We know from previous research that an exclusionary reaction in public opinion is likely following a sudden and large-scale influx of refugees of the sort experienced in many European countries in 2015. Yet, we know much less about the scope of these expected reactions. This article makes a conceptual and empirical contribution to the analysis of the scope of exclusionary reactions following a refugee crisis. Conceptually, we distinguish between three scope dimensions: substantive reach, duration and politicization. Empirically, we evaluate each of the scope dimensions using seven-wave panel-data collected before, during and after the large-scale influx of refugees to Norway. We find that the expected exclusionary reaction (a) spilled over to opinion about immigration broadly speaking; (b) endured in that it lasted long after the situation in Norway had been brought under control; (c) encompassed voters of all political stripes. Nevertheless, we also document an important limitation to the scope of the reaction: The sudden influx of refugees to Norway did not cause a permanent shift in public opinion. Approximately two years after the situation had been brought under control, opinion about both refugee rights and immigration generally had reverted back to pre-crisis baseline levels. Interestingly, the conceptual and empirical analysis suggests that public opinion dynamics following a sudden and large-scale influx of refugees is similar to that found in response to other forms of large national or international crises.  相似文献

Brazil has been committed to International Refugee Law sincethe 1950s. For much of this period, however, the country wasunder a dictatorship which made the implementation of refugeeprotection precarious, although refugees and asylum seekerscould count on the assistance of UNHCR and its implementingpartners—NGOs connected to the Catholic Church which remainpartners of UNHCR till today. Following re-democratization,Brazil has not only passed a specific law on refugees, but hasevolved to become a resettlement country. These changes haveled Brazil to be regarded as a model in refugee protection inSouth America. This paper presents some findings from an empirical study carriedout with young Oromos living in Toronto. To capture the complexitiesof negotiating be-longing, the paper offers dispersal–affinity—anew conceptual framework empirically grounded in an innovativemethodological design. Using participants' narratives in theempirical material, the paper contests the dualism created betweenessentialist and constructionist perspectives. It employs dispersal–affinityto explore participants' understandings of ‘the refugee’and the wider processes of refugeeization and refugee be-longing.Findings suggest that be-longing is a project of selfhood thatis both fixed and constantly shifting. It is argued that be-longingis constructed from the same movements of selfhood within andthrough social relationships. Young Oromos employ both essentialistand constructionist discourses to weave multiple layers of fixedand mobile be-longing. Implications for refugee studies arediscussed wherein dispersal–affinity is offered to criticallyengage the recent debate on ‘deceit and trickery’among refugees.  相似文献

This article considers the high number of Somali community organizationsin both London and Toronto. Drawing on interviews in both locationswith Somali women refugees and discussions with those involvedin their resettlement, evidence shows that many Somalis continueto feel marginalized in terms of service provision and thatcollective representation is limited, despite the high numberof specifically Somali organizations that exist. Through a comparisonof the Somali community organizations in London and Toronto,this article highlights factors which have inhibited the developmentof a united, collaborative Somali voice. Contributory factorsare shown to derive partly from the persistent clan dynamicsamong Somalis and the solutions Somalis find, and partly fromfailings in service and funding provision. It is argued that,in the Somali case, exclusionary dynamics undermine the roleof community organizations in rebuilding community and belongingand providing a safe and empowering setting in which individualsand communities may regain confidence and begin the processof integration within the receiving society.  相似文献

This article examines the legal status and economic livelihoodsof refugees in Nairobi, focusing on Somalis, the largest urbanpopulation residing in the city. The results of the study challengethe Government of Kenya's (GOK) official position and the popularlocal perception that refugees are an economic burden, and showinstead that these urban refugees are economically self-sufficient.Despite this economic independence, conditions for most refugeesin Nairobi are extremely difficult. Urban refugees live largelywithout material assistance or legal protection from the GOKor UNHCR, are vulnerable to police arrest at any time and facehigh levels of xenophobia from the local population. By highlightingrefugee self-sufficiency in Nairobi, this article lends supportto the idea of local integration as a viable, durable solutionto their situation of protracted exile.  相似文献

What happens when the exception becomes the norm, what happens when the law becomes a form for that which cannot have a legal form, that is, the political? The focus of this article is a form of power politics that is institutionalised and set up to work side by side with the existing legal system as a sort of normalized, co‐ordinated court procedure, initiated with the aim of subjecting specific groups (terrorists, criminals) to extended regulatory control and enforcement. These strategic bureaucratic mechanisms of exclusion appear as security enforced measures, which side by side with the existing ‘normal’ legal system govern a specific judicial‐political area. The normalised (or rooted, if one wishes) incorporation of extra‐judicial authority within the legal system will in the article be refered to as institutionalised judicial exceptionalism. The purpose of the article is to theorise and conceptualise the in many ways murky or indistinct phenomenon of institutionalised judicial exceptionalism.This task includes suggesting a model capable of assimilating within its theory the displacement in the relationship between the state, the law and the citizen that stems from the fact that the ever more securitized discourses on terrorism and crime increasingly take priority over the ordinarily non‐derogable principle of equality before the law.  相似文献

近年来,朝鲜"脱北者"问题逐渐成为地区乃至国际热点问题,中国在该问题上以遣返为主的政策也日益面临来自其他国家的压力。从1951年《关于难民地位的公约》的规定和相关国际实践来看,"脱北者"是否具有难民地位不能一概而论,而是要具体问题具体分析;我国的现有政策总体上无可非议,同时可以考虑按照国际条约,给予那些确因政治原因出逃的"脱北者"们国际法上的难民地位。此外,我国还有必要建立健全处理难民及相关问题的机制。  相似文献

Based on in-depth interviews with 26 Somali women refugees, this article discusses structural arrangements around their settlement in the United Kingdom (UK). Their “male-centered” migration can be viewed as a specific form of patriarchal institution where men control women's trajectories. Based on Bourdieu's concept of social capital, I introduce a new category of knowledge capital—supplementary capital—to discuss sociocultural/political stratifications that affect integration of my informants in the UK. I show how a lack of familiarity with the dominant language became central to their integration difficulties. These underexamined problems are key factors in immigration processes.  相似文献
