海峡两岸多层次资本市场比较及合作路径探析

经过50多年的发展,台湾地区形成了由“集中交易市场一上柜市场一兴柜市场”构成的多层次资本市场,有效促进了台湾地区金融资源的配置。经过20多年的发展,大陆业已具备了多层次资本市场的雏形,但同台湾相比,大陆资本市场层次性不够清晰、不同层次资本市场间升降转板机制尚未形成、场外市场发展相对滞后。由于两岸多层次资本市场的优势存在较大差异并有明显的互补性,两岸可以通过合作达成优势互补、获得双赢。两岸多层次资本市场在主板市场、场外市场、升降转板、资本监管等领域存在很大合作空间。     

台湾“自由经济示范区”规划建设及对两岸区域经济合作的影响

近年来,为避免亚太经济一体化下被边缘化的危险,台湾当局积极推进“自由经济示范区”规划建设。就规划方案来看,台湾“自由经济示范区”以“六海一空一农技区”为升级试点,采取“前店后厂”模式,发挥其“境内关外”的核心作用,以“五大中心”架构为基础,以高端服务业和加值型加工产业为重点,凸显“自由化”、“示范性”,有助于推动台湾经济转型升级,提升台湾经济自由化与国际化水平,但对台湾部分产业也将造成冲击。与此同时,由于产业开放和对大陆政策松绑的保守性,台湾“自由经济示范区”成效有限。台湾当局只有扩大“自由经济示范区”产业开放领域、拓展区划范围及功能,对大陆实施更加开放、自由和便利的政策,才有望达成“自由经济示范区”的预期目标,进而有助于深化两岸经济合作。     

Hengqin New Area Expands Room for Macao＇s Development

正HENGQIN New Area was established on December 16,2009 in southern Zhuhai City,Guangdong Province.Covering 106.46 square kilometers,it triples the size of Macao.Across a river from each other,the two are connected at their shortest distance by a bridge less than 200 meters long.Hengqin is 34 miles from Hong Kong.After the opening of the Hong KongZhuhai-Macao Bridge,scheduled for2016,Hengqin will become the only national new area directly connected to Hong Kong and Macao.
