ABSTRACT

This paper explores the Ethiopian female migrant’s change, sustainability of gains, and problems of adjustment and reintegration upon return from the Middle East. Data was gathered from 87 returnees. The income they earn is contributed to their households. However, remittance management and saving strategies were ineffective to bring remarkable changes. Much of the remittance sent home was spent on basic needs. Savings at home and in the Middle East were insignificant. Employment and involvement in investments in the post-return period were limited, and most were leading lives either similar to before or lower level than prior to their departure. Using a methodological classification ‘success’ or ‘failure’, one-third of them achieved relative success. Efforts should be made to develop pre-migration awareness via media such as telecom alerting radios, televisions, and posters. Interventions in skills training and counseling should also be the norm.  相似文献

This paper examines how 12 former girl soldiers in eastern Congo experience their social reintegration back into their families and communities. A successful social reintegration process is conceptualised as one which involves repaired relationships characterised by positive emotions towards and social acceptance of former girl soldiers. Dijker and Koomen’s theory on social control mechanisms is used to analyse the data, and attitudes and treatment experienced by the girls are categorised as repair, stigmatisation or tolerance. Individual interviews with former girl soldiers paint a picture of a homecoming characterised by frequent stigmatisation, some repair and little tolerance both from family and community. Although some repair processes are taking place, many former girl soldiers experience being perceived as a threat to social norms as well as to health and safety. This may partly be explained by the devastating imprint war and armed conflict frequently leaves on people and societies. War appears to breed more authoritarian values and fearful responses to objectionable or deviant behaviour and conditions, and seems to put collective values of caring and sharing under pressure.  相似文献

In this qualitative study of 134 formerly abducted adolescentboys at four rehabilitation centres in Northern Uganda, theboys described their lives in rebel captivity and coping strategiesand suggested ways of reintegration. They witnessed, enduredand participated in hideous atrocities while in rebel captivity.Vigilance, absolute obedience, and cooperation with their captors;prayer and hope; denial, blaming others, constant preparednessto flee; use of traditional medicine; and resilience and perseverance,were some of the coping strategies they employed while in captivityand during escape. Once out of captivity, they suggested a reintegrationagenda sensitive to their economic wellbeing and social relationsin the context of their culture and tradition. They proposedpsychosocial activities, vocational and entrepreneurial skillstraining, provision of credit facilities, and an education systemthat recognizes their background and needs. However, all theseshould be viewed in the context of huge resource limitationsand the continuing conflict.  相似文献

The implementation of peacebuilding activities, including the demobilization of non-state illegal actors, does not necessarily bring about a reduction in violence. While there are several theories that address the causes of persistent violence, there are few that adequately explain why rates of violence can rapidly increase in a post-demobilization context. Using the method of process tracing, this article explores the case of Córdoba Department, Colombia, where rates of violence have increased after the demobilization of paramilitary groups (Autodefensas Unidas de Colombia [AUC]) in 2005. We argue that the AUC created and maintained a monopolistic illegal protection system during its years of operation, and this type of local order was able to contain violence. After demobilization, the protection system was disrupted and as a consequence, new competition between post-demobilization criminal organizations for existing illegal rents developed, petty crime became pervasive, and revenge killings spiked, thus contributing to increased rates of violence in the post-demobilization period. Our theory about the breakdown of protection finds support in other AUC-dominated regions of Colombia.  相似文献

The social reintegration of ex-combatants is one of the most critical aspects of peacebuilding processes. However, contrary to economic reintegration in which it would be possible to set up some quantitative indicators in terms of accessing vocational training opportunities, employment and livelihoods income for the assessment of success, social reintegration is an intangible outcome. Therefore, what constitutes a successful social reintegration and how it could be assessed continues to be the challenge for both academics and practitioners. This article will undertake an investigation of the preliminary parameters of social reintegration at the macro, meso and micro levels in order to identify a set of indicators for programme assessment. A nuanced understanding of ex-combatant reintegration is expected to allow the development of context-based indicators according to the specific characteristics of that particular environment. The article also recommends the use of participatory research methods as they would be more appropriate for the measurement of social reintegration impact.  相似文献

