Buufis amongst Somalis in Dadaab: the Transnational and Historical Logics behind Resettlement Dreams
The Somali word buufis is commonly used in the Kenyan refugeecamps of Dadaab, referring to a person's dream of resettlement.It is an ambiguous phenomenon, bringing hope and remittancesinto the camps but also removing investments from the regionand, when the dream cannot be reached, sometimes having adversepsychological effects. Buufis is triggered by the fact that,due to transnational flows of remittances and information, refugeesin remote camps like Dadaab can compare their lives in the campsto those of others elsewhere. This illustrates how the opportunities,constraints, hopes and dreams that refugees experience locallyare often determined by transnational factors. Whereas the resettlementdreams analysed in this article are thus likely to occur inother contexts as well, it is argued that they are more intenseand elaborate amongst refugee communities with a strong cultureof migration, like the Somalis. 相似文献

The international community typically responds to refugee situationsby establishing care and maintenance programmesspecifically for refugees. Limited resources may also be directedto hosting communities, but donors often channel the bulk offunding through UNHCR and its implementing partner NGOs, whoin turn create service delivery structures that are operatedin parallel to local structures. Although there may be causefor this approach in a short-term emergency phase, particularlyif the host country systems are very weak, this eventually becomesfinancially problematic if refugees continue to live in exilefor years at a time. In the short term, it can also engenderan inequitable and inefficient use of scarce resources. As hundreds of thousands of refugees and migrants haphazardly crossed the strait between Turkey and the Greek island of Lesvos on their way to safety in Europe in 2015, thousands of citizens from all over Europe temporarily abandoned their day jobs to be of some sort of assistance for the refugees as they arrived on the beaches of Lesvos. We analyze the process and the relationships between the various stakeholders who were involved in the refugee crisis between April 2015 and January 2018, arguing that there is a need to find new ways of managing this type of spontaneous volunteerism without on the one hand strangling flexible and innovative volunteering initiatives, and on the other hand without compromising knowledge-based humanitarian responses. 相似文献

Survivors of torture experience numerous psychosocial stressors that threaten individual well-being in resettlement. This study reports findings from a pilot test that applied the newly developed Survivors of Torture Psychosocial Well-Being Index. The study used a case-level mixed design to assess survivor psychosocial well-being across 16 life domains from intake up to 18 months. Ecological systems theory grounds this study. Participants demonstrated increased well-being as evidenced by statistically significant change on the mean ratings of their total scores. Three case examples illustrate the instrument. Practice applications, lessons learned, study limitations, and future directions are presented. 相似文献

What might be gained by learning to live with ‘the problem’ of irregular migration, rather than attempting to solve it? This article engages two senses of ‘the problem’ at stake: first, the ongoing nature of displacement and migration and second, the contested justice claims that sit behind different policy perspectives. The second sense of the problem (its political dimension) is rarely addressed explicitly in public debate. Yet direct engagement with the political dimension offers the potential to unlock debate from a polarised impasse. To make this argument, I first diagnose debate on irregular migration in terms of three archetypal positions and examine their implicit justice claims. I then argue for a more ambitious debate that pushes contending justice claims to their logical extensions. Debate of this kind requires a more coherent defence of justice claims, whether they are based in communitarian, cosmopolitan, anti-capitalist or hybrid values with respect to citizenship and political community. The article concludes with an illustration of how this approach can generate momentum for less circular, more sustainable and politically achievable policy responses. The argument is made with reference to illustrative examples from Australia and Europe but holds for a variety of contexts where ‘the problem’ is framed in similar ways. 相似文献

This article analyzes a Kurd refugee sit-in protest staged in front of the United Nations offices in Tokyo in July–September 2004 and its implications for the interaction between political society and civil society. The refugees' protest is viewed as a moment where the line between citizens and non-citizens is redrawn. Citizens possess an exclusive right to political speech and action. Protests by refugees undoubtedly question citizens' monopoly of this right. By organizing protests, refugees, who do not have citizenship status, raise their voices, make demands, and thus request a right to speech and action. In doing so, they blur the line between citizens and non-citizens. In this process, how do citizens and refugees interact with each other? By using Partha Chatterjee's concept of political society, I examine the different tactics employed by the refugees, who are part of political society, and the citizens of civil society. The case shows that when different voices meet, the voice of civil society drowns the voice of political society: the refugees' tactics were de-legitimized by the citizens. This interaction suggests that encounters between citizens and refugees are not simply events where the refugees claim a right to speech and action, but that such encounters also involve citizens in effect struggling to secure their monopoly of the same rights. 相似文献

