Current critical theorizations within citizenship studies on the condition of migrants and refugees celebrate the nomadic dimension of the contemporary migrant/refugee figure and assign her the potential to disrupt hegemonic practices of capital and state-centric citizenship. However, such enthusiastic accounts need to exercise a sense of caution in conceptualizing the fragile and unstable condition of the migrant, and need to distinguish between various experiences of mobility, hybridity, and citizenship. Such a differentiation between these different lived experiences of citizenship echoes Aihwa Ong's critique of the ‘unified moralism attached to subaltern subjects [that] now also clings to diasporan ones, who are invariably assumed to be members of oppressed classes and therefore constitutionally opposed to capitalism and state power’. My analysis points to how class, race and language structure various experiences of mobility and citizenship and make tenuous easy celebrations of postcolonial hybridity within critical re-configurations of citizenship. I argue that practices of postcolonial mobility in the Franco-Maghrebian context have produced differentiated and unequal hybridities, and, consequently, asymmetrical experiences of citizenship. By distinguishing between various practices of mobility and hybridity, I indicate that postcolonial hybridity can also be employed to re-constitute the rigid boundaries of nation and citizenship.  相似文献

More than a decade since the dawn of democracy, South Africa remains one of the most unequal societies in the world. Civil and political citizenship may have – rhetorically at least – reduced the stark racial inequality in the relationship between citizen and state evident under apartheid. Some authors suggest a positive correlation between social citizenship and social equality. However, in post-apartheid South Africa, deep socio-economic inequalities continue to mar the democratic content of society. Although rights to welfare and social services are nominally in place and are enshrined in the constitution, scores of poor, black South Africans are unable to claim social citizenship, precisely as a result of their class position. Using, as a lens, community struggles in Soweto against the commodification of water, this article seeks to explore the relationship between citizenship and class. It does this by addressing the relationship between the state and its citizens within the context of service delivery, paying particular attention to the impact of prepaid water meters and to the strategies that were employed by community movements in Soweto's ‘water war’. The key argument is that under the system of capitalism, class inequality will persist regardless of the extent of citizenship.  相似文献

In all kinds of political action, citizens are confronted with the performances of other citizens. An important guide to political behaviour is therefore likely to be the assumptions people make concerning how others can be expected to behave. This article explores common sense ideas about other citizens as potential political participants, drawing on a series of group interviews conducted with taxi-drivers in Britain, Germany and the Czech Republic. I argue the expectations voiced of other citizens tend to be pessimistic in nature, casting them as ill-informed, apathetic, passive and unduly self-interested, notwithstanding the appearance of a more optimistic view which holds they can be expected to follow the lead of those who ‘take a stand’. These empirical observations lead to a discussion of the theoretical issues they raise, notably where to locate the origins of such views, and how to appraise their implications for democracy.  相似文献

The Sami, an indigenous people in north-western Europe, today faces the challenge of having their territory, Sápmi, partitioned among four nation states; Norway, Sweden, Finland and Russia. Whereas borders and citizenship are generally used to defend cultures, interests and territories, separating those who belong from those who do not, this perspective does not include how a non-dominant indigenous people such as the Sami is affected by the partitioning of their territory. Initially, when the first borders were established, the states showed respect and consideration for the Sami and their rights, but during the following centuries, more and more restrictions were being placed on the trans-border movement of the Sami people. In this process, the Sami also had to become citizens in one of the states, and even though the process of changing citizenship remained relatively uncomplicated up until the early twentieth century, the partitioning of the Sami into separate national arenas caused divisions within the people. This article focuses on how the establishment of state borders partitioning Sápmi and the enforced citizenship in the states affected the Sami, and how they acted in response to this development.  相似文献

The classical and the former Catholic doctrines of tyrannicide remind us that in the Western tradition of citizenship and political thought, tyrannicide is worthy. Recent legislation against the glorification of terrorism is too wide and vague, and denies any link between tyrannicide and liberty. A good production of Shakespeare's Julius Caesar should not make the act of tyrannicide per se problematic, but should seize the dilemma of whether or not Julius Caesar was becoming a tyrant rather than a consul with constitutional powers for war or emergency. Both Hannah Arendt and our contemporary Ted Honderich offer philosophical justifications of violence in defined and not uncommon circumstances. Terrorism is sometimes the only resort of the poor and oppressed.  相似文献

SUMMARY

The concept of citizenship is a central, necessary, and defining feature of youth civic engagement. Any effort to educate young people for citizenship entails an implicit idea of what a “good citizen” is. There are a number of different and sometimes competing versions of what is a “good citizen.” This chapter reviews “standard” accounts of citizenship in political theory and offers lived citizen as a critical expansion and bridging dimension to current discourses of citizenship. We develop this idea through our readings of the three initiatives in conversation with the writing of Hannah Arendt and John Dewey. Our reading of Arendt and Dewey provides a grounded, embodied, and fluid understanding of the relationship between doing citizen activities (PA, YIG, YSC), becoming citizen (learning through interaction), and being citizen.  相似文献

This paper gives an overview on international marriage in East and Southeast Asia. It first reviews the available data on the incidence and trends of transnational marriage. It then discusses the factors generally cited as contributing to the rising incidence of international marriage in the region: the increased mobility of population, particularly with respect to tourism, business travel, short-term employment and international study; and marriage market issues in a number of countries of the region, leading to deliberate and targeted search for spouses in other countries. It also reviews the types of international marriages in the region, including the national, ethnic and social characteristics of spouses in such marriages. Finally, it discusses the issues and problems covered and not (or inadequately) covered in the literature of international marriage in East and Southeast Asia in relation to the questions of rights and of the boundaries and sovereignty of the state.  相似文献

This article seeks to interrogate the concept of global citizenship through the disruptive lens of the American expatriate. The goal of this inquiry is to use empirical research done on American expatriates, including the results of a survey conducted by the authors, to better understand issues of citizenship and politics amongst American expatriates. The theoretical literature on citizenship and transnationalism argues that immigrants and expatriates help challenge the hegemony of the nation-state, a claim that can be tested by investigating how expatriates view their own experiences. By juxtaposing the empirical work of researchers focused on American expats with the theoretical work of citizenship and globalization theorists, we find that political affinity and national identity continue to matter for those living outside the USA, but within a larger global context. Thus, if the path envisioned by those who embrace globalization is to be followed, how might concepts of citizenship and national policy towards their citizens need to change?  相似文献
