亚太移民区域磋商机制与国际移民问题

近年来，全球人口最为集中的亚洲及太平洋地区，人口偷渡和贩卖层出不穷，难民问题日益严重，区域国家间的移民劳工流动日趋频繁。面对纷繁复杂的国际移民问题，亚太国家建立了一些专门性的非正式的移民治理区域磋商机制来应对。亚太移民区域磋商机制目前发挥了一定积极作用，但有效解决亚太地区复杂的移民问题仍任重道远。亚太移民区域磋商机制若不想成为国家的“弃儿”，需要释放潜力，进行更多尝试。

以鄂西南土家族社区为例考察民族边缘地区的宗族组织,清代中后期,宗族组织在土著大族的基础上正式形成,并呈现出与汉族社会趋同的特征,在乡村社会中发挥着基层控制的作用,体现了民族边缘地区乡村社会转型的进程。     

图们江地区开发开放再度升温

在区域合作一体化成为新一轮发展新模式的时代,东北亚地区间国际关系的改善和各国经济形势的好转,延边内生动力的驱动,为图们江地区开发创造了良好的条件。由此,UNIDO、国家、省、州对图们江地区开发的关注再度升温,周边国家的开发热情再度升温,延边由"主动参与"演变为"主导发展"的角色。为了提高图们江地区开发的深度与质量,提出了创新国际合作开发体制的新机制,并制定了建设新的增长点与畅通的对外通道、建立综合配套改革试验区与金融支撑体系等对策建议。     

Comparing Putin’s and Brezhnev’s Policies toward the Middle East

This article compares Moscow’s and Washington’s foreign policies toward the Middle East in 1982 and 2008. In 1982, Moscow and Washington each had a distinct set of friends and foes. In 2008, Washington still has a distinct set of friends and foes, but Moscow has relatively good relations with all governments and most major opposition movements in the region—the only exceptions being Al Qaeda and its affiliates. It is argued that Putin’s policy toward the Middle East is not really aimed at displacing the U.S. in the region, but protecting Russia and Russian interests from Al Qaeda and its allies. Indeed, a continued American presence in the region serves to protect Russian interests in the region.

区域贸易协定与WTO保障条款的冲突及其解决

区域贸易协定是多边贸易体制最惠国原则的例外。取消区域内贸易的限制与保障措施的非歧视适用存在制度上的冲突。NAFTA为区域内实施保障措施设定了特殊的条件。区域贸易协定成员国可以排除保障措施的相互适用。《保障措施协议》脚注1解决的是谁可以实施保障措施的问题,而不涉及对谁实施的问题。保障措施的调查所涉对象国的范围应与实施范围保持一致。

苏童是苏州人,在苏州出生,生长到18岁才离开苏州北上北京求学,苏州对于青少年时期的苏童的影响是巨大的。大学时期就热衷于从事文学创作的苏童,在写作时就自然会将文学的触角伸向自己所熟知的青少年时期生活,因此苏童的作品中有很多故事是写南方的、写苏州的。苏州对于苏州籍的作家苏童来说影响是深远的。     

Contending regionalisms: hubs and challengers in the Americas and the Asia-Pacific

As regions become more institutionalized, they are characterized by two competing trends. First, key regional institutions can become hub institutions that act as transmitters of a comprehensive set of norms. Second, as regional institutions increase in number, regions themselves are liable to become more fragmented. How these trends have played out is explored in two key regions, the Americas and the Asia-Pacific. It is concluded that regions are not static entities but are ever-changing structural arrangements. Hub institutions can be challenged and the consequences can be significant as regions gain in importance on the international stage.     

From ambiguity to contestation: discourse(s) of non-traditional security in the ASEAN community

‘Non-traditional security’ (NTS) is prominently featured in the agenda of the Association of Southeast Asian Nations (ASEAN) and other ASEAN-led institutions in the Asia-Pacific. ‘NTS’ brings together a series transnational and non-military security threats that are considered common among regional states, urgent for them to attend to, and non-sensitive all at the same time. This a priori makes it a self-evident focus of attempts to bring regional security cooperation ‘to a higher plane’. However, this paper reveals that the uncontroversial character of NTS is overestimated, by shedding light on the co-existence of divergent – and potentially contradictory – interpretations of its meaning and implications in ASEAN and the wider region. In a context where ASEAN's relevance to the pursuit of regional security is increasingly being measured against its (in)ability to provide a coherent approach to security challenges that affect the region, the contested nature of NTS has important implications for the grouping's resilience in the twenty-first century.
