Democratic citizenship, as it exists in countries like Australia, is premised on a nation-state that has sovereignty over a specific territory demarcated by internationally agreed boundaries. According to this model, citizens are supposed to control the state through democratic processes, and the state is supposed to control what happens on its territory and to decide who or what may cross its boundaries. But today globalization is eroding the capacity of the nation-state to control cross-border flows of finance, commodities, people, ideas and pollution. Powerful pressures are reducing state autonomy with regard to economic affairs, welfare rights and national culture. This leads to important questions: Does the quality of democratic citizenship remain unchanged? Are citizens still the source of political legitimacy? Do we need to rethink the meaning and mechanisms of citizenship to find new ways of maintaining popular sovereignty? How can citizens influence decisions made by global markets, transnational corporations and international organizations? These are problems that all democratic polities face, and Australia is no exception. Political and legal institutions derived from the Anglo-American democratic heritage have worked well for a century and more, but they may need to change significantly if they are to master the new realities. The central question in Castles's article is thus: What can we do to maintain and enhance democratic citizenship for Australians in the context of a globalizing world? To answer this question, he examines some of the inherent contradictions of nation-state citizenship, discusses the meaning of globalization and how it affects citizenship and looks at the effects of globalization and regional integration on Australia. He concludes that it is important to improve the quality of Australian citizenship by various measures: recognizing the special position of indigenous Australians and action to combat racism; combatting social exclusion; reforming the constitution to inscribe rights of active citizenship in a bill of rights; and reasserting the model of multicultural citizenship.  相似文献

ABSTRACT

McGhee explores the Labour government's attempts to manage the challenges and protect against the ‘risks’ associated with a particular group of migrants to Britain: permanent immigrants. He examines how Gordon Brown conceives of his three-stage proposals for ‘earned’ British citizenship working with the wider managed migration strategy introduced by Tony Blair and Charles Clarke. At the same time, McGhee contextualizes the earned British citizenship proposals within the recent immigration policies and citizenship/integration strategies introduced by David Blunkett when Home Secretary. If the episodes of social disorder involving the second generation of settled immigrant communities in Oldham, Burnley and Bradford in the summer of 2001 were the events that triggered Blunkett's new integration/citizenship strategies, including the introduction of English classes and citizenship lessons for would-be citizens, then the 7/7 attacks by so-called ‘home-grown’ extremists were the events that influenced the emergence of what will be described here as the institutional racialization associated with Brown's recommendations. McGhee also explores the shift from Blunkett's model of civic assimilation, with its Cantle-esque emphasis on participation, to the Brown model of civic nationalism, with its post-7/7-fuelled emphasis on loyalty, shared values and responsibilities.  相似文献

This article evaluates Hannah Arendt's contribution to ‘thinking citizenship’ in light of her controversial account of the modern rise of ‘the social’. It argues that Arendt's writing on the social is best understood not primarily as analytical and normative but as an historical argument about the effect of capitalism and modern state administration on meaningful citizenship. This short piece analyses one important element of Arendt's story about the historical rise of the social: that it is a peculiar hybrid of polis and oikos, a scaled-up form of housekeeping, and its threat to the public, political world.  相似文献

The article considers the issue of citizenship in light of the recent developments in biometric identification techniques. It aims to answer the question as to what kind of citizenship is the ‘biometric citizenship’. Drawing on several empirical examples including the Iris Recognition Immigration System scheme, identity cards and current citizenship reform plans in the UK, I argue that biometric citizenship is at once a ‘neoliberal citizenship’ and a ‘biological citizenship’. The neoliberal aspect of biometric citizenship is demonstrated through the rearrangement of the experience of border crossing in terms of the neoliberal ethos of choice, freedom, active entrepreneurialism and transnational expedited mobility. At the same time, these are enacted alongside the exclusionary and violent measures directed at those who are considered as risky categories illustrating the constitutive relationship between the ‘biometric citizen’ and its ‘other’. As regards its biological aspect, biometric citizenship is embedded within rationalities and practices that deploy the body not only as a means of identification but also as a way of sorting through different forms of life according to their degree of utility and legitimacy in relation to market economy. This aspect also carries a racial and national dimension exemplified in both the national identity card scheme and the very technical infrastructure of biometric technology. Overall, what these two features have in common is the reduction of the principle of citizenship to processes of identity management and technical procedures without, however, purging it altogether from its all too familiar national and race-based components.  相似文献

