Turn a Relationship of ＂Neither Enemy nor Friend＂ into One of Cooperation on a Relatively Equal Footing

President-elect Barack Obama once said that to the United States, China is neither an enemy nor a friend, it is a competitor. I think after Obama takes office as the president, the new American administration will deepen and elevate Sino-American relations on the basis of such an understanding.     

China-U.S. Economic and Trade Relations： A Win-Win Partnership

Over the past three decades, China-U.S. economic and trade relations have been growing rapidly along with vigorous economic development of China in the course of its reform and opening-up. Economic exchanges and trade between the two countries virtually started from scratch, but now China and the United States have become two of the world＇s largest economies and trading partners. The two economies are more interdependent than ever before, each being the other＇s major partner： China is America＇s second largest trading partner, third largest export market, second largest source of import and largest holder of its treasury bonds; the United States is China＇s largest trading partner, largest export market and third largest outlet for foreign direct investment （FDI）.

对外友协和中国朝鲜友好协会于9月8日在对外友协礼堂举行招待会，庆祝朝鲜民主主义人民共和国成立57周年。中朝友协会长李淑铮，对外友协副会长陈永吕，朝鲜驻华大使崔镇洙以及外交部、中联部、国防部和对外友协的有关负责人，朝鲜驻华外交官等80人出席了招待会。     

Viewing Europe-Russia Ties from a New Perspective

The Ukrainian election crisis started on November 22 resulted not only from the struggle between pro-West and pro-Russia forces in Ukraine but also from the conflict of different values and strategic interests between the West and Russia. The European Union responded to the Ukrainian election crisis swiftly in step and also in relatively great strength. Therefore, the EU‘s move was strongly criticized by the Russians. So it was not only aggravated still further the two sides‘ mutual distrust, surely it will influence the future development of the bilateral relationship as well.     

Scientific Outlook on Development and China＇s Foreign Policy

More than half a century has passed since the founding of the People＇s Republic of China. There have been successes as well as failures in China＇s policies and practices at home and abroad. The failures are stepping stones for success; lessons drawn from errors lead to truth. Chinese leader Hu Jintao recently spoke about ＂Scientific Outlook on Development, ＂＇ a summary of past history and an important guiding principle for China＇s economic and social development both now and in future. The authors believe that this is a major development in China＇s strategic thinking following Deng Xiaoping＇s ＂Reform and Opening Up＂ and Jiang Zemin＇s ＂Three Representatives＂ and that it should be upheld and applied to foreign policy decision making.     

俄罗斯与中俄关系大事辑录（2008年9—10月）

9月2日 格鲁吉亚宣布同俄罗斯断绝外交关系。 9月3日 俄驻格大使馆正式关闭，俄格两国建立了16年的外交关系就此画上了句号；美国著名时尚杂志《名利场》评出了2008年100位世界最有影响力人物榜，俄总理普京首次登上榜首。     

处在新起点上的中美关系

今年9月6日至16日，我访问了美国，十天下来，我确实感到中美关系处在一个新的起点上。出现这种状况绝非偶然。     

Australian Rotary Delegation Visits China

At the invitation of Chinese Association for International Understanding （CAFIU）, the 5- member delegation of Australian Rotary visited China from April 14 to 23. In Beijing, Mr. Zhu Dacheng, Vice-President of CAFIU met with the delegation. Mr. Xu Jianguo, Secretary-General of CAFIU held talks with the delegation. Apart from Beijing, the delegation also made an inspection tour to Yinchuan of Ningxia Hui Autonomous Region and Gaobeidian City of Hebei Province and Binxian County of Shaanxi Province.     

西哈努克的中国情结

“患难之中识敌友” 1970年3月18日，美国策动朗诺——施里玛达右派集团的军事政变，趁西哈努克出国访问之机，宣布“废黜”国家元首西哈努克亲王。政变发生后，毛泽东和周恩来高瞻远瞩，立即作出了继续支持西哈努克亲王的英明决策。3月19日，西哈努克按原计划自莫斯科抵达北京，我国仍然按照国家元首的规格隆重接待，西哈努克深受感动。5月5日，束埔寨王国民族团结政府成立，我国承认其为束埔寨人民唯一合法政府，同时宣布正式断绝同政变集团早已断绝的一切外交关系，
