ABSTRACT

This article addresses a question relevant to many non-democratic regimes: how can a successful dominant party be an institutionally weak one? President Yoweri Museveni and his National Resistance Movement (NRM) have dominated Ugandan politics since coming to power in 1986. However, the NRM does not possess many of the institutional endowments that other dominant parties use to control mass and elite politics, such as central control of candidate selection, autonomous mobilizing structures, or dispensation of sufficient political finance to its candidates. Instead, the party secretariat has no real institutional power independent of the personalist Museveni regime, and its local branches house fierce internal competition each election in which most incumbents lose office. This article argues that the NRM mobilizes so well for Museveni despite its institutional deficits due to the precise nature of the competitive process its local elites go through to win its nomination (or “flag”) and the subsequent general election. This process sees self-organized and self-financed candidates and their factions rejuvenate the party and mobilize votes for the concurrent presidential election as a by-product of their competition with one another. The article makes this argument with qualitative data from three districts gathered during the 2016 elections.  相似文献

Formed in 2001, Res Publica won the Estonian parliamentary elections in 2003, and its leader became prime minister. It failed to win a single seat in the European Parliament in 2004 and was down to 5 per cent in opinion polls in 2005 when it dropped out of the cabinet. The founding chairperson of the party analyses here the causes for Res Publica's rapid rise and fall, reviewing the socio-political background and drawing comparisons with other new parties in Europe. Res Publica was a genuinely new party that involved no previous major players. It might be characterized as a ‘purifying bridge party’ that filled an empty niche at centre right. Its rise was among the fastest in Europe. For success of a new party, each of three factors must be present to an appreciable degree: Prospect of success?=?Members?×?Money?×?Visibility. Res Publica had all three, but rapid success spoiled the party leadership. Their governing style became arrogant and they veered to the right, alienating their centrist core constituency. It no longer mattered for the quality of Estonian politics whether Res Publica faded or survived.  相似文献

How does an undemocratic country create democratic institutions and transform its polity in such a way that democratic values and practices become integral parts of its political culture? This article uses the case of Japan to advocate for a new theoretical approach to the study of democratization. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the process of democratization in Japan, and argues that a state-in-society approach is better suited to explaining the democratization process' diverse cultural contexts. Taking a bottom-up view of recent developments in Japanese civil society through the close examination of two cases – one traditional organization dating from the pre-war era (neighbourhood associations) and one new-style group formed in 2000 (Association of New Elder Citizens) – this article illustrates how Japanese citizens have democratized their political culture at the grassroots. The state-in-society approach to democratization is particularly useful for the study of democratization processes in non-Western countries where the development of democracy requires not only the modification of a traditional political culture but also the development of new, indigenous, democratic ideas and practices.  相似文献

ABSTRACT

This article presents findings from an empirical study of 39 issues of five online terrorist magazines in order to problematise the concept of religious terrorism. The presentation of the study’s findings focuses on the magazines’ textual content, examining the types of textual item each magazine contains, how the producers of the magazines perceive the publications, the justifications the magazines offer for the groups’ activities and the motivations that underlie these activities. This analysis shows that there are important differences between the messages each group expounds. These differences, the article argues, are obscured by the homogeneous label “religious terrorism”. Moreover, an examination of these groups’ messages shows that the purported distinction between religion and politics is unsustainable and has detrimental political-normative repercussions.  相似文献

Although inward foreign direct investment (FDI) has many benefits for a country as a whole, like trade, it is a source of competition for producers in the host country, with concomitant effects on labor markets. The entrance of foreign multinationals increases demand for skilled labor at the expense of unskilled labor, and also increases the elasticity of demand for labor because multinationals are able to shift production across borders. This raises the question of whether or not labor has an impact on policy toward inward FDI. I suggest that organized labor is a key determinant of the influence of labor on inward FDI restrictions. Not only do unions mitigate the collective action problem facing labor, but unionized workers, regardless of skill level, have incentives to support restrictions on inward FDI because rising elasticity of demand restricts bargaining power. I expect that higher levels of unionization will lead to greater restrictions on inward FDI. I find support for this hypothesis in an analysis of U.S. industry-level formal restrictions on inward FDI between 1981 and 2000. Industry skill intensity, a proxy for the distributional consequences of FDI for labor, does not explain variation in barriers to inward FDI, suggesting that the confluence of interests and influence is necessary for labor to influence policy.  相似文献

This article discusses the role played by the European Union, African Union and Arab League in the recent revolutions in Tunisia, Egypt and Libya. It focuses in particular on the use and impact of political and economic conditionality, the decision-making processes within each organisation and the inter-regional forums created to deal with the crisis. The analysis acknowledges the increasingly active and vocal role played by regional organisations in the so-called ‘Arab spring’, but it highlights not just that they had few legal powers to intervene in these crises, but also that they seemed very reluctant to use any form of political or economic conditionality. It also reveals that the main purpose of inter-regional forums was arguably not to generate consensus internationally but rather to manage dissent. As such, the article encourages a reflection on the specific challenges and opportunities that North Africa and the Mediterranean region pose to regional conflict management.  相似文献

长吉图开发开放先导区的成立,为东北亚的发展带来了新的机遇。虽然长吉图开发开放先导区内存在着两个经济中心,但延图龙地区的经济发展辐射能力明显低于长吉图。经过近十年的发展,使得长吉图的一体化趋势更加明显,该核心区的第二产业实力雄厚,第三产业发展相对落后;而延图龙核心区第二产业与周边地区产业发展存在脱离现象,未能实现优势互补,第三产业发展势头较好,但现阶段的辐射能力不足。因此,必须加大延图龙及珲春市的建设,推进另一个经济中心的快速增长;大力推进长吉图区域的交通建设,促进产业升级及转变产业增长方式。  相似文献
