This article contributes to current debates on the potential and limitations of transnational environmental governance, addressing in particular the issue of how private and public regulation compete and/or reinforce each other – and with what results. One of the most influential approaches to emerge in recent years has been that of “orchestration.” But while recent discussions have focused on a narrow interpretation of orchestration as intermediation, we argue that there is analytical traction in studying orchestration as a combination of directive and facilitative tools. We also argue that a social network analytical perspective on orchestration can improve our understanding of how governments and international organizations can shape transnational environmental governance. Through a case study of aviation, we provide two contributions to these debates: first, we propose four analytical factors that facilitate the possible emergence of orchestration (issue visibility, interest alignment, issue scope, and regulatory fragmentation and uncertainty); and second, we argue that orchestrators are more likely to succeed when they employ two strategies: (i) they use a combination of directive and facilitative instruments, including the provision of feasible incentives for industry actors to change their behavior, backed up by regulation or a credible regulatory threat; and (ii) they are robustly embedded in, and involved in the formation of, the relevant transnational networks of actors and institutions that provide the infrastructure of governance. © 2017 JohnWiley & Sons Australia, Ltd  相似文献

Between Doreen Garner’s performance The Observatory and sculpture Black Ocean/Big Black, a significant divergence in gazes and spaces emerges. On the one hand, The Observatory arguably evokes a metaphorical nexus between body, flesh, organs, and land – a move that integrates archaeological and clinical gazes into a black female optic of pleasure wherein an oppositional gaze disidentifies the theatrical and scopophilic framing of black women’s bodies. The author argues that while Garner’s vitrine-enclosed performances, which elicit several gazes at once, signify a geological position and attempt to exhume the gory archives of black women’s bodies in art and science, her sculptural installation Black Ocean signals a queer liquidation and kinetics of black flesh.  相似文献

Abstract

The Pastor’s Wife (1914) may seem at first reading simply another depiction of a woman struggling for liberation in the decades following the work of Thomas Hardy and Henrik Ibsen, being the story of how Ingeborg Bullivant escapes from an English patriarchal home, only to find herself trapped in another one in Germany. The novel, however, marks a turning point in Elizabeth von Arnim’s career; it is a novel that looks back to previous themes while anticipating those to come. It demonstrates, with comedy and bitterness, themes of alienation and exile; satirizes German codes and class; and provides a lyrical Romantic vision of the natural world. It also presents the married woman as a prisoner in a way that anticipates Vera (1921). The novel can also stand alone as an underrated classic that plays an important part in the history of English literature. Published at the beginning of high modernism, it shows, unlike the work of some canonized writers of the time, a fusion of realism and modernism. This essay argues that the novel is a proto-feminist work that is radical in its portrayal of women’s experience and influenced by literary naturalism in its childbirth scenes, but pessimistic about possibilities for change. The essay shows how the novel is modernist in its depiction of the alienated experience of the city; uses nineteenth-century realism in its narrative structure and comedy; and yet is forward-looking in its use of endings. A book that begins as a comedy but ends as a tragedy, The Pastor’s Wife deserves equal recognition with the work of H. G. Wells and E. M. Forster, writers with whom von Arnim was connected and by whom she was influenced.  相似文献

Men’s violence against women (MVAW) has been identified as a critical sociocultural problem. Gaining a better understanding of perspectives on the etiology of violence held by women with histories of male-perpetrated interpersonal violence provides insight into the processes of victimization and recovery. Furthermore, emerging research suggests that feminist beliefs may facilitate recovery and impact how survivors of MVAW perceive it. In this study, we aimed to explore, in women with histories of interpersonal violence, (1) the ways they explained the high prevalence of MVAW and (2) associations between the strength of their feminist beliefs and the participants’ explanations. Female college students (N = 32, ages 18–22) participated in qualitative interviews in which they were first presented with published statistics about the frequency of MVAW, then asked to provide explanations for the high prevalence of this phenomenon. Individual responses clustered into one or more of four factors: (1) societal influences, (2) blaming women, (3) familial influences, and (4) characteristics of men and women. The extent to which participants identified with feminist beliefs was associated with how they perceived their own victimization. Women who endorsed strong feminist beliefs more frequently cited societal influences on MVAW, whereas women who endorsed feminist beliefs less strongly were more likely to blame women for it and offered stereotypical views of women as passive and fragile.  相似文献

ABSTRACT

Why are Indian women’s lives at fatal risk in the public sphere, when Indian democracy is inclusive in terms of gender? Addressing this question reveals a methodological and theoretical blind spot in political science scholarship – a blind spot which results in the reproduction and legitimization of gender-blindness. To understand how and why political science reproduces and legitimizes gender-blindness I reflect on a particularly horrific case of sexual and gender-based violence, the 2012 Delhi gang rape. This analysis is significant because it provides insight into the difficulty of understanding gendered violence in political science and achieving gender equality within democratic societies.  相似文献

