This paper examines current citizenship discourses and practices in Canada, focusing on the implications not only of marketization, but also of growing securitization vis-à-vis citizenship, and the gendered ramifications of such developments. The repercussions of marketization and securitization and their interrelations, for women in general, as well as racialized and immigrant women in particular, are outlined and assessed. In this way, we see how women are at the receiving end of highly contradictory processes in that they are both ‘invisibilized’, in other words, rendered invisible, by the Canadian state, but are also are increasingly ‘instrumentalized’, in other words, used in strategic ways. Yet, women also challenge these trends and tactics, thereby interrogating these processes that serve to limit the terms and scope of citizenship in Canada.  相似文献

Citizenship is not just a status (defined by a set of rights and obligations), it is also an identity that expresses membership in a political community. It also has a substantive political dimension of active participation in the public sphere. Traditionally, collective identity and the membership dimensions of citizenship have been seen as intrinsic to the nation-state. The processes of globalization that have undermined the sovereignty of the nation-state make it necessary to reconceptualize citizenship in light of a ‘post-national’ framework. At the same time, however, the ‘culturalization’ of the social and the ‘multiculturalization’ of societies are putting into question the homogeneity of a collective identity. According to a recent hypothesis, a new post-national model of citizenship is emerging, one of European construction. In seeking to explore this position, the paper advances two additional hypotheses: (i) EU policy-making and governance are likely to foster a post-national European civil society with multi-level citizenship participation; and (ii) European anti-discrimination regulations are likely to accelerate the emergence of an alternative model to multiculturalism that can address differences within a universal framework of rights.  相似文献

In the Riau Islands of Indonesia significant numbers of women have entered into marriages with men from the nearby countries of Singapore and Malaysia. In many cases, neither spouse migrates after marriage: instead, husband and wife continue to reside in their country of origin. Their close geographical proximity means that the couples can see each other regularly while at the same time taking advantage of the economic opportunities presented by living on different sides of the border. These cross-border marriages challenge the normative model of the nuclear cohabiting couple/family. Our research into the motivations and desires of these cross-border couples living in the Riau borderlands reveals that space and mobility mediate their interactions with the Singaporean, Malaysian and Indonesian states, thus producing localized accounts of citizenship in which class mobility (rather than physical mobility) becomes the dominant frame through which they view state regulation of marriage and migration. This research challenges the state-centric tendencies in some of the scholarly literature on international and transnational marriage which places overwhelming emphasis on the ability of states to regulate access to citizenship rights. In presenting a view of inconsistent and sometimes incoherent states, we highlight the significant differences between perceptions of state influence and actual state practices in relation to the regulation of international marriages.  相似文献

The paper explores the mutual relation between cultural citizenship and national homecoming. Using the case study of Russian-Jewish immigrants in Israel, it refines the theoretical debate over cultural citizenship by showing how homecoming migration shapes the homecomers' bargaining power over the local cultural tenets. In particular, the research examines the ways in which the ‘Russian’ immigrants negotiate the national ethos of homecoming that constitutes the Israeli civic, discursive field, while dismantling it into its root components: affinity to the place, collective memory, and the warrior ethos. Each of these components constitutes a sphere of action that embodies the tension between Israeliness and Jewishness, nationalism and citizenship, and the personal and the collective. Our main contention is that in the case of homecoming migration, the inextricable affinity between citizenship and nationalism shapes the homecomers' cultural citizenship: on the one hand, it secures their right to participate in the local cultural discourse and avails bargaining power, while on the other hand, it neutralizes the homecomers' subversive voice, and reduces their capacity to undermine the constitutive, national tenets. The analysis is based on immigration stories gathered via in-depth interviews that were conducted with 43 Jewish university students who immigrated to Israel from the former USSR in the beginning of the 1990s.  相似文献

