Having developed conceptually and analytically civil society as a sociological category (based on a conceptual reflection stemming from a theoretical-epistemological dialogue between the collectivist and liberal perspectives), this article accounts for the implications that allow us to understand the potential of civil society in contributing to democratization. Throughout this work the dynamics that characterize the ambiguous relationship between civil society and community –ambiguous in as much communities with exceptionally strong ties between its members can provide both elements for the strengthening of civil society as well as obstacles to its growth– are analyzed. It is argued that the role of communities in relation to civil society in the social construction and civil strengthening of citizenship will depend on several factors, particularly the mechanisms available to build consensus within the community. The threat stemming from neopluralism as a novel discourse of interest intermediation, both for the community and civil society, is explored. In the final section, the implications of this discourse for democracy are discussed.  相似文献

The transnational agrarian social movement Vía Campesina is campaigning to have the United Nations negotiate and implement a Declaration, and eventually an International Convention, on Peasants' Rights. This article analyzes the origins and demands of the campaign and the place of the claimed rights in international law. Peasant organizations hope to follow in the footsteps of indigenous peoples' movements that participated in the negotiations preceding the 2007 UN Declaration on the Rights of Indigenous Peoples. The peasants' rights campaign has succeeded in linking its demands to discussions of the right to food in the United Nations, where concern is growing over the approach of the 2015 target for realizing the Millennium Development Goals, in particular the halving of the numbers of people suffering from hunger. The campaign is likely to face stiff resistance from powerful UN member states, but could achieve substantial advances even if the path to a convention is difficult or never completed.  相似文献

Amidst increasing concerns about climate change, food shortages, and widespread environmental degradation, a demand is emerging for ways to resolve longstanding social and ecological contradictions present in contemporary capitalist models of production and social organisation. This paper first discusses how agriculture, as the most intensive historical nexus between society and nature, has played a pivotal role in social and ecological change. I explore how agriculture has been integrally associated with successive metabolic ruptures between society and nature, and then argue that these ruptures have not only led to widespread rural dislocation and environmental degradation, but have also disrupted the practice of agrarian citizenship through a series of interlinked and evolving philosophical, ideological, and material conditions. The first section of the paper thus examines the de-linking of agriculture, citizenship, and nature as a result of ongoing cycles of a metabolic rift, as a ‘crucial law of motion’ and central contradiction of changing socio-ecological relations in the countryside. I then argue that new forms of agrarian resistance, exemplified by the contemporary international peasant movement La Vía Campesina's call for food sovereignty, create a potential to reframe and reconstitute an agrarian citizenship that reworks the metabolic rift between society and nature. A food sovereignty model founded on practices of agrarian citizenship and ecologically sustainable local food production is then analysed for its potential to challenge the dominant model of large-scale, capitalist, and export-based agriculture.  相似文献

The migration policy field is a multilayered and fragmented area still lacking a strong global and European regime. Nonetheless, different initiatives and fora have been promoted in the last decade to increase the international dialogue on migration, with the active participation of non-state actors, and particularly civil society organisations (CSOs). The article reviews selected initiatives undertaken at the UN and European level, whereby institutional representatives engage with CSOs in furthering migration policies. These initiatives and platforms may constitute transnational policy networks (TPNs). It explores signals towards the consolidation of more structured and ‘hard’ forms of participatory policy-making on migration issues, as well as obstacles present in this engagement dynamic. The key question addressed in this study is whether and how European institutions have engaged with the TPNs in the field of migration. The article also explores how some of the TPNs influence institutional policy-making at the EU level.  相似文献

The regulatory regionalism approach has increasingly claimed that a new mode of regional governance is emerging globally. Regional policy regimes, developed in broad social and economic territorial areas, affect the internal transformation of the state. The authors plan to provide comprehensive empirical evidence about the emergence of worldwide regulatory regionalism by identifying how regulatory agencies have diffused very successfully within the regional level in recent decades. The paper aims to identify, using an original methodological design, the ways in which such diffusion of agencies occurred, as this may have theoretical relevance for the study of regulatory regionalism. The authors' hypothesis suggests that transnational political interactions in each regional cluster triggered agency diffusion, contributing to the development of the regulatory state within the countries of each region. To test this hypothesis, the authors employed a data set of regulatory agencies including the OECD (Organisation for Economic Co-operation and Development), and most Asian and Latin American countries (+59) from 1950 to 2007, for 15 sectors related to finance, risks, utility and competition. Bayesian data analysis was used to estimate the parameters of interest.  相似文献

