The judicialisation of EMU politics: Resistance to the EU's new economic governance mechanisms at the domestic level

Courts are increasingly asked to deal with fundamental political disagreements in liberal democracies. Because of its political salience and the extent of its consequences, the crisis of the Economic and Monetary Union (EMU) has exposed such fundamental disagreements between and within its member states, which numerous plaintiffs have brought before domestic courts and the Court of Justice of the European Union (CJEU). This article analyses this judicialisation of the EMU crisis. Using a database on lawsuits introduced in all 28 member states with regard to crisis measures and the new EMU governance mechanisms introduced since 2010, the authors study which actors use the courts and under which circumstances. Based on a combination of judicialisation and political economy approaches, the article develops a series of assumptions on actors’ motivations in order to understand the reasons for judicialisation in debtor and creditor countries.     

Environment-shaping: An Alternative Approach to Applying Foreign Development Assistance

Development assistance has a chequered past, in large part because planning for development assistance is historically such a fractured enterprise internally, and so disassociated from development assistance recipients’ assets and needs. The authors of environment-shaping offer an alternative development programme planning methodology that highlights above all else the ever-important relationship between development assistance and the environment into which it is offered. The authors employ an asset-based, rather than a traditional deficit-based, approach to assessing the environment for which development assistance will be formulated. The authors then highlight the power of perceptions in the creation of policy programming and in identifying and reinforcing opportunities for positive feedback loops within the recipient environment as critical to truly ‘sustainable’ development.

What resources enhance human welfare, thereby weakening oppression? and How can the systems of oppression be challenged and interrupted? Our response to the last question is: “Organize on the local level with real allies to effect small wins that encourage political participation.”     

新生犊牛小肠黏膜结构的早期发育及上皮内淋巴细胞和杯状细胞的数量变化

应用组织学和组织化学方法研究了1日龄和20日龄新生犊牛小肠黏膜结构的早期发育及部分黏膜免疫相关细胞的分布与数量变化规律。结果显示,从1日龄到20日龄,小肠绒毛变短,尤其十二指肠的绒毛长度约缩短了61.58%(P<0.05),绒毛长度与隐窝深度比值(V/C比值)减小了59.04%~91.32%(P<0.05);而黏膜和肌层厚度分别增加了8.66%~41.28%和36.22%~299.10%。小肠各段上皮内淋巴细胞和杯状细胞数量随年龄增长而逐渐增多(P<0.05),20日龄比1日龄分别增加了78.80%~163.05%和28.23%~101.46%;但比较同一年龄的小肠不同肠段,从十二指肠至回肠,上皮内淋巴细胞的数量逐渐减少,而杯状细胞的数量则呈增多趋势。     

1945——1965年间印尼乡镇华人的生活——传统性与当地化的两个侧面

本文以印尼归侨的口述资料为基本材料,论述了东爪哇省多隆亚公镇和西加里曼丹省邦戛镇两地华人的社会经济生活,着重从传统性和当地化这两个侧面,分析了以两地为代表的印尼乡镇华人生活的共性和个性,指出了特殊背景下的时代潮流冲击与长期的潜移默化这两种社会力量对印尼乡镇华人生活的不同影响.     

当前制约中小企业发展的若干问题探析

加入WTO后 ,我国中小企业将面临更加激烈的市场竞争。中小企业发展需要双管齐下 ,一方面 ,无论是家族中小企业还是私营中小企业均应调整自身观念和体制 ,进行制度创新 ;另一方面 ,政府应对中小企业采取切实的扶持政策 ,为中小企业发展创造有利的外部环境。
