AbstractThis paper analyses Transatlantic Trade and Investment Partnership (TTIP) negotiations in order to assess how the move towards tighter economic integration within the EU?US strategic partnership impacts on legislative?executive relations in EU trade policy. The analysis examines the institutional, substantive and party political dimensions of national parliaments’ scrutiny of the Common Commercial Policy. Based on insights into both domestic and EU channels of parliamentary monitoring of TTIP negotiations, the paper argues that, although the government remains the central object of democratic control, the involvement of national parliaments in transatlantic trade extends to encompass the EU’s own transatlantic and trade policies. This is rooted in the legislatures’ legal capacity to constrain the executive in the negotiation, conclusion and, where applicable, ratification phases of EU trade agreements. It is argued that national parliamentary influence takes the shape of politicisation of the legitimacy of the expected policy outcomes of these agreements. 相似文献

This article analyzes how the idea of “innovationism” in Sweden has generated a new kind of idea-driven policy around the creation of innovative regional policy. In contrast to similar policies in this area, this policy does not manifest itself through traditional instruments, but evolves through symbolic and ritual performances, in particular through events and conferences. The article asks how this emerging idea has changed the existing institutional formation of sponsoring industrially relevant research. The vision of concerted action between decision-makers within modern innovationism reinforces territorial identity, but it also tends to devolve responsibility to the regional level since concerted action on the national level is hard to obtain. What emerges is a system of governing at a distance where different actors perform their roles according to often academic ideas of innovationism. This article examines how coproduction can contribute to information quality in support of labor-market decision-making. Data was gathered on different types of Labor Market Intelligence (LMI) as decision-support systems for stakeholders, and subsequently by analyzing a specific program, with a focus on the role of information within its coproduction process. Results confirm the importance of information systems to support employment services design, but highlight the limitations of existing channels, and outline the types of information needed for policy effectiveness: those that are gathered through continuous relations with employers and jobseekers, and that often derive from participation in policy networks. 相似文献

Research exploring state-level regulatory interactions in the U.S. often employs survey methodology to ask front-line actors about their experiences. While these efforts are noteworthy, we argue that it is important to investigate these interactions utilizing a different approach. In this exploratory study, we use randomized vignettes, to which a respondent can react without fear of revealing practices or succumbing to social desirability. Our results are in concert with a growing body of literature that suggests cooperation between the regulator and regulatees is essential for future interactions in order to achieve compliance, yet each party’s perceptions may not be completely congruent. 相似文献

Great changes are underway in how climate and agricultural risks are managed in Vietnam. Uncertainties are emerging regarding the role of the state in managing these risks and what this implies for assumptions regarding hoped-for climate change transformations. Local government control is waning in relation to the expanding roles of the private sector and the growing autonomy of farmers themselves. This article presents cases that illustrate the ways that farmers, private investors, and local authorities are responding to climate risk within roles relating to the other risks involving markets, food security, and pressures on common property resources. 相似文献

In recent years, the Civil Society Education Fund has supported national education civil society coalitions (NECs) in low-income countries so that they put pressure on governments and donors to implement the Education for All agenda and the Millennium Development Goal on education. This article draws on literature on global governance as well as on an extensive evaluation of the CSEF to explore the actual contribution of this initiative to the activity of NECs. This article examines the rise of resilience discourses in EU foreign policy. The European Union Global Strategy (EUGS) refers to building state and societal resilience in its neighbourhood as one of the key strategic priorities of the EU. This article argues that the discourse of resilience that permeates the EUGS chimes well with a pragmatist turn in social sciences and global governance. The EUGS introduces resilience-building alongside an emphasis on flexibility, tailor-made approaches and the need for local ownership, capacity-building and comprehensiveness. More importantly, the new EUGS proposes “principled pragmatism” as a new operating principle in its foreign policy. While this might suggest a more pragmatic EU foreign policy, a closer examination of the EUGS discourse reveals significant tensions between a pragmatic and a principled foreign policy, which undermine the added value of resilience-building as a new foreign policy paradigm. 相似文献

This paper challenges the relevance of ethnic diversity in explaining the development impasse in Africa, using Kenya as a case study and arguing that the neopatrimonial and ethnic diversity theses are contradictory as explanatory variables of Africa's development crisis. The former speaks to homogeneity while the latter implies heterogeneity in the public policy process. This paper singles out the ethnic diversity thesis as the weaker of the two, arguing that ethnic groups lack a collective ethnic agenda that can be flagged as consequential for the political economy of the polity. Ethnic group intervention in the political arena is not determined by innate ethnic characteristics: it is due to the tendency for certain actors in the body politic to exploit institutional failure. With proper institutions, the assumed burden of ethnicity in African development would naturally evaporate. Focusing on supposedly ethnic problems is the wrong target. 相似文献

While the literature on the autocratic regimes has been rapidly growing in the last years, there still exists a research gap in this field: which impact do autocratic regimes have on the regime transition in the neighbouring countries? The literature on autocracies has demonstrated that autocratic political leaders tend to support each other. This article argues that the external influence of an autocracy may be more complex. The article analyses the case of Russia's international standing in relation to the trial of Yulia Tymoshenko. Using detailed process tracing, it has been shown that in terms of the Russian position, pragmatic goals may undermine ideological goals. Thus, while the main objective of Russia is to ensure the stability of gas contracts, the unintended consequences of its actions undermine the consolidation of autocratic regime in Ukraine. The article builds on the literature on regime transition, autocracy, and international relations. 相似文献
