This article discusses the opportunities and challenges associated with the use of quantitative participatory methods and participatory numbers for integrating locals’ and outsiders’ knowledge, as well as actions from the bottom-up and top-down, in development. It places emphasis on the contribution of quantitative participatory methods and participatory numbers to foster dialogue between a wide range of stakeholders, for example, local people, NGOs, government agencies and scientists, who usually seldom directly engage with each other. This practical note discusses some of the challenges evaluators face when their values clash with those of their employer. A case example where the author was commissioned to complete an evaluation for a community development project within a welfare-minded NGO highlights evaluation issues for welfare-minded NGOs attempting to deliver community development programmes. A fundamental issue is the differing interpretation of key terms including evaluation, participation, and empowerment. Efficiency approaches to the question of whether population size matters to optimal local government have proved largely inconclusive. However, recent exploratory empirical work employing an effectiveness approach – as proxied by citizen satisfaction survey data – offers a promising way forward. The present paper seeks to build upon an earlier cross-sectional analysis of Victorian local government by employing longitudinal data over a three-year period – 2008 to 2010 – for Victorian local authorities. The greater depth of data confirmed the positive associations with population density but suggests that negative linear relationships dominate over parabolic associations for population size. This result underlines the need for the collection of more local government citizen satisfaction data by Australian local government systems, given its potentially fruitful application in tackling contentious questions in contemporary local government policy debates. 相似文献

Research on EU policy effectiveness focuses on implementation and compliance within the EU; however, there is a need for a greater understanding of how and why transboundary socio-ecological issues challenge policy effectiveness beyond the EU's borders. This article introduces the innovative concept of ‘ripple effects’ of compliance, which are harms perpetuated by structural inequalities, and discusses their implications for EU environmental governance. Contributing to transnational compliance research by integrating political ecology and green criminology, the analysis builds on qualitative data on the illegal bird trade from the Western Balkans into the EU. It demonstrates that compliance with conservation policies within Member States undermines EU policy objectives through crime displacement and institutional misfit, which externalise environmental harm to the Western Balkans. Increased enforcement and monitoring of policy implementation alone cannot function as a panacea for policy ineffectiveness. Addressing these dynamics requires strengthened multilevel and cross-jurisdictional governance that encompasses entire ecosystems. 相似文献

This paper estimates the impact of reforming competition authorities on perceived antitrust effectiveness using methods of causal inference. We study how 20 countries reformed their competition authorities in depth between 1995 and 2020, and what has been the outcome of such reforms in the perceived competition policy effectiveness by the business community compared with 18 control countries in a balanced panel. As the political economy literature warned, we find that reforms paradoxically have not always improved antitrust effectiveness. Some of the reforms approved stalled or backlashed as politicians opted for a Machiavelli option: undertaking “counter-reforms” even in the name of an apparent but deceptive progressiveness and pro-competition drive. 相似文献

In this article, we conduct the first‐ever systematic study of Australian aid project appraisals. Using a previously unstudied data set of appraisals, we study project and recipient country factors influencing Australian aid effectiveness. We find effectiveness varies more within recipient countries than between countries. We find larger projects are more likely to be successful. Humanitarian projects are more successful on average than development projects. We also find that Australian aid is less likely to succeed in the Pacific than elsewhere, a significant finding given Australia's increased focus on the region. Finally, we show that Australia does not appear to be an unusual donor: when we compare Australia with other donors in a global data set, we find similar variables are correlated with effectiveness for most donors, including Australia. 相似文献