Although policymakers stress the importance of education in promoting peace, little research examines the ways that schools prepare students affected by conflict to participate in the restoration of peace in their political community. Post-conflict societies experience severe challenges in strengthening political processes and social cohesion. This paper discusses citizenship education at a school run by a non-governmental organization near Monrovia, Liberia, examining the implemented curriculum in an 8th grade civics classroom. The paper details the ways that young people expressed civic critiques within the classroom, and provides a counterstory to narratives of harsh and violent educational environments in the region. This classroom was a space where students and their teacher engaged in talk about contentious issues: students discussed corruption and injustice, and highlighted the relationship between economic and political power. I argue that if the goal of education is to produce engaged, effective citizens, teachers should have pedagogic support to confront the differences between the implemented curriculum and students’ lived experiences. Peace education in such contexts must include equipping students to seek justice. Furthermore, because possibilities for civic education are embedded in students’ local and national contexts, current global civic education initiatives must be adaptive to local realities.  相似文献

The aim of this article is to explore the interaction between local, national, and transnational frames of memory as it manifests itself in the contemporary commemoration of the Jewish past. Focusing on the case study of Poland, I argue that articulations of transnational memory still remain deeply rooted in local and national interests and mythologies, reflecting the fears, desires, or longings of memory makers. Ranging from digital media which stress the interactive and agency-based dimension of transnational memory, through to vernacular “stumbling blocks” inspired by German citizens and subsequently transplanted onto the Polish ground, to public memorials which are either embraced or contested by a variety of social actors, these initiatives urge us to rethink traditional approaches to memory. In particular, these different scales and locations of remembrance question the common perception of collective memory as rooted in rigid nation-state frameworks in favor of memories that travel, move, and transgress multiple boundaries and affect multiple communities.  相似文献

This paper explores the political processes that activists engaged in contesting land grabbing have triggered to connect claims across borders and to international institutions, regimes and processes. Through a review of cases of land-grab resistance that have led to project cancelation or suspension, I argue that contextual elements of the land grab and shifting geopolitics highlight the need for adaptation and refinement of models of transnational advocacy, historically structured in North–South patterns. For example, while some elements of the boomerang pattern of transnational advocacy are still relevant, changing realities call for new empirically enriched models. To this end, I outline two typologies of political contention that can help us conceptualize multi-scalar interactions between activists to demonstrate the impact of local resistances at larger scales – ‘the catapult effect’ and the ‘minefield effect’. This paper contributes to calls for further theorization to understand how feedback processes between international discourses, meso-politics and conflicts and resistance at local sites of production impact the implementation of contested land deals.  相似文献

The transformation process from an authoritarian/totalitarian system entails many institutional changes, however, the individual citizen is often being overlooked in this chaotic, fast-paced process and his or her “transformation” into a democrat is taken for granted. The changing socio-political system and its exigencies may lead to nostalgia and social frustrations, which in turn cause democratic backsliding. In order to cultivate a democratic society and avoid future backsliding, the post-communist states quickly set out to reform their educational systems, both in form and substance. By reviewing the reform process of the Czech educational system and discussing the prevailing legacies left by the communist regime, the article will show that through the “destruction” of the former system and its de-monopolization, decentralization and de-ideologization, the state deliberately lost significant means and power to transform Czechs from “homo sovieticus” to “homo democraticus” and is now left with a dependence on the highly autonomous schools and their propensity to foster democratic generations that will uphold the democratic state in the future. This paradox is reminiscent of the so-called Böckenförde dilemma, claiming that the liberal democratic state “lives by prerequisites which it cannot guarantee itself”.  相似文献
