Why do prime ministers or presidents appoint non-elected experts, also known as technocrats, during economic crises? Do they appoint them for their expertise or for their commitment to pro-market reforms? Answering this question is crucial for understanding and predicting the longer-term role of technocrats in democracies. With the aid of unique data on the political and personal background of finance ministers in 13 parliamentary and semi-presidential European democracies this article shows that commitment, not expertise is the primary driver of technocratic appointments during major economic crises. Technocrats are preferred over experienced politicians when the latter lack commitment to policy reform. An important implication of the findings is that technocratic appointments to top economic portfolios in West European countries are unlikely to become the norm outside economic crises, assuming economic crises are short-lived and not recurring. 相似文献

为了遏制共产主义的发展,战后初期美国积极在西半球编织反共防务安全体系。与此相比,美国对拉美国家的经济援助需求消极怠慢,对它们所面临的经济发展问题视而不见,采取了“贸易而非援助”的经济政策,激化了美拉矛盾。20世纪五六十年代,一些拉美国家实行了国有化和土改等民族主义改革,并同苏联加强贸易往来,反美反独裁的游击运动风起云涌。在美国看来,这与其在西半球的经济安全和反共战略相悖。为了化解危机,美国一方面以反共和集体安全为名,对“敌对”政权进行军事干预,另一方面也在不断调整自身政策,加大对拉美国家的经济援助力度。不论怎样,谋求和巩固在西半球的霸主地位始终是美国制定拉美政策的根本目的,安全和稳定是其维护的主要利益。在理论上,只有拉美国家的深层经济发展问题得到有效解决,才能消除不稳定的隐患,所以,美国国家安全与拉美地区发展是并行不悖的。但在现实中,由于拉美国家的既得利益集团与美国关系密切,美国不可能切实推进拉美国家的经济改革,同时美国又常以安全防务政策化解由经济发展引发的拉美问题,这种立场上的偏差注定了美国提出的经济改革方案的“无效性”,而仅仅是一种权宜之计。 相似文献

“一带一路”建设是中国以新兴发展中大国的姿态建设性参与全球秩序重塑的过程。在此过程中,“一带一路”与既定地缘政治格局中某些国家的利益和战略之间存在一定程度的冲突和博弈。为此,本研究试图从“一带一路”与美俄印欧版“一带一路”之间的互动关系中,考察美俄印欧基于各自地缘政治经济利益而制定的地缘战略,以及客观上所形成的地缘挑战,提出中国的应对举措。本文认为,源自于特朗普弱化美国国际领导责任的地缘战略,“C5+1机制”对“一带一路”并不具有反制的地缘战略效果;中俄互信固然达到了前所未有的高度,然则受地缘政治变化带来的地缘战略不定性的影响,不可忽视欧亚经济联盟与“一带一路”之间存在地缘利益失衡的潜在风险;印度“印太构想”等互联互通战略和“大国梦想”背后的地缘战略考量,势必削弱“战略对接”在人们预想中的相关积极功能;欧版“一带一路”反映出欧盟试图通过所谓的“可持续”亚欧联通战略提升在亚欧大陆话语权的地缘战略考虑,但其内部的认知分歧,使其无法摆脱中国对其“分而治之”的疑虑。 相似文献

AbstractThis paper analyses which districts are targeted by Spanish political parties in their electoral campaigns. We find that the major Spanish parties - PP and PSOE - mobilise districts where they are more likely to win a new seat or are in danger of losing one they already hold. The predicted closeness of the district race is more relevant in the smallest districts. We also find that Spanish parties mobilise their strongholds. We suggest that, apart from the pure office-seeking strategies, political finance motivations might also play a role in the mobilisation choices made by Spanish party elites. 相似文献

The elections to the Swiss Federal Council in December 2015 re‐established a system of party‐centred concordance, cherished in consociational theory, consisting of two representatives of the Swiss People's Party, two Radicals, two Social Democrats and one Christian Democrat. At the same time, the government has rarely been as unbalanced in terms of the representation of Switzerland's languages and regions. The article analyses the concept of concordance with regard to both aspects of governmental inclusiveness. It also highlights the crucial role of electoral rules used in governmental elections. It argues that they resemble the Alternative Vote, a majoritarian electoral system that has been criticized in consociational theory but prescribed by the rival, centripetalist approach to power sharing. 相似文献

