Although migration has for some time been an important topic in African studies, the ‘politics of migration’ remain relatively under-examined. While there is a substantial body of literature on migration and economic development, we know much less about the impact of migration on other state-building processes. The upsurge of autochthony discourses throughout much of Africa is a recent phenomenon and an alarming trend that reveals the increased politicisation of migration and the challenge these discourses pose to state-building. This article uses Côte d'Ivoire as a case study to shed light on the complex relationship between migration and state-building. It also provides a fresh perspective on a new chapter in Ivoirian politics as it re-examines this relationship in light of the recent political developments following the 2010 elections. In so doing, it provides new insights into the enduring nature of autochthony, highlighting the contemporary challenges that these discourses pose for both migrants and state-building.  相似文献

ABSTRACT

Post-war Kosovo has been the subject of a highly intrusive international state-building project, including an unprecedented influx of international administrators, assistance and funds. However, it increasingly bears the hallmark of a weak and captured state. This special issue contributes theoretical and empirical insights that shed light on possible explanations, difficulties and prospects of the state-building project in Kosovo. Theoretically, we investigate how international and local explanations play out, interact and gain dominance over each other; highlight the local factors that shape the experience of state-building; and focus on the hybridity of institution- and state-building on the ground. Empirically, we take stock of two decades of international state-building activities and one decade of independent statehood by providing long-term and in-depth analysis of specific areas of reform – municipal governance, state bureaucracy, normalization of relations between Serbia and Kosovo, education, creation of armed forces, security sector reforms and reception of Salafi ideologies. Such time-sensitive, case-nuanced and empirically heavy analysis enables the authors to go back and forth between the role of international activities, domestic strategies of resistance and evidence of hybrid reforms in order to test the role of competing explanations.  相似文献

The poor performance of conventional security sector reform (SSR) programming, especially in fragile and conflict-affected states, has led to growing calls for the development of a new generation of reform strategies capable of transcending the state-centrism of earlier approaches and delivering sustainable security dividends to insecure populations. This paper reflects on the challenges of second-generation SSR, with a particular emphasis on the imperatives of reconciling different understandings of ownership, of rendering SSR processes more inclusive, and of acknowledging the realities of non-state security provision. The paper suggests that at its core, SSR is about strengthening state-society relations, and that second-generation SSR will ultimately be judged on how effectively it comes to terms with the argument that genuine and sustainable change can only emerge through an endogenous process of relationship transformation, in which insiders, not outsiders, are the primary agents of change.  相似文献

Abstract

There has been an increasing attempt to theorise the emergence of a liberal-local hybrid approach to state-building, which recognises the coexistence and interaction of liberal and local socio-political institutions. There has not yet been a sustained attempt to understand what occurs when a liberal-local approach is adopted from the outset of a state-building operation. This article seeks to fill this gap by applying the literature to the state-building process in Bougainville, an autonomous region of Papua New Guinea.  相似文献

Democratization and peace-building in post-civil war situations are closely interlinked. To analyse the difficulties of post-war democratization, and especially democratization as attempted by external and international actors, this article deals with the problem in several stages: first, it will provide a brief overview of the recent discourse on the topic, to place the discussion into the political and academic context. Second, it will focus on the reasons for and the types of civil wars, and the actors involved, because these provide the starting points of any attempt of post-war democratization and will determine the conditions for success and failure. Third, the key structural problems for post-civil war democratization will be explored, including ethnic fragmentation, followed by a brief analysis of the specific role, opportunities and limits of external actors in democratization. Finally, we will try to formulate a few hypotheses and conclusions to help explain the limited success of external democracy building in post-war societies, concentrating on the cases of Bosnia, Kosovo, Afghanistan, and Iraq. The account concludes that without the necessary preconditions for democratization in post-conflict societies, external attempts will be of little success. Among the key requirements is the need for a strong and organized social base for democratization to build on. On the other hand, contradictions in the policies of intervening powers are a major hindrance.  相似文献

Traditional approaches have conceptualized political regimes almost exclusively with reference to domestic-level political factors. However, many current and historical political regimes have entailed a major role for international actors, and in some cases the external influence has been so great that regimes have become internationalized. This article explores the concept of ‘internationalized regimes’ and argues that they should be seen as a distinct form of hybrid regime type that demonstrates a distinct dimension of hybridity. Until now, regime hybridity has been conceived along a single dimension of domestic politics: the level of competitiveness. Yet, some regimes are characterized by a different type of hybridity, in which domestic and international authority are found together within a single political system. The article explores the dynamics of internationalized regimes within three settings, those of international occupation, international administration and informal empire.  相似文献

The Palestinian Authority's (PA) claim to embody the spirit of the “Arab Spring”, through its recent “state-building” agenda – including its elevation to “non-member observer status” at the United Nations – is disingenuous. This conclusion rests on three key arguments outlined in this article. First, this article identifies a continuation of broader patterns of authoritarianism represented by the PA's lack of adherence to democratic practices, the deprivation of access for the Palestinian population to basic resources and the wider issue of the continued absence of Palestinian sovereignty. Second, it identifies the intensification of some authoritarian practices within Palestine, particularly in the areas of security and policing, for example by the use of force against protestors. Finally, this article identifies that civil-society groups and opposition supporters throughout 2011–2012 have more genuinely embodied evidence of resistance to authoritarianism in popular demonstrations against the PA.  相似文献
