with the RRA staff, revealed that there is a greater need for understanding the refugee resettlement process and how changing immigration policies impact state-federal funding.  相似文献

This article traces the role of the EU institutions in the process leading up to the EU–Turkey Action Plan and EU–Turkey Statement. The EU–Turkey deal is the proverbial ‘orphan’ in EU crises management, with none of the key actors and institutions eager to claim ownership. Yet when judged from the perspective of process management, the deal resulted from effective inter-institutional collaboration, which stands in stark contrast to the EU’s handling of the relocation schemes or the Dublin reform. Using insights from the informal governance literature, the article maps the inter-institutional network that managed this process, traces the activities within the network, and determines the effects these had on the final outcome. On an analytical level, the mechanism contains five key elements of informal institutional governance: linking, bridging, shielding, laying out the tracks and creative fixes. The conclusion reflects on the wider applicability and scope conditions of this mechanism.  相似文献

EU migration and asylum policy is facing tough challenges at the southern borders of the Union as migration and asylum pressures rise, fuelled by political instability and poverty in several regions of Asia and Africa. Current European border control practices create three spaces of control: externalised borders, through readmission and return agreements which enrol third countries in border control; the EU borders themselves through the work of Frontex and the development of a whole arsenal of technology tools for controlling mobility to and from the EU; and the Schengen area, whose regulations tend to reinforce deterrence at the borders through the Smart Border System. As a result, the EU’s balancing act between irregular migration control and protection of refugees and human life clearly tips towards the former, even if it pays lip service to the latter. More options for mobility across the Mediterranean and more cooperation for growth are essential ingredients of a sustainable migration management policy on the EU’s southern borders. In addition asylum management could benefit from EU level humanitarian visas issued at countries of origin.  相似文献

Abstract

This article provides an account of the challenges faced by a group of women refugees in recreating shattered identities in the aftermath of the conflict in the former Yugoslavia. As a result of civil war, national identities were challenged and changing roles involved negotiating new definitions of self. Participants developed a new identity to reflect the realities of their situation, and at the same time transcended national and ethnic boundaries to recognize a common humanity. The article concludes that further research should focus on the special challenges to identity for refugees from civil wars and encourages social workers to be sensitive to these particular issues.  相似文献

The arrival of thousands of European Roma seeking refugee status in Canada elicited a range of legislative and policy instruments that severely restrict their acceptance and create conditions antagonistic to further admissions. Interventions have included visa restrictions, actions by Immigration and Refugee Board, the Balanced Refugee Reform Act followed by the Protecting Canada's Immigration System Act, and ministerial rhetoric about the illegitimacy of Roma as refugees. Other factors have involved interpretations of persecution in relation to the Geneva Convention and Protocol, and the implications of the conditions required for membership to the European Union. These political circumstances in large part determine Canadian acceptance rates for the Roma. Their systematic exclusion is reminiscent of the historical treatment of other groups due to institutional racism. In the new racism, however, refugee law and policy is racist in effect while evading the language of race.  相似文献

Under the UNHCR definition of a refugee, set out in the 1967 Protocol Relating to the Status of Refugees, people fleeing their homes because of natural disasters or other environmental problems do not qualify for refugee status and the protection that come from such status. In a recent paper, I defended the essentials of the UNHCR definition on the grounds that refugee status and protection is best reserved for people who can only be helped by granting them refuge in a safe state for an indefinite period of time, and argued that this does not include most people fleeing from natural disasters. This claim is most strongly challenged by the possibility of displacement from climate change. In this paper, I will explore to what degree the logic of the refugee convention, as set out in my earlier paper, can and should be extended to those fleeing the results of climate change.  相似文献

Abstract

Turkey arranges for the protection of about 1.7 million Syrian refugee children on its territory. This article addresses initiatives and policies towards Syrian children in Turkey, considering characteristics and paradigm shift of refugee education in which hosting large refugee populations. It focuses on experiences of refugee community organizations (RCOs) working on the matter of education. Drawing on an exploratory case study with purposively selected Syrian RCOs in Istanbul, it particularly investigates to explore activities of “Temporary Education Centers” emerging in the emergency-based perspective in early times of Syrian refugee migration and radically disappearing in the integration-based interventions of the State. We will discuss handicaps of making schools refugee places linking with the socio-political conditions of post-displacement and possibilities of cultural orientation of the refugee agency.  相似文献

Abstract

Child abuse and neglect are regarded as a public health problem in the United States and around the world. While refugee families experience extreme parenting stress as they resettle, little attention is placed upon how refugee women themselves view child abuse and neglect. The primary objective of this qualitative exploratory research project was to document, through interviews, the compelling narratives of 17 refugee women regarding child abuse and neglect. We discuss the unique struggles faced by refugee families while parenting their children as they resettle in the United States. Recommendations are provided for professionals working with children and refugee families.  相似文献