This article reviews geographical research on labour market changes that pose a challenge to ‘work’ as a compelling category of analysis. Drawing inspiration from feminist scholarship that has sought to develop a frame for thinking about the concept of work so that other activities outside employment are recognised, it considers what everyday practices of work, including domestic and reproductive labour, can teach us about the realities and futures of contemporary capitalism. While ‘work’ has long served as a presumed norm or telos of ‘development’, this article considers the prospect of the ‘end of work’ and of a specific type of accompanying capitalist society. It outlines the challenges for policy making in bringing forth a ‘post-work’ world without cementing social and economic inequality.  相似文献

This article draws on my experience both as a medievalist and as a feminist working in a UK university today to discuss the challenges facing feminist academia more widely. Using Medieval Studies as a case study, this article argues that in times of austerity the pressure on young feminist academics to conform is greater as it is increasingly important to get one's work published in order to stay competitive. This pressure to publish limits intellectual curiosity and forces research down more conventional paths. This article lays out how this functions in Medieval Studies and attempts to suggest some ways in which it could be overcome. One strategy of resistance I suggest entails what I call an ‘ethics of source study’; a way of looking at and responding to both medieval and modern texts with an awareness of their potential effect on the world. I begin by discussing the pressing need to publish work forced upon us by the Research Excellence Framework, and how this drive towards publication can make our work less radical. I then illustrate this with examples from my own discipline. In Medieval Studies, the publication of more articles means that the production of editions is neglected, and this forces scholars to use out-of-date and misogynist editions. Finally, I suggest some ideas of how we can create alternative networks in which feminist academia can survive and flourish, including an outline of what an ethics of source study might look like.  相似文献

This article examines the role of the World Bank and the oecd in the emergence and circulation of the ‘fragile state’ concept. These organisations were critical to the early development of the concept and in the consolidation of a knowledge-based agenda set out by Western aid donors to justify international assistance to poor and conflict-ridden countries. Attention is focused on three normative processes affecting the production of transnational knowledge: normalisation, fragmentation and assimilation. ‘Normalisation’ is the process by which influential knowledge producers help to transform a rough concept into a widely accepted transnational norm based on expert knowledge, detailed definitions and statistical exercises. Once the concept has been appropriated by several international actors, it undergoes normative ‘fragmentation’ as it is subjected to various interpretations across time and space. ‘Assimilation’ is the process by which the overarching concept is renewed, enriched and gradually adapted through the incorporation of additional insights. The article argues that the World Bank and oecd have functioned as central knowledge hubs, facilitating the circulation of new and controversial ideas on fragile states and their integration into the prevailing policies of the most powerful aid donors. The two organisations have thus taken an active role in the consolidation and perpetuation of the aid donors’ policy doctrine, ultimately protecting it from major normative dissent.  相似文献

Abstract: This article explores the construction of Andrea Dworkin as a public persona, or a ‘feminist icon’, revered by some and demonized by others. It argues that in both her fiction and non-fiction, Dworkin engaged in a process of writing herself as an exceptional woman, a ‘feminist militant’ as she describes herself in the subheading of her 2002 memoir, Heartbreak. The article illustrates Dworkin's autobiographical logic of exceptionalism by comparing the story told in Heartbreak to the story of Dworkin's major novel, Mercy, which features a heroine, Andrea, who shares Dworkin's name and significant biographical details. While Dworkin has insisted that Mercy is not an autobiographical novel, the author undertakes a reading here of Mercy as the story of Dworkin if she had not become the feminist icon of her own and others' construction. In Mercy, Andrea unsuccessfully attempts to escape the silent, victimized status that Dworkin has insistently argued is imposed upon women. In her repeated victimization, Andrea functions for Dworkin as an ‘everywoman’ who both embodies Dworkin's world-view and highlights how Dworkin's own biography exists in tension with some of her central assumptions about women, gender and contemporary society.  相似文献

Commentary on Asperger's Syndrome both within and outside of the neurodiversity movement relies heavily on the dichotomy between the socially skilled neurotypical or normal mind and the socially inept, but possibly brilliant, autistic other, who is usually male. These discourses often position neurotypicals—particularly neurotypical women—as an oppressive social force that hinders the individuality of men with Asperger's Syndrome as they impose compulsory sociality—the normative behavior associated with ‘social skills’ or the ability to understand and conform to the dominant behaviors and attitudes. At the same time, many women who have been diagnosed with high-functioning autism also regard neurotypical women as arbiters of conformity who gain cultural authority by imposing dominant norms and values. The popular construction of the neurotypical woman is based on long-standing gender stereotypes rooted in post-war discourses about normative femininity. More recently, difference feminism has revived these generalizations by suggesting that women think and act according to a feminine epistemology based on feeling rather than reason. Both the neurodiversity movement and the larger cultural mainstream continue to promote retrograde forms of female power based on a distortion of the empathetic and relational qualities commonly associated with women.  相似文献
