《Labor History》2012,53(3):270-291
Neoliberalism was the hegemonic political and economic model in Latin America during the 1990s. The promotion of a Free Trade Area of the Americas (FTAA) was a fundamental policy to extend neoliberal policies and foreign influence throughout the region. In a momentum built throughout that decade and into the 2000s, the trade union movement joined forces with social movements to create a counterhegemonic force using traditional and novel power resources. This alliance managed to defeat the FTAA and was a central force in supporting new center-left administrations throughout the region. The developments since that historic event have shown the relevance of political contexts and strategic outlooks for the long-term success in maintaining, or failing to maintain, such kinds of alliances.

Labor movements have always found it difficult to reveal and transform the social relations that constitute markets. The growing transnational movements of goods, capital, and services in themselves have therefore not triggered closer trade union cooperation across borders. Transnational collective action also requires conscious choices and a mutual understanding that solidarity across borders is warranted. For this reason, this special issue of Labor History assesses the role that politicization processes play in triggering transnational union action.

This paper explores the political processes that activists engaged in contesting land grabbing have triggered to connect claims across borders and to international institutions, regimes and processes. Through a review of cases of land-grab resistance that have led to project cancelation or suspension, I argue that contextual elements of the land grab and shifting geopolitics highlight the need for adaptation and refinement of models of transnational advocacy, historically structured in North–South patterns. For example, while some elements of the boomerang pattern of transnational advocacy are still relevant, changing realities call for new empirically enriched models. To this end, I outline two typologies of political contention that can help us conceptualize multi-scalar interactions between activists to demonstrate the impact of local resistances at larger scales – ‘the catapult effect’ and the ‘minefield effect’. This paper contributes to calls for further theorization to understand how feedback processes between international discourses, meso-politics and conflicts and resistance at local sites of production impact the implementation of contested land deals.

The transformation process from an authoritarian/totalitarian system entails many institutional changes, however, the individual citizen is often being overlooked in this chaotic, fast-paced process and his or her “transformation” into a democrat is taken for granted. The changing socio-political system and its exigencies may lead to nostalgia and social frustrations, which in turn cause democratic backsliding. In order to cultivate a democratic society and avoid future backsliding, the post-communist states quickly set out to reform their educational systems, both in form and substance. By reviewing the reform process of the Czech educational system and discussing the prevailing legacies left by the communist regime, the article will show that through the “destruction” of the former system and its de-monopolization, decentralization and de-ideologization, the state deliberately lost significant means and power to transform Czechs from “homo sovieticus” to “homo democraticus” and is now left with a dependence on the highly autonomous schools and their propensity to foster democratic generations that will uphold the democratic state in the future. This paradox is reminiscent of the so-called Böckenförde dilemma, claiming that the liberal democratic state “lives by prerequisites which it cannot guarantee itself”.

This article focuses on the transnational project, led by Turkish Independent Industrialists and Businessmen Association (Müsiad), of crafting a community of Islamic businessmen. The Arab Springs opened new opportunities to further this project, especially in Tunisia and Egypt where Islamist groups rose to power after 2011. In both countries, Müsiad supported the creation of two Islamic business associations, exporting its own organizational model. Examining this circulation process, we question the classical dichotomy between economic and advocacy transnational networks. We also show how this transnational activism is constrained by divergent domestic patterns of relationships between Islamists, business and states in each country.

The European Union relies on decentralised agencies to implement important transnational regulations, such as certifying the safety of medicines. However, the authority of these agencies does not have ‘hard’ legal status and crucially depends on disseminating ideas and information effectively: what can be termed ‘political entrepreneurship’. This article provides the first comprehensive analysis of the political entrepreneurship of EU agencies by constructing a conceptual typology of entrepreneurial strategies. Drawing conceptually on transnational public administration, a new database is constructed of the ‘entrepreneurship’ of 33 EU agencies in 2014 based on their media communication activities, face‐to‐face networking in workshops and collaborations, and knowledge dissemination and ‘learning’ exercises. This is mapped against the political salience of agencies in the European Parliament and media. The mapping exercise shows four types of entrepreneurial strategies covering the population of EU agencies: technical functional, insulating, network‐seeking and politicised. The typology is validated through semi‐structured interviews in 11 EU agencies, showing the core characteristics of each type of strategy. The article concludes by arguing that this typology provides an important addition to existing categories of EU agencies based on autonomy and accountability, and advocates a future research strategy examining the interaction between agencies’ entrepreneurial strategies and the expectations and reactions of stakeholder audiences.

This article sheds light on what citizenship means for individuals’ experiences of belonging. Through 41 interviews conducted in Oslo, Norway, we trace understandings of how, when and why citizenship matters (or not) for belonging. Our interviewees fall into one of four categories: born citizens; naturalized citizens; dual citizens and non-Norwegian citizens who would qualify for naturalization, thus mixing participants with and without immigrant backgrounds. We interpret individuals’ experiences evaluating whether formal citizenship is explicitly or implicitly salient and whether it is associated with secure or insecure belonging. We find that citizenship matters for security and recognition, both linked to belonging, in expected and unexpected ways. Our findings point to how, when and why citizenship matters (or not) for belonging, constituting the citizenship–belonging nexus. Here, race continues to matter, as does the materiality of the passport document, in how the citizenship–belonging nexus interacts with the nation as locus of membership for citizens.

Digital citizenship is becoming increasingly normalized within advanced democratic states. As society and governmental institutions become reliant on digital technologies, citizens are expected to be and act digitally. This article examines the governance of digital citizens through a case study of digitalization efforts in Denmark. Drawing on multiple forms of data, the article showcases how digital citizens are governed through a combination of discursive, legal and institutional means. The article highlights the political, but also institutional work that goes into making citizens digital. Providing this case study, the article contributes to current critical perspectives on the digital citizen as a new political figure. It adds new insights into digital citizenship by connecting this figure to wider processes of neoliberalization and state restructuring, pushing for a more pronounced focus on governmental practices.