During the last decade, thhe European Union intensified its efforts to define its external borders in conjunction with its efforts to evolve into a coherent, frontier-free political territory. European policy-makers slowly shaped new norms and rules pertaining to asylum, with increasingly stronger mechanisms to enforce the policy decisions. In the case of asylum and refugee protection, Europe's efforts are nested in the broad global institutional framework negotiated through and carried out by international organizations. However, these developments raise the specter of deteriorating refugee protection in Europe and beyond. This article reviews the norms and rules on which the post–World War II refugee protection regime rests and then points to the recent developments in refugee protection in Europe, which might undermine the goals of the global refugee protection. 相似文献

This article reflects upon UNHCR's Convention Plus initiative,a multi-lateral process established in order to contribute tothe development of a normative framework for global burden-sharing.Although the substantive achievements of the initiative havebeen limited, the article argues that Convention Plus has helpedto develop significant new ideas relating to UNHCR's potentialrole in norm-creation within the refugee regime. Based on aregime theoretical perspective, and drawing on the wider literaturerelating to the role of norms in the refugee regime, the paperexamines the procedural and conceptual innovations of ConventionPlus, and how these might be adapted in future in light of theinitiative's shortcomings. In particular, the article sets outtwo models for UNHCR's role in facilitating norm-creation, bothdeveloped in the context of the Convention Plus experience:firstly, a top-down institutional bargaining modeland, secondly, a bottom-up good practice model.The former model emerges from the interests–linkages–normsapproach implicit to the so-called generic workof the initiative; the latter, from the situational work ofthe initiative, developed through the revival of comprehensiveplans of action and the use of pilot projects. The modelsare argued to be mutually supportive. The paper suggests thatadapting these ideal-type models in light of the ConventionPlus experience has implications for UNHCR's role in norm-creation,with regard both to developing a normative framework for globalburden-sharing and also to developing other norms in responseto other emerging challenges. 相似文献

ABSTRACTThis paper examines insurgent citizenship practices employed by activists in the exiled Burmese women’s movement from the 1990s and onwards. Consisting of political exiles, refugees and ethnic insurgents, this movement has successfully used the transnational, transitory space of the borderlands to constitute its participants as political subjects with legitimate claims to rights, citizenship and leadership. Drawing on interviews, this analysis interrogates women’s activism through the lens of insurgent citizenship practices. Thus, how have Burmese women’s activists claimed rights and lived citizenship in exile? Three main strategies are examined: firstly, women activists have positioned themselves as political actors and authorities through involvement in governance and humanitarian aid delivery in refugee camps. Secondly, they have claimed rights and political subjectivity through engagement with international norms, networks and arenas. Thirdly, they have claimed citizenship and political influence in oppositional nation-making projects through engaging with and negotiating ethno-nationalist armed struggles. The analysis highlights the multifaceted nature of women’s insurgent citizenship practices, showing how they navigate multiple marginalized subject positions, direct their rights claims towards multiple governing authorities, and enact multiple political communities. 相似文献

近年来,中东地区的持续动荡导致难民潮汹涌不止,为恐怖分子的跨境流动提供了新的机会,这不仅不利于难民的保护,而且使反恐形势变得更加复杂,探寻能够从源头上预防和阻止恐怖分子对难民身份利用以及难民向恐怖主义转化的措施成为国际社会当前所面临的一大难题。对此,国际社会要在厘清难民潮与恐怖主义之间的关系,明确难民与恐怖分子互相转化的原因的基础上,进一步规范难民甄别机制,建立公平合理的难民责任分担机制,加强国际难民治理与反恐合作,促进庇护国内难民的社会融入,以期实现打击恐怖主义和保障难民基本权利的双赢。 相似文献