When judging innovative programs like Family Bridges™, it is important to balance careful scrutiny with openness to new ideas. Judicial responses to children who reject a parent are best governed by a multifactor individualized approach. A presumption that allows children and one parent to regulate the other parent's access to the children is unsupported by research. A custody decision based solely on the severity of alienation leaves children vulnerable to intensification of efforts to poison their affections toward a parent. Concern with possible short-term distress for some children who are required to repair a damaged relationship should not blind us to the long-term trauma of doing nothing. Professionals are urged to minimize the infusion of polemics, rigid ideology, and rumors when offering opinions with inadequate information, particularly public statements that risk harming children.  相似文献

During the last few decades, criminologists have identified several adult roles and statuses, including employment, positive family relations, and economic stability, as critical for promoting successful reintegration and desistance. Very few researchers, however, have investigated the conditions that serve to bring about these transitions and successes crucial for behavior change. As a complement to a burgeoning amount of literature on the impact of incarceration on health, we emphasize the reverse: Health has important implications for reentry outcomes and reincarceration. Informed by multiple disciplines, we advance a health‐based model of desistance in which both mental and physical dimensions of health affect life chances in the employment and family realms and ultimately recidivism. Investigating this issue with longitudinal data from the Serious and Violent Offender Reentry Initiative (SVORI) and structural equation models, we find overall support for the health‐based model of desistance. Our results indicate several significant pathways through which both manifestations of health influence employment, family conflict, financial problems, and crime and reincarceration. The findings highlight the need for implementation of correctional and transitional policies to improve health among the incarcerated and avert health‐related reentry failures.  相似文献

Prior work finds that the formerly incarcerated are at an elevated risk of homelessness. However, studies disagree regarding how these individuals experience homelessness; quantitative research emphasizes homelessness as a temporary obstacle experienced shortly after release, yet ethnographic work suggests that formerly incarcerated individuals experience frequent and/or lengthy bouts and are at risk long after release. Drawing on the life course perspective and nearly eight years of administrative records post release, this study examines patterns and correlates of homeless shelter use in a cohort of individuals released from prison. The results suggest that both immediate and delayed shelter use exist. Although the risk is highest soon after release, approximately half of individuals who used shelters experienced their first spell more than two years after release. Moreover, shelter use spells were prolonged and repeated. Findings also highlight the influence of cumulative disadvantage in understanding who is most at risk for shelter use.  相似文献

ABSTRACT

This article identifies, assesses and synthesises existing literature on deradicalisation, disengagement, rehabilitation and reintegration (DDRR) in conflict-affected states through a systematic literature review. While existing research has methodological shortcomings and determining the outcomes of DDRR programmes is challenging, 12 common themes surfaced in the synthesis. According to the studies selected, varying experiences of the individuals in violent extremist organisations, including form of engagement, role in the organisation and experiences of insecurity and disillusion, may affect DDRR processes. Capacity and resource constrains may pose challenges to DDRR programming in conflict-affected contexts, but engaging former extremists, their families and communities at large mitigates the issues characteristic for conflict-affected contexts and contributes to wider peace-building objectives.  相似文献

This article analyses the transformation of two former Congolese rebel groups, namely the Congolese Rally for Democracy–Goma (RCD-Goma) and the Movement for the Liberation of Congo (MLC), into political parties following the conclusion of the Second Congo War (1998–2003) in the Democratic Republic of the Congo (DRC). It is argued that three sets of factors influenced the process of the political transformation of the RCD-Goma and the MLC. These factors related to the stabilisation process that unfolded in the country starting with the signing of the Lusaka Ceasefire Agreement in July 1999, the make-up and the behaviour of the rebel groups involved as well as changes in international politics, especially the advent of the Bush administration to power in the United States in January 2001, which led to increased international pressure on Rwanda and Uganda to desist from interfering in Congolese internal affairs and the strengthening of the United Nations' peace efforts in the DRC.  相似文献
