Tajikistan experienced a brutal civil war shortly after independence, in which an estimated 50,000 people died. Yet the scope, patterns and effects of civilian victimization in Tajikistan remain under-examined. This article explores two key questions: (1) What types of civilian victimization were utilized by the war's victor, the Popular Front of Tajikistan (PFT)? (2) What were the strategic effects and outcomes of civilian victimization by the PFT? The aim is to disaggregate civil war violence in Tajikistan and enable new avenues of research into its patterns and effects. The article's key findings are that civilians were victimized primarily through targeted violence and displacement, and that victimization was generally a successful strategy for the PFT. 相似文献

This article examines two recent refugee crises in Calais: the debate around the Sangatte refugee camp, which was resolved in 2002, and the ongoing problems in Calais, which have been escalating since autumn 2014. It asks: why are these events repeating? What, if anything, has changed between 2002 and now? It points to a number of new developments since 2002, such as growing numbers of migrants worldwide, and a changing European political and legal landscape. But it also argues that a number of the same factors that led to the Sangatte crisis are still shaping events and responses in Calais today. They concern the persistent shortcomings of European states’ immigration controls, the failures to reach Europe‐wide and international agreements on migration, and the inadequacies of international bodies such as the UNHCR and the 1951 Refugee Convention which it upholds. 相似文献

This essay is an attempt to chart recent developments in the field of Modern Greek Studies, focusing on shifting perceptions regarding Islam and Muslims. To do so, the essay positions the relevant literature in its historical context, touching upon both accomplishments and limitations. Its main proposition is that the Greek case is distinct yet connected to contemporary global contingencies and broader long-term regional dynamics. Athens remains the only European capital without a mosque. Moreover, despite recent academic endeavors, there exists today no coherent Greek field of Islamic Studies. That these absences have been brought recently under political and academic scrutiny constitutes, however, a noteworthy change. Most important, the traditional exclusion of Islam from the field of Modern Greek Studies does not suggest lack of relevance between the two but, quite to the contrary, reveals a set of loaded and complex socieconomic, geopolitical, and historical links that deserve to be studied in their own right. 相似文献

In the European Court of Human Rights cases of Muñoz Díaz v Spain in 2009 (Muñoz Díaz v Spain [2009], Application No. 49151/07) and Serife Yigit v Turkey in 2010 (Serife Yegit [2010], Application No. 3976/05), involving unregistered/informal ‘marriages’ of a Roma couple and a Muslim couple, respectively, the Grand Chamber took the position that civil marriages are available to all people in the state without distinction and therefore no breach of Article 12’s right to marry (nor Article 14’s prohibition of discrimination) had occurred when the respective states failed to recognise the informal marriages of the applicants. This article considers these two cases, and asks whether the court’s position is challenged by migrants/refugees, whose access to formal marriages maybe impeded due to a lack of identity and status documentation. 相似文献

How should we conceive and address the position of migrants in receiving states? The argument offered here presents an account of this position in terms of civic marginalization, that is, marginalization relative to the norm of the national citizen. Two dimensions of civic marginalization are distinguished. First, marginalization with respect to the status of national citizenship which is addressed in terms of the issue of whether specific kinds of migrants should be entitled to access to national citizenship, and what, if any, conditions governing such access are justifiable. Second, marginalization with respect to the rights and duties of the national citizen, which is addressed in terms of the rights to which specific types of migrant are entitled and the duties which can be demanded of them as well as the duties of the state towards them. Distinguishing these two dimensions also helps to bring into focus their interaction with one another by demonstrating that whether, and under what conditions, a migrant has access to national citizenship is normatively consequential for their rights and duties and the duties of the state towards them. The argument also offers methodological reflections on approaching this topic and draws attention to the strengths and limitations of its own methodological strategy. 相似文献

Using the example of the right to housing, this article addresses the ways in which the practice of social citizenship, including popular claims and expectations and actual state provisions, has changed in post-Soviet Armenia. It examines the claims of Armenian refugees from Azerbaijan to state-provided permanent housing, which they consider the key condition for becoming ‘citizens’ and ‘locals’ in Armenia, and the Armenian state's solutions to the housing issue following the collapse of the Soviet Union. It demonstrates how the Soviet-era housing policy has left its mark on current notions and practices of social citizenship in Armenia. Even though social rights in general have decreased, notions of social citizenship are still present not only in the expectations and claims of needy refugees and citizens without housing but also in the state's acknowledgement of responsibility for its citizens' welfare (though currently providing only for those in extreme need), and in the equalising effect, the state housing programme has had for the majority of refugees who participated in it. 相似文献

New research, after the turn of the century, has shown how this change of policy was part of the emerging welfare state, embracing a wider geographical area. Still, the opening was conditioned by degrees of “Nordicness” and the conditions of neutrality toward Germany and not least the Soviet Union. Buufis amongst Somalis in Dadaab: the Transnational and Historical Logics behind Resettlement Dreams
The Somali word buufis is commonly used in the Kenyan refugeecamps of Dadaab, referring to a person's dream of resettlement.It is an ambiguous phenomenon, bringing hope and remittancesinto the camps but also removing investments from the regionand, when the dream cannot be reached, sometimes having adversepsychological effects. Buufis is triggered by the fact that,due to transnational flows of remittances and information, refugeesin remote camps like Dadaab can compare their lives in the campsto those of others elsewhere. This illustrates how the opportunities,constraints, hopes and dreams that refugees experience locallyare often determined by transnational factors. Whereas the resettlementdreams analysed in this article are thus likely to occur inother contexts as well, it is argued that they are more intenseand elaborate amongst refugee communities with a strong cultureof migration, like the Somalis. 相似文献

The growing tendency toward non-compliance with internationalobligations to refugees requires UNHCR to make contingency plansfor asylum denials. Making such plans calls for tools, suchas game theory and confrontation analysis, that link non-compliancein refugee asylum with the configuration of interests for asylumand donor countries in a potential crisis. We illustrate suchtools in a case study of Afghan refugees in Pakistan in 19972001,which generated asylum denials by Pakistan ranging from briefborder closings to threats of mass refoulement, linked to thewithholding of assistance by the United States and other donors.We also consider the prospects for using these tools to informcontingency planning for an impending crisis. 相似文献

This article explores what the diversification of British political history might look like. Building on an expanded definition of citizenship and attention to ‘ordinary’ politics, it suggests several questions which might diversify political history's content and approach. Whom do we count as political actors? Who has access to democratic processes and where does politics happen beyond these processes? To what forms of political thought do we attend? Drawing on examples from my own research on refugees and asylum seekers in modern Britain, and on the wider field of modern British history, I demonstrate the possibilities of diversification as a way to enliven political history's future. 相似文献
