Research suggests that fact checking corrections have only a limited impact on the spread of false rumors. However, research has not considered that fact-checking may be socially contingent, meaning there are social contexts in which truth may be more or less preferred. In particular, we argue that strong social connections between fact-checkers and rumor spreaders encourage the latter to prefer sharing accurate information, making them more likely to accept corrections. We test this argument on real corrections made on Twitter between Janurary 2012 and April, 2014. As hypothesized, we find that individuals who follow and are followed by the people who correct them are significantly more likely to accept the correction than individuals confronted by strangers. We then replicate our findings on new data drawn from November 2015 to February, 2016. These findings suggest that the underlying social structure is an important factor in the correction of misinformation. 相似文献

In response to housing crises across the country, many localities are implementing homeless-targeted policies that attempt to regulate public space by prohibiting sitting, lying, sleeping, and storing property in public places such as parks and sidewalks. We term these sociospatial control policies. Our research investigates the direct impacts of such policies in the city of Honolulu, which had become notorious for legal measures targeting homeless residents. We interviewed members of 70 households living in temporary shelters in public spaces, all of whom had experienced enforcement of city ordinances, such as receiving citations or being forcibly moved by city agents. Our data revealed three interconnected ways that enforcements of sit–lie and nuisance policies harmed homeless households. (a) Our respondents described feeling dehumanized and treated unfairly by city agents. We therefore argue that enforcement catalyzed both civic and social exclusion. (b) Second, the city’s confiscation of property spurred material hardship and posed obstacles to work, education, and access to services. And, finally, (c) respondents’ narratives revealed that enforcements provoked lasting worry, fear, anxiety, and despair. 相似文献

The experience of a major crisis is often expected to lead to policy learning but the empirical evidence about this is limited. The goal of the paper is to explore comparatively whether the crisis of 2008–2010 has led to fiscal policy learning by civil servants in the three Baltic countries. Despite some differences in the crisis experience, the finance ministry officials in all three countries have identified the same lesson from the crisis: fiscal policy should be counter-cyclical and help to stabilize the economy. The paper also discusses how various factors have influenced policy learning, including the acknowledgment of failure, blame shifting, and analytical tractability. 相似文献

In recent years regional representation offices have proliferated in Brussels. Among the many aims of these offices are influencing the allocation and securing the transfer of European Structural and Cohesion funds. However, our knowledge about whether they have succeeded in this goal is limited. In this paper, we assess whether regional offices in Brussels have managed to affect the commitment and payment of Structural and Cohesion funds beyond the officially stated economic criteria of eligibility. The paper uses a custom-made survey of Brussels offices, complemented by economic, institutional, and political data. The results of the analyses for 123 regions over the period 2009–13 highlight that the capacity – proxied by the budget and staff of the office – of the regional offices to influence the commitment and payment of Structural and Cohesion funds has been negligible, when not outright negative. Regional lobbying in Brussels does not lead to more funds or to an easier disbursement of regional development funds. 相似文献

As states increasingly regulate ‘mixed’ family formation, self-positioning has become central to the lives of migrant spouses, including women. To understand this process, the present article investigates the mothering techniques of Filipino and Thai migrant women in Belgium, that is, the decisions, actions and ways of being they consciously enact in response to state policies ‘here’ and/or 'there' to secure the mother–child bond in space and time. Interviews and observations reveal these women’s main techniques: obtaining Belgian nationality for themselves, prioritising a single nationality (Belgian) for their children and staying at home (in the case of Filipino migrant women) or working (in the case of Thai women). This self-positioning sets these women’s own path and prepare their children’s route towards full, active membership in the nation. Mothering appears therefore as a fertile site of citizenship, which from afar echoes the public–private divide but in close-up reveals the porosity of such dichotomy. 相似文献

The Arab world has experienced some unprecedented social movements, labeled by the media as the Arab Spring. The purpose of this paper is to investigate the role of public policy, advertising, media, and public spheres on the Arab Spring. The media and economic policies enacted in the Arab world in the 1990s played a significant role in changing consumer culture in the Arab region, resulting in significant changes in public policy. Turkey is often perceived as a transit place for migrants and refugees from the African continent. While many indeed continue to other countries and the country still precludes official local integration, the past decade has witnessed a growing number of African migrants settling in Istanbul. This article draws attention to the opportunity structures that enable this type of settlement. The article presents the argument that it is the presence of small-scale transnationally embedded traders from the same countries that enable the socio-economic stability of their co-nationals both locally as well as transnationally. The concept that is able to account for this development is establishment in situ and establishment in mobility, which is seen as exactly the definitional barrier between transit and settlement. 相似文献

The article examines the transnational role of Malawian (Nyasa) migrant laborers in the emergence and development of African labor and proto-nationalist movements in Southern Africa. Using both archival and secondary evidence mainly from Southern Rhodesia and South Africa, it argues that the history of Southern Africa’s labor consciousness from the early to mid-twentieth century can be enriched by exploring the place of Nyasa migrants in shaping anti-colonial processes across the region. Nyasa migrants, a product of the colonial labor migration system (chibaro/mthandizi), laid the foundations for, and influenced trade unionism in the region, especially between 1910 and 1960. The colonial wage economy created ambiguities of dependence for Africans forcing many into a migrant and capitalist world laden with dilemmas, tightropes, and frustrations that fueled social movements. Malawian migrants who were at the core of such movements within a regional colonial economic system, gained a reputation for being ‘ringleaders and troublemakers’ to the colonial governments. Existing literature has not fully historicized the centrality of Nyasas in molding this critical episode of Southern African history. The historiography has dealt with these dynamics in an ad hoc manner, approaching this Nyasa ‘annoyance’ on a national basis, without drawing on the underlying regional connections. 相似文献

In recent years, the Civil Society Education Fund has supported national education civil society coalitions (NECs) in low-income countries so that they put pressure on governments and donors to implement the Education for All agenda and the Millennium Development Goal on education. This article draws on literature on global governance as well as on an extensive evaluation of the CSEF to explore the actual contribution of this initiative to the activity of NECs.
