Abstract

Through exploration of definitional issues and current migration realities, this article discusses ways in which emphasis on the international dimensions of social work with immigrants and refugees offers opportunities to improve practice and to enhance the relevance of international social work to the profession. The international character of present day migration is illustrated through discussion of the transnational family and the economic and other relationships that tie immigrants to their countries of origin. The paper concludes with recommendations for increased cross-national professional collaboration.     

Mexican Immigrants

Abstract

Social Work's history is embedded in this profession's service and commitment to immigrant populations. This new century presents itself with a new mixture of immigrants who come to United States (U.S.) shores seeking a better life. The challenge to social workers is to be well-versed in social policy, human behavior, and practice realms related to serving these immigrants. Schools of social work must insure that curriculum reflects the needs and situations of this new mix of immigrants. One of the largest groups in this mix are those immigrants from Mexico. Of particular concern is the adaptation of Mexican and other Latino immigrants who come to this country without documentation. Social workers have an ethical responsibility to serve these clients in a culturally competent and informed manner. They must keep updated on immigration policy and entitlement or eligibility issues that mitigate these immigrants' ability to survive.     

Chapter 3. Mental Health Care of Hispanic Immigrant Children

Abstract

This chapter addresses the mental health care of Hispanic immigrant children within a school-based context. The school system is presented as a natural support agent that is psychologically, culturally and geographically accessible for the delivery of culturally competent mental health services. The development of a multifaceted New York City public school-based program created, by the first author of this chapter, in response to the psychosocial needs of Hispanic immigrant children is discussed as a viable approach that may be used in the provision of ethnic-sensitive mental health care.     

Reinventing Africa in La Goutte-d'Or,Paris: photographic essay

This photographic essay is about a multiethnic urban immigrant quartier in central Paris. The text and the selection of photographs reflect a mediation on urban space in the Goutte d'Or and the ways in which transnational migrants from North and West Africa imprint Paris with their own rhythms, images, and culture.     

Strontium and geolocation, the pathway to identification for deceased undocumented mexican border-crossers: a preliminary report

Much of the difficulty associated with identifying and repatriating deceased undocumented border-crossers stems from an inability to narrow down the search area to more probable options. Analysis of the isotopic variation in the tooth enamel of modern Mexican populations is currently underway at the University of California Santa Cruz. Using Thermo Ionization Mass Spectrometry, the pilot research analyzed strontium isotopes located in the donated permanent teeth of Mexican-born individuals of known origin from four states. The preliminary results reveal the formation of three distinctly significant regions in the data set. Using the technology outlined here, a map documenting the isotopic variation in modern Mexican tooth enamel is being complied to use for cross comparison with deceased border crossers of unknown origin.     

非法移民：困扰俄罗斯的一道难题

近年来俄罗斯主要边境地段非法移民情况严重 ,给俄罗斯的边境乃至国家安全带来了隐患。非法移民的途径是选定与俄相邻的边界地段 ,利用俄驻外领事馆正式颁发的身份证和护照、利用民族血缘关系相近国家的假护照、利用带有前苏联标志的证件等手段以合法或非法的方式进入俄罗斯。俄政府已采取了一些整治措施 ,但要彻底解决非法移民问题 ,尚需时日     

Intimate femicide in Israel; temporal, social, and motivational patterns

This study investigated all (76) cases of intimate femicide (the killing of women by their intimate male partners) in Israel during the years 1990–1995. The analysis focused on temporal patterns, the representation of various population groups, and given motives. The findings show a relationship between the incidence of intimate femicide and a number of major events/processes experienced by Israeli society during the period investigated. Following the Persian Gulf War (in 1991), during which families were enclosed for lengthy periods in sealed rooms, there was a sharp increase in intimate femicide. On the other hand, the enactment of the Law for the Prevention of Family Violence in 1991 was followed by a sharp (though temporary) decrease in intimate femicide in 1992. New immigrants from the former Soviet Union and even more so, from Ethiopia were over-represented among intimate femicide offenders. In most cases, more than one motive is given for the intimate femicide, with 'possessiveness' being mentioned in the majority of cases usually in conjunction with other motives (such as argument/conflict between the parties, mental, drinking or drug problems of the offender). Here too, differences were found between the various population groups. The findings are discussed within the framework of a stress-support theoretical model which postulates that violence in society will be positively related to stress factors and negatively related to support systems.     

封堵“高考移民”事件的行政法思考

“高考移民”现象由来已久 ,引发许多社会问题。2 0 0 3年高考前夕 ,各地纷纷出台封堵“高考移民”的政策 ,造成很大社会影响 ,社会各界人士发表的看法仅从教育政策的视角出发。应契合建设法治国家的需要出发 ,从行政法角度对这一问题进行深层法理思考 ,并探讨此次事件所揭示出的我国行政法治上存在的诸多问题。     

生存资本与生活空间的竞争——以台湾中部两部客家移民族谱为讨论对象

近来社会史研究,倾向于关注人类与环境间的关系,强调把人类聚落空间当成一个整体,从各个面向综合讨论。有鉴于移民族群在迁移过程当中,经历时间漫长,取得历史材料不易,家谱成为保存移民发展史的数据库。家谱撰写者为了垂训后世子孙,巨细靡遗地叙述开基祖艰苦创业立基的过程,内容包含家族历史以及开基祖从原生地到迁居地之后,建立移民聚落空间的历程。本文试以台中石冈《刘元龙公派下家谱》、苗栗铜锣《李氏宗谱史记》为讨论对象,探讨清代渡海来台拓垦的先民们,借由精神上血缘凝聚力与物质上的经济合作力量,以宗族为单位,建构生存空间,逐步地域社会化的过程。
