Seize and Exploit the Important Strategic Opportunity of China＇s, Development
The period of the ＂12th Five Year Plan＂ is key to China＇s effort to build the all-round well-off society, to deepen reform and opening-up, and to accelerate the transformation of the mode of economic development. By analyzing the new changes of the situation home and abroad, the CPC Central Committee has made two judgments： ＂China is still dwelling in the period of important strategic opportunity＂ and ＂China is facing both precious historic opportunities and challenges both predictable and unpredictable＂.

Reflections on Current Upheavals in the Middle East WANG Jian （1） The upheavals in the Middle East, considering its current nature and actual situation, can be termed as a popular social movement, where there has not been radical social transformation by seizure of power. Popular social movements, critically dependent on the future political course, could be gradually revolutionized. Although external factors have undeniably played certain roles in the current upheavals in the Middle East, internal structural conflicts are essentially accountable, namely, rigid authoritarian regime, ability structure of population growth and dependence structure in economy.

European and U.S. Responses to China＇s Rise： Theory, Strategy, and Interaction

In recent years, whether China can rise peacefully has been a central topic in the policy-making circles and academia of Europe and the United States. IR theorists of different schools have analyzed this topic through their respective paradigmatic prisms, and offered their suggestions on how to respond to China＇s rise. Theoretical debates have influenced and even guided the formulation of EU and American strategies on China＇s rise, as the elements of power, institution, culture and international community are all embedded in their specific strategies and policy responses. However, due to differences in their behavior, values, and soft and hard powers, they differ in the combination of theoretical elements in their strategies. As a result, even though the U.S. and the EU have similar goals regarding China＇s rise, their approaches are very different. With new changes in the international situation in the past few years, the EU and the U.S. have strengthened their interaction and coordination in their responses to China＇s rise. But because of insufficient hard power on the part of the EU and the differences in transatlantic Asia strategies, cooperation on their China strategies is still limited. China should support and push for stronger trilateral interaction and coordination, as this will help lessen joint pressure from the two and enhance China＇s influence in the international system.

2012年6月15日,DSB(WTO争端解决实体)专家组通过裁决报告,支持了美国关于中国启动反补贴调查时未提供充分证据、未要求申请人提供合适的非保密摘要、对被调查的进口产品价格影响分析未能进行客观检验和公开关键事实、因果关系的分析不正确等主张,裁定中国的做法违背了相关的WTO规则;而在计算应诉企业倾销幅度的信息和方法披露、与政府采购有关的补贴利益的信息披露、适用可获得事实计算应诉企业反补贴税率等争议问题上,支持了中方主张。

Empirical Studies of Public Happiness Index --Based on a Sample Survey of Guangdong Province in 2011--2014

Abstract： Happiness index is an important indicator of social harmony and development,also the basis of Gross National Happiness accounting system. Defined happiness in subjective area,with the use of 10 indicators of happiness and satisfa ction,Guangdong Province Public large sample volume continuous measurements have the results. In 2010-2013,the Guan-gdong public average happiness index is 61.745,which changes little in annual. And the average happiness is 70.34,average satisfaction is only 53.14. Further, the study found that the level of economic development and income have a greater impact on public happiness index. Background has more impact on happiness but less on satisfaction. Based on the limited capacity of the environmental resources and public services, and China＇s social and economic development and the evolution of public policy, it has the objective necessity to study from GDP-oriented guide to the satisfaction-oriented, and finally to the happiness index-oriented.

Democratic Politics, the Rational Bureaucracy and Public Administration
Abstract： Hundred years of western public administration have witnessed a tension between rational bureaucracy and democracy that has always been a major issue which has attracted much attention. Bureaucracy, widely regarded as ＂a wolf in sheep skin＂, has been an enemy of democratic governance rather than a friend. Therefore, how to coordinate the tension between rational bureaucracy and democracy becomes a core problem in the study of public administration. This paper argues that the dual value appeal of modern society to democracy and science has influenced on the theory and practice of the western public administration. The tradition of constitutional democracy makes public administration descend to the maid of constitutional values and democracy values, while rational bureaucracy often leads more and more to the an irrational way of life in modern world, and hence the multiple tensions and conflicts between ＂formal rationality＂ and ＂substantive irrationality＂. Nowadays, in China, to meet the requirements of Public Administration from modern administrative state and even the world civilization, it is necessary to break through such a traditional managerialism mode that zeroes unilaterally in on efficiency and economy, and highlight the normative values and ideas on which public administration based.

Rosenbloom distinguished three approaches in public administration research according to different characteristics of administrative behavior under the American constitutional structure to explain the knowledge of public administration. However, this explanation has obvious limitations, neither can it reflect the diversity of American public administration research, nor can it mirror the increasing complexity of public administration research in today＇s world. As a alternative, we can differentiate public administration knowledge into organizational theory, political theory and social theory according to their view of government＇s nature. Organizational theory saw government as an organizational entity, political theory saw government as a political entity, while social theory saw government as a social entity. Today＇s public administration research should commit to the exploration of a social theory of public administration in the context of an ever socialized administrative world, both to better serve the practice and to perfect the knowledge map of public administration.

Abstracts Non-Traditional Concept of Overall National Security LIU Yuejin [Abstract] At the turn of the century, China officially proposed the ＂new security＂ concept, with ＂mutual trust, mutual benefit, equality and cooperation＂ as its core. However, by touching upon the non-traditional security methods of external security, this concept excludes internal security and other traditional and non-traditional security issues. In this regard, it is a low form of non-traditional security concept. In comparison, the ＂overall national security outlook＂ proposed by President Xi Jinping, with its aim targeted at improving people＇s safety, not only shows the non-traditional aspect of the overall national security, but also integrates both traditional and non-traditional security.