In 1956, the Irish Republican Army (IRA) launched “Operation Harvest,” an overtly ambitious guerrilla effort that was meant to secure the political unity of Ireland by force of arms. It was waged against the backdrop of a “thaw” in international relations and drew inspiration from successful anti-colonial guerrilla struggles in Algeria and Cyprus. The IRA was unaware of the simultaneous, parallel, unsuccessful irredentist efforts in Central and Eastern Europe in which anti-communist guerrillas clashed with totalitarian security apparatuses of the USSR or its satellite states. Studying the latter campaigns, which had begun earlier and were conducted by far larger and more effective guerrilla forces, might have convinced the organisation that such insurgencies in post-1945 Europe had very little hope of success. This article for the first time thematically contrasts the irredentist efforts of the IRA and the parallel Central and Eastern European guerrillas. It aims to bring to light cases that are hardly ever discussed in the Irish context but which could be of surprising use if one wishes to comparatively assess Ireland or the IRA. 相似文献

During three days in 2003, an Israeli–Palestinian group met in London to negotiate the draft of the “Geneva Initiative,” which offered a potential final status agreement between Israel and Palestine. In this article, I analyze the video recording of these unofficial negotiations and examine how the framing and conduct of the talks enabled significant progress toward reaching an agreement. I describe six main framing techniques used by the mediators: calling the meetings an “exercise,” which reduced restraints on the participants and enhanced their flexibility, avoiding deep historical issues to focus solely on future‐oriented pragmatic solutions, allowing the participants to discuss any topic they chose while deliberately avoiding crucial narrative issues, convincing the participants that this track two negotiation was crucial for the future of official Israeli–Palestinian relations, accentuating the parties' understandings and agreements with each other, and building a sense of superordinate group identity among the participants, to encourage cooperation. These components were the key “ingredients” for the first — and still the only — (unofficial) detailed proposal for an Israeli–Palestinian peace agreement. For a short and controversial period in 2006–2007, Poland was governed by a three-party “populist coalition” which attempted to break with the liberal-democratic model of post-communist transition and implement a far-reaching set of reforms. In this article, I analyse the ways in which domestic and external actors responded to the challenges posed by this coalition. I argue that Poland's Constitutional Court and the temporarily united opposition parties were key to repelling the populist challenge. However, the anti-populist response was driven less by a deliberate strategy than by the confrontational logic of populism itself, and the institutional design of Poland's liberal-democratic system. I conclude with a discussion of several lessons the Polish case holds for further analyses of anti-populist reaction. 相似文献

Recent work on conflict suggests that electoral systems impact foreign policy-making in important ways; however, the discipline has reached different conclusions regarding how different types of electoral systems affect conflict initiation. In this study we contend that legislators are more accountable individually in candidate-centred electoral systems which impacts a state’s decision to initiate interstate conflict. We test our argument using a time-series cross-sectional analysis of 54 democracies from 1975 to 2001. The results provide strong support for the hypothesis that candidate-centred electoral systems result in less conflict initiation than party-centric systems due to higher levels of individual accountability for legislative members. 相似文献

This paper mobilizes historical census microdata and quantitative methods to answer a seemingly qualitative question of whether the stem-family organization, profoundly described in sociological and anthropological literature, existed in historical western Poland. The paper’s narrative takes a threefold argumentation format, each step relying on different methodologies. First, using household registers data and basic tools of historical demography we come to the point where a conjectural hypothesis of stem-family prevalence in the territories in question seems to be necessarily rejected. However, the vivid prevalence of the stem family is brought back to the fore in the second step, when empirical data are combined with more sophisticated statistical tools (computer microsimulation of kin sets). Finally, the latter observation is problematized in light of the historical contextual information, which altogether makes the incidence of stem-family organization in the region unthinkable given the existing socio-cultural and political-economic framework. We close with a contemplation of the limits of quantitative approaches to concerns over historical family systems, and with a discussion of the extent to which – given this apparent conundrum – our findings may illuminate existing models of historical family systems. 相似文献