This article studies the proliferation of discourses of rationality and responsibility among a particular elite social group in Lebanon and Turkey, as they remember student mobilization of their past. I offer these episodes of student mobilization as acts of citizenship that create and make use of rapturous moments in the histories of their countries and institutions. I extend these acts of citizenship to the contemporary context and study the ways in which they become part of discourses of citizenship in unexpected ways. I propose that these narratives draw upon a set of local practices that reflect meanings of citizenship, originating from Western discourses of liberalism, albeit following a different route. In the narratives, violence and irrationality become the defining features of politicized behavior, whereas being civilized epitomizes good manners and rationality. Such boundary-drawing exercises contribute to making conceivable exclusionary social orders based on the idea of a hierarchical distribution of reason and social utility.  相似文献

This comment suggests, on the contrary, that the case has too little reasoning to open any ‘floodgates’ but that in setting out a new logic for EU citizenship, the Opinion offers an approach which limits the global approach to free movement case law and uses citizenship status to include rather than exclude the refugee.  相似文献

The Sami, an indigenous people in north-western Europe, today faces the challenge of having their territory, Sápmi, partitioned among four nation states; Norway, Sweden, Finland and Russia. Whereas borders and citizenship are generally used to defend cultures, interests and territories, separating those who belong from those who do not, this perspective does not include how a non-dominant indigenous people such as the Sami is affected by the partitioning of their territory. Initially, when the first borders were established, the states showed respect and consideration for the Sami and their rights, but during the following centuries, more and more restrictions were being placed on the trans-border movement of the Sami people. In this process, the Sami also had to become citizens in one of the states, and even though the process of changing citizenship remained relatively uncomplicated up until the early twentieth century, the partitioning of the Sami into separate national arenas caused divisions within the people. This article focuses on how the establishment of state borders partitioning Sápmi and the enforced citizenship in the states affected the Sami, and how they acted in response to this development.  相似文献

In all kinds of political action, citizens are confronted with the performances of other citizens. An important guide to political behaviour is therefore likely to be the assumptions people make concerning how others can be expected to behave. This article explores common sense ideas about other citizens as potential political participants, drawing on a series of group interviews conducted with taxi-drivers in Britain, Germany and the Czech Republic. I argue the expectations voiced of other citizens tend to be pessimistic in nature, casting them as ill-informed, apathetic, passive and unduly self-interested, notwithstanding the appearance of a more optimistic view which holds they can be expected to follow the lead of those who ‘take a stand’. These empirical observations lead to a discussion of the theoretical issues they raise, notably where to locate the origins of such views, and how to appraise their implications for democracy.  相似文献

ABSTRACT

This paper examines discourses on citizenship and nation at shop floor level through Bak?rköy Cloth Factory – a state-owned factory in Istanbul, Turkey. Founded as a private enterprise in 1850, Bak?rköy became the State Industrial Office’s property in 1932 and of Sümerbank, the young Turkish state’s bank and industrial holding company in charge of textile production in 1933. Having survived such a drastic regime change, the factory’s first two decades under Sümerbank were shaped by the ruling classes’ zealous and simultaneous efforts of nation-building and industrialization. In the ruling classes’ popular projection, the alleged conversion of an unproductive industrial relic of the imperial past into an example of Republican hard work and patriotism provided opportunities for workers to repay their debt to the nation and its forefathers. In the context of the displacement and mediation of class conflict via nationalist discourses, this study explores how this industrial national space became the site of discursive struggles on national belonging and citizenship. Material from parliamentary debates and media coverage is linked with workers’ files to offer a micro-historical perspective on the interactions between class and nation.  相似文献
