ABSTRACT

The administrative reform launched in 2010 (“Kallikratis” programme) in Greece stands out as a major decentralization initiative. Notably, amalgamations at the local level were set at the forefront of the reform. This paper aims at shedding light on the issue of decentralizing governance by examining the implications of the “Kallikratis” reform programme on local authorities in terms of their domestic financial mobilization. Drawing empirical evidence from their implementation in European structural programmes, it is argued that the decentralization effort had an asymmetrical impact on local institutions, favouring principally the small-sized local authorities vis-à-vis the bigger in population local bodies.  相似文献

ABSTRACT

This article explores and theorizes anti-Black racist discourses that shape the ways in which the Australian media and other mainstream Australian institutions talk about and view Black Africans. It argues that the long-standing racist trope of synonymizing Blackness with criminality is widespread in Australia. Thus, among other things, this paper theorizes the Australian media narrative of ‘African gangs’ who are supposedly causing havoc in the State of Victoria, Australia. It argues that the January 2018 media reporting about the so-called ‘African gangs’ is a good example that illustrates how the long-standing racist trope of conflating Blackness with criminality is employed in Australia. The discussion is framed within a Black/African Diaspora theoretical framework that allows this study to conceptualize and connect the lived experiences of Black people globally.  相似文献

Abstract

What role does a commission of inquiry (COI) play in delivering accountability? In theory, when the public delegates power to political leaders to formulate and implement policies, they seek political accountability in return. Using Ghana as a case study, this study examines how the operations of COIs may deliver accountability. Principal–agent theories of accountability and African conceptions of legitimacy are incomplete on their own and need to be integrated into an explanation of political accountability that takes into consideration political transitions and the role of COIs in delivering a minimalist form of accountability. This study argues that a COI is an instrument of regime legitimatisation. The demands by citizens for political accountability in Ghana correlate with political transitions. Accompanying each power alternation was a different model of political accountability. To understand the predominant applications of accountability, we emphasise the politicisation of accountability.  相似文献

This article presents the determinants of the influence of regional organisations in the area of international peace and security. It is aimed at initiating and provoking debate on the preponderant factors shaping that influence. The factors or determinants treated include (1) the willingness of the regional organisation to act, (2) the acceptance of its actions and (3) its capacity to discharge such peace-related tasks. The determinants are contingent on nine sub-determinants. The article uses a comparative approach, focusing on the African Union and the European Union after placing the discussion in the context of the relationship between regional organisations and the United Nations in international peace and security efforts.  相似文献

The establishment of an African military command by the United States reflects the growing focus of the United States on Africa in the US National Security Strategy, which appears to be continuing under new US President Barack Obama. This article deals with several questions. What is the stated US National Security Strategy pertaining to Africa? What national interests does the United States have in Africa? What is the United States officially saying about its objectives in Africa and what has it actually been doing to date? And what are other opinion makers saying about US military involvement in Africa? Finally, it looks at the question of US perceptions of possible rivals in Africa and at potential scenarios for conflict before making a series of conclusions about the threats and opportunities posed by AFRICOM for Africa, and recommendations for a response to AFRICOM on the part of policymakers in South Africa.  相似文献

This article focuses on two regional human rights systems — the system that exists in Africa and the mechanism that exists within the Council of Europe. It examines the development and specifics of each system to determine what lessons the African Commission and the future African Court of Justice and Human Rights can learn from the European model and its Court of Human Rights. The article also examines what can be learnt from the role of the African Commission on Human and Peoples’ Rights and the role of the present human rights court: the African Court of Human and Peoples' Rights. It examines the strengths and weaknesses of each system and the challenges that exist for each. The article also examines the experience of the European Commission, which is no longer in existence, in addition to European Court on Human Rights, which has taken over the functions of the Commission, to determine what can be drawn from their experiences. Issues examined include the institutional strengths and weaknesses of these bodies, state compliance with the decisions of the human rights institutions and the resources available to these bodies.  相似文献

The unveiling of the new Southern African Customs Union (SACU) Agreement in 2002 inaugurated new democratic institutional structures for SACU. The revised SACU Agreement provides for accession by new members. Although not new, the idea of expanding SACU has gained currency in recent years. It has been suggested that enlarging SACU could overcome the ‘spaghetti bowl’ problem of overlapping regional membership of the Southern African Development Community (SADC) countries. In spite of its allure, however, enlarging SACU membership is likely to run into difficulties as negotiations about the common revenue pool and the common external tariff become bogged down by attempts to accommodate the needs and interests of countries at different levels of development. It would also spark debate about how the revenue-sharing formula should be restructured and extended to new members. Moreover, whether SACU can act as a driver of regional integration will depend on the extent to which South Africa, the regional power, can translate its hegemonic position into a leadership role.  相似文献

In the messy world of global governance, the principle of subsidiarity has the potential to order relations between different layers of governance as well as compensate for the legitimacy deficit of global governance institutions. However, subsidiarity has received surprisingly little scholarly attention in the discipline of International Relations. This article therefore seeks to examine the promises and perils of subsidiarity in global governance by adducing empirical evidence from Africa, a region which has authored norms and policies that often contest global norms and institutions. Based on two case studies of pro-democratic intervention in The Gambia and court proliferation at the (sub-)regional levels, the article concludes that while subsidiarity may strengthen democracy and the rule of law at the national level, it may also undermine the rule of law at the global level, as well as dilute fundamental global norms that serve to protect basic human rights. At the same time, subsidiarity provides opportunities for normative innovation, which suggests that more attention needs to be paid to the law-generating effects of subsidiarity and to the Global South as an agent of change in international law and global governance.  相似文献

Abstract

More often than not, academics of African descent—from the continent, the diaspora, or other parts of the world—have been trained in Western and Middle Eastern-oriented disciplines that espouse the race paradigm. Imbued with race theory, they seek spiritual, social, and political solutions to critical race issues, in some cases unwittingly maintaining the cultural structure of the dominant group from which the construct arises. This article highlights the creation of race and race identity by European, Indo-Aryan (white), and Middle Eastern (Semitic) men and women, sanctified by religious ideals that advanced their societies and stigmatised Africans, based on the melanin content of their skin. In these cultural orientations, the blackest-skinned women, men, and children are devalued, debased, and demonised. Race is used as a cultural strategy for fabricating human history and distinctions, shaping thinking, behaviours, and exploits that continue to have deleterious, far-reaching consequences for dark-skinned people across the world. In the light of this critical dilemma, and from an Afrocentric perspective, this article interrogates whether Black academicians in non-African and African cultures can shed the cultural constraints of race as identity, and understand the development of cultural identity as the basis of more progressive ideas regarding humanity.  相似文献
