This essay argues that Sarah Bernhardt's choice to play young male roles late in her career served as a radically anti-agist feminist response to the limiting and often demeaning professional and social opportunities afforded aging women. While scholarship has attended to Bernhardt's cross-dress roles through the lens of gender, this essay highlights her “breeches” roles, in particular Hamlet and L’Aiglon as cross-age and cross-gender. By examining “aging” as the contextual mode by which gender functioned, we open up new terrain with which to examine and appreciate Bernhardt's significance in the scope of theatre history, women's history and aging studies. In the title roles of Hamlet and L’Aiglon, Berhnardt assumed youth and male-ness on stage, which both highlighted her offstage socially perceived deficits (aged and female) and challenged the designation of those identities as deficient; performance threw into flux what had been assumed static. And the public responded. Far from honoring the assumed cultural hetero-normative contract that aging women acquiesce public visibility, Bernhardt's breeches roles (re)constructed her body as female (from aging/sexless) and demanded audience members’, male and female, desiring gaze. 相似文献

Demand responsiveness is an established principle in the efficient operation of markets. The principle has been applied to government services in international development overseas, and mainstream government service delivery in Australia, but only recently to Indigenous settlements. Shifting the balance in services from supply to demand is seen to have the potential to improve access, outcomes, and sustainability of services. In Indigenous settlements, an important relationship between demand and supply of services does exist, but a deeper analysis is necessary beyond the economic model to account for the complex sociopolitical geographies involved. Further research is required to develop a framework to explain the interactions that occur in practice, to determine the conditions which permit productive relationships to develop between consumers and service providers. The article presents an analytical framework through which to proceed, structured around five proposed research questions. 相似文献

AbstractThis study evaluates contradictory theoretical predictions concerning the relationship between the candidate-centredness of electoral systems and voter turnout. Candidate-centredness has been proposed to both stimulate and depress turnout. Cross-sectional time-series data from 36 democracies between 1990 and 2014 are used to test the competing assumptions made about the impact of the personal vote on turnout. Three measures assessing the extent to which electoral systems create incentives to cultivate a personal vote are employed. The results show that turnout is the lowest in candidate-centred systems and the highest in party-centred systems with closed and ordered lists, while controlling for a host of contextual factors that have been linked to aggregate turnout. In addition, the finding that candidate-centredness is negatively related to turnout holds up even when taking into account district magnitude, electoral disproportionality and effective number of parties. 相似文献

This article analyses the institutional and contextual factors that facilitate the election of political newcomers as heads of government in democratic regimes. Using data from 870 democratic elections between 1945 and 2015, it is found that political newcomers are more likely to be successful in presidential systems, in new democracies and when party systems are weakly institutionalised. The election of politically inexperienced candidates is also related to governmental performance. Political newcomers are more successful when the economic performance of the government is bad and when the government engages in high‐level corruption. 相似文献

The exchange of diverse points of view in elite deliberation is considered a cornerstone of democracy. This study presents evidence that variations in political motivation for media use predict the tendency of politicians to present deliberative rhetoric that considers multiple points of view regarding issues and sees those views as related to one another. We surveyed 111 incumbent Members of Parliament in Belgium, Canada, and Israel and analyzed a large sample of their parliamentary speeches. The findings demonstrate that motivation to attain media coverage and act upon information from the news media leads politicians to strategically display simple and unidimensional rhetoric due to newsworthiness considerations, but only in countries where the media constitute important resources for reelection. The results contribute to extant literature by demonstrating a media effect on elite deliberation and by emphasizing the moderating role of political systems on the nature of elite rhetoric. 相似文献

This article examines the fine art of the Soviet national republics and its discourse in the Soviet Union, which were considerably shaped under the influence of socialist realism and Soviet nationality policy. While examining the central categories of Soviet artistic discourse such as the “national form,” “national distinctness,” and “tradition,” as well as cultural and scientific institutions responsible for the image of art of non-Russian nationalities, the author reveals the existence of a number of colonial features and discursive and institutional practices that foster a cultural divide between Russian and non-Russian culture and contribute to the marginalization of art. While new tax proposals are evaluated with reference to formal evaluation criteria, no such standards exist for evaluating budget proposals. We propose an analytic framework to assess budgets across a series of dimensions, including whether it instills aggregate fiscal discipline, facilitates strategic prioritization of expenditures, and encourages effective and efficient use of budgeted resources, offering fiscal stability. The process also may be transparent, timely, and support public awareness and participation. We use this framework to evaluate the US budget, considering both areas of systematic inefficiency, while reviewing the history of budget reforms. We examine recent, frequently offered proposals that target specific budget process goals, considering how each affects all the budgeting goals, including interactions. We consider how a potential reform, aimed at addressing the failure to accomplish one normative goal, may impacts other goals, sometimes to the point of undermining overall progress. 相似文献

ABSTRACTThere is debate in the literature on whether or not general management principles are applicable to the study and practice of public administration. This research responds by exploring how local officials manage the performance of public services with private good characteristics, where general management principles could be embraced for service delivery. The relationship between operational and financial indicators is explored within the functional areas of water and sewer, with the hypothesis that operational outcomes impact financial outcomes similar to private enterprises. Because the findings do not support this hypothesis, the authors conclude that general management principles may not be applicable to all forms of administration given that public cannot be removed from the management of public services even with private good characteristics. 相似文献
