This article explores two theoretical possibilities for why personal health may affect political trust: the psychological‐democratic contract theory, and the role of personal experience in opinion formation. It argues that citizens with health impairments are more likely to experience the direct effects of political decisions as they are more dependent on public health services. Negative subjective evaluations of public services can lower trust levels, especially if people's expectations are high. Using European Social Survey data, the association between health and trust in 19 Western European states is analysed. The results indicate that people in poor health exhibit lower levels of trust towards the political system than people in good health. The differences in trust between those in good and poor health are accentuated among citizens with left‐leaning ideological values. The results suggest that welfare issues may constitute a rare context in which personal, rather than collective, experiences affect opinion formation.  相似文献

This article discusses citizenship and belonging with reference to processes of post-war state formation, namely: the MPLA’s political hegemony and the centralisation of power in the presidency. It argues this political arrangement imposes upon individuals an oscillation between different ‘levels’ or hierarchies of citizenship with a tendency towards marginalisation, formally allowing them to access both but under the specific circumstances dictated by the MPLA party state. Without a strong political opposition with a plausible alternative citizenship doctrine and with little incentives to improve the terms of citizenship it provides to the population, the Angolan government constructed a system of interests whereby the MPLA functions as a gatekeeper. Both in control of the state and of the distribution of citizenship, the regime regulates the flow of resources to the bottom through strategies of poverty and dependency, which increase the distance between the state and the population and sponsors the marginalisation of the majority.  相似文献

Liberal neutrality is assumed to pertain to rival conceptions of the good. The nature of the rivalry between conceptions of the good is pivotal to the coherence, scope and realisation of liberal neutrality. Yet, liberal theorists have said very little about rivalry. This paper attempts to fill this gap by reviewing three conceptions of rivalry: incompatibility rivalry, intra-domain rivalry and state power rivalry. I argue that state power rivalry is the morally relevant conception of rivalry, and that it has significant implications for the scope and realisation of liberal neutrality. I conclude that in the light of state power rivalry, the only feasible liberal neutral state is a very minimal one.  相似文献

Regulatory reforms to public infrastructure services across European Union (EU) countries were aimed at increasing consumer welfare by introducing competition and choice into service markets. However, empirical evaluations have questioned whether these reforms have benefitted all consumers, suggesting that vulnerable groups of service users (especially those with lower levels of formal education), might be locked into poorly performing services. We assess the relationship between the level of competition in electricity and fixed telephony markets in EU countries and evaluate the affordability of these services for different socio‐educational layers. Our findings show that – although in countries where there is a relatively high frequency of switching, inequalities between socio‐educational groups are smaller and eventually disappear – competition as such does not play a part. These results suggest that demand‐side regulation that successfully enables consumer switching has the potential to equalize social welfare, thereby reflecting a possible convergence of regulatory instruments and the central aims of the welfare state in this context.  相似文献

This paper engages with non-Western, specifically African, scholarship and insight with the goal of highlighting the importance of African contributions to IR theorising. We highlight the Western dominance in IR theorising and examine the inadequacy of the major analytical constructs provided by established IR theory in capturing and explaining shifting reality in Africa. We argue that African insights, experience and ideas present a challenge to dominant IR constructs and knowledge within the international system, and that these insights, when taken seriously, would enrich our understanding of IR. We show this by problematising some central (often taken-for-granted) IR concepts such as the state, liberalism and individualism and underscore the need to reconstruct more encompassing ‘stories’ and images to innovate, revise and potentially replace some of the conventional ‘stories’ that have been told in IR.  相似文献

Five years after people took to the streets in protest at political organisation across the Middle East, the consequences of these actions remain. As the protests gained traction, states began to fragment and regimes sought to retain power, whatever the cost. While a great deal of focus has been upon what happened, very little attention has been paid to the role of agency within the context of the fragmenting sovereignty and political change. This article contributes to these debates by applying the work of Giorgio Agamben to the post-Arab Uprisings Middle East, to understand the relationship between rulers and ruled along with the fragmentation of the sovereign state. The article argues for the need to bring agency back into conceptual debates about sovereignty within the Middle East. It concludes by presenting a framework that offers an approach building upon Agamben’s bare life.  相似文献

Abstract

This paper seeks to explain the development of capitalism in Eritrea and Kenya from a labour history perspective. Indeed, the assumption in this research is that capitalism can only be explained by taking into consideration free wage labour as one of the sine qua non conditions for the existence of the capitalist mode of production. Therefore, the article looks at the paradigmatic socio-economic shifts: from unfree to free labour, from free to precarious labour and from unfree to precarious labour. These are the result of the complicated relationship that exists between capital and labour. The point of departure of the analysis is the Nieboer-Domar hypothesis on the structural origins of slavery, which despite severe criticism, it has been largely remained unchallenged until the present. In Eritrea, colonised by Italy, and Kenya, colonised by England, free wage labour fully developed between the nineteenth and twentieth century. This could be considered the era of the advent of capitalism, with the advent, for a fraction of the working population, of labour relations based on wages. The precarisation of life of free wage workers is also partially analysed in this article.  相似文献

What does state terrorism look like? How do we distinguish it from other forms of mass state violence, such as repression or genocide? Based on the developing literature on state terrorism, this study presents three expectations that violence perpetrated by the state should meet if it is to be classified as state terrorism: these are (a) that the violence is perpetrated by agents of the state, (b) that the violence is visible, and (c) that state terrorism focused against a state's own citizens will be carried out by an autocratic, personalistic regime. Drawing substantially on a series of primary sources, this study demonstrates that Idi Amin's regime in Uganda from 1971 to 1979 did engage in state terrorism against its own citizens.  相似文献

ABSTRACT

A significant proportion of critical agri-food literature has, to date, focused on the uneven relations of power between the Global North and the Global South, and the neoliberal characteristics of the corporate food regime. This literature has often overlooked the nuances in varieties of capitalism, particularly in East Asia. China is re-emerging as a powerful state actor in an increasingly multipolar global food system. It is also an important hub of capital, facilitating agribusiness mergers and acquisitions, as well as new East–South and South–South flows of agri-food trade, technology and capital. This paper aims to contribute to understanding state-led capitalism in China and neomercantilist strategies in the agri-food sector. The paper provides a critical analysis of a case study of China's state owned agri-food and chemical companies ‘going global’. It contends that the current food regime is in a period of transition or interregnum a period of fluidity separating the continuity of successive regimes. Arguably, the analytical contours of a contemporary food regime in transition cannot be adequately comprehended without recognising the incipient importance of state-led capitalism and neomercantilism, and how contemporary socio-political and economic dynamics are reshaping relations of power in the global political economy of food.  相似文献