The legitimacy and accountability of polycentric regulatory regimes, particularly at the transnational level, has been severely criticized, and the search is on to find ways in which they can be enhanced. This paper argues that before developing even more proposals, we need to pay far greater attention to the dynamics of accountability and legitimacy relationships, and to how those in regulatory regimes respond to them. The article thus first seeks to develop a closer analysis of three key elements of legitimacy and accountability relationships which it suggests are central to these dynamics: The role of the institutional environment in the construction of legitimacy, the dialectical nature of accountability relationships, and the communicative structures through which accountability occurs and legitimacy is constructed. Second, the article explores how organizations in regulatory regimes respond, or are likely to respond, to multiple legitimacy and accountability claims, and how they themselves seek to build legitimacy in complex and dynamic situations. The arguments developed here are not normative: There is no “grand solution” proposed to the normative questions of when regulators should be considered legitimate or how to make them so. Rather, the article seeks to analyse the dynamics of legitimacy and accountability relationships as they occur in an attempt to build a more realistic foundation on which grander “how to” proposals can be built. For until we understand these dynamics, the grander, normative arguments risk being simply pipe dreams – diverting, but in the end making little difference.  相似文献

ABSTRACT

This response to Balint focuses on his stance towards minority cultural and religious practices where he is in general sceptical of special accommodation. I argue that there are grounds to grant special rights and other accommodative measures towards such minorities on the basis of freedom and citizenship (both values Balint endorses), and appraisal respect, a value he rejects. The upshot is more support for a hands-on, active state than the hands-off state that Balint favours.  相似文献

In this article, we examine mourning policies with respect to exhumations of mass graves from the Peruvian armed conflict. By reflecting on a case in which the exhumed dead, and their relatives, do not conform to the model of legitimate victims, we explore the limits of reparation policies and their effect on reconciliation. We investigate how the ‘terrorist mausoleum’ led to a significant episode of ‘moral panic’. We then analyse the normative perspective on mourning, as implemented in the public sphere, and how mourning, citizenship and nation are related when burying unwelcome dead associated with the figure of the ‘terrorist’.  相似文献

This article seeks to interrogate the concept of global citizenship through the disruptive lens of the American expatriate. The goal of this inquiry is to use empirical research done on American expatriates, including the results of a survey conducted by the authors, to better understand issues of citizenship and politics amongst American expatriates. The theoretical literature on citizenship and transnationalism argues that immigrants and expatriates help challenge the hegemony of the nation-state, a claim that can be tested by investigating how expatriates view their own experiences. By juxtaposing the empirical work of researchers focused on American expats with the theoretical work of citizenship and globalization theorists, we find that political affinity and national identity continue to matter for those living outside the USA, but within a larger global context. Thus, if the path envisioned by those who embrace globalization is to be followed, how might concepts of citizenship and national policy towards their citizens need to change?  相似文献

Iranian revolution of 1979 seems to be one of the most enigmatic events of the twentieth century. This paper attempts to shed light on this enigma by reflecting on the social processes that have been at work in Iran since early twentieth century. Beginning in that era, Iran embarked upon a process of modernization that involved the creation of a complex consisting of modern military, bureaucracy, and educational systems. This complex was instrumental in creating a rudimentary form of agency among different classes and strata in Iran which gradually engendered the potential for revolutionary action among large segments of society. Yet this rudimentary form of agency – what in the paper is referred to as ‘inchoate agentification’ – was only up to the level of revolutionary ethos, lacking the capacity to create fully democratic institutions. As a result of the mass participation in the revolution and the total war with Iraq that lasted for eight years, the process of agentification in Iran entered a new phase in which increasing number of people seem to have developed a more mature form of agency and subjectivity – in fact inter-subjectivity – that could explain the demand for rights and freedoms of citizenship in that country as is manifested in the Green Movement since 2009.  相似文献

In Belize, a project for building a new capital emerged in the early 1960s, just after the ravages of Hurricane Hattie, which had destroyed much of the colonial capital, Belize City. According to the common narrative, Belmopan was the answer to a natural threat. But this article will show that it was also a political strategy, intended to give the country a new, modern face, the symbol of a young nation on the road to independence (1981). One of the issues of this post-colonial state is the definition of a national ‘us’ and the place of ethnic groups inherited from the British colonial administration's policy of ‘divide and rule’. The article shows that the politicisation of ethnicity entails neither its integration in the state nor its institutionalisation by the parties, but rather the emergence of ‘citizenship from below’.  相似文献
