本文从美伊双方多方面的因素加以分析,以论证美伊战争的必然性。文中强调维护全球霸主地位是美国对伊朗之战的根本驱动力,控制伊朗丰富的石油和天然气资源是美国对伊朗之战的现实考量。认为伊朗现政权的反美宿命使美伊对抗从根本上无回旋余地,指出伊朗核问题是美伊之战的导火线,亦是战争升级的强大引擎。总之,美伊战争不可避免,美国收拾伊朗势在必得。  相似文献

既能体现公平又能促进效率、既能提高社保水平又能不增加政府负担的社会保障制度对一个国家来说至关重要。20世纪30年代以来,美国社会保障制度逐步建立并不断发展变化,70年代后期由于人口老龄化和经济全球化的影响,欧美国家面临着福利的需求和供给的矛盾,传统的社会保障模式亟待改变。近年来,奥巴马以医改为突破口,力图完善美国社会保障制度。然而受金融危机后遗症的制约,面对社会保障水平提高与削减政府开支这对矛盾,美国社会保障制度发展前景不容乐观。  相似文献

与冷战时期的相互淡漠相比,冷战后印韩关系迅速发展,21世纪以来急剧升温。促成两国关系迅速发展的因素包括两国的相互认知、两国的亚洲战略、美国的亚太战略部署以及亚太局势的变化。印韩关系的迅速发展已经并将继续影响亚洲的政治安全局势和亚洲经济共同体的构建前景。有鉴于此,中国应该将全球战略的重点转向亚洲,重新思考亚洲国际秩序的建构。  相似文献

In a study of food security and sovereignty (FSS) in 22 indigenous Mayan communities in Yucatán State, Mexico, a participatory action research (PAR) methodology was combined with an analytical framework comprised of 10 FSS indicators to measure food security in the study area and identify strengths and weaknesses of the analytical framework. While some of the FSS indicators were approaching satisfactory, the majority were only partially satisfied, and food self-sufficiency was for the most part unsatisfactory. It was also found that food security indicators are relatively easier to measure, while sovereignty indicators present challenges in terms of defining progress.  相似文献

Poor farmers seldom benefit from new agricultural technologies. In response, research and extension approaches based on agricultural innovation systems are popular. Often agricultural research organisations are the network brokers, facilitating the emergence of the innovation system. Based on an analysis of the Sustainable Modernization of Traditional Agriculture (MasAgro) initiative in Mexico, this viewpoint suggests that such organisations are more often suitable network brokers when the objective is the development and scaling out of a technology by itself. When the objectives are multi-faceted and include extension and education, other actors are better placed to be the network broker.  相似文献

Since 1960, Latin American attempts at regionalism have undergone distinct phases. More notably, they have tended to diverge across space, gradually giving birth to separate blocs that seem to be tearing South, Central and North America apart. Additionally, within and across these regions several overlapping projects coexist. This article focuses on the dynamics of segmented and overlapping regionalism in order to describe what they look like, analyse how they articulate with one another, and explain why member states have pushed for such a messy outcome. This situation, linked to the evolution of the global context, might be indicating that regionalism in Latin America has reached its peak, beyond which it may be difficult to achieve further progress. Two conclusions are elicited: first, economic integration is becoming a geographically diffused phenomenon rather than a regional one; second, regionalism is still a compelling foreign policy but its causes, goals and outcomes are no longer what they used to be.  相似文献

Democratic theorists observe high correlations between public opinion and government policy, but it is difficult to determine the direction of causation. This article concerns the relative abilities of government officials and media owners to influence political discourse. Both affected The New York Times' coverage of the Greek civil war before the declaration of the Truman Doctrine. When the Truman administration leaked its intention to intervene in Greece and offered a new interpretation of the civil war, the Times instantly adopted the new theme. The Times had the resources and opportunity to challenge government arguments, but its correspondent in Athens suppressed available information that contradicted official statements, and the publisher supported his reporter despite obvious partisanship. Top reporters maintained close ties with government officials, and they promoted American interventionism in the pages of the newspaper. And a seamless connection between editorials and news coverage reflects ownership's support for the Truman Doctrine. Government's influence may be strongest when officials and media owners share interests and values. And the temporal order raises implications for the relationship between opinion and policy: Policymakers may select new policies first and then move public opinion to win support for planned policy changes.  相似文献
