“While a Storm is Raging on the Open Sea”: Regional Development in a Knowledge-based Economy

The Triple Helix of university–industry–government (UIG) relations is elaborated into a systemic model that accounts for interactions among three dimensions. By distinguishing between the respective micro-operations, this model enables us to recombine the “Mode 2” thesis of a new production of scientific knowledge and the study of systems of innovation with the neo-classical perspective on the dynamics of the market. The mutual information in three dimensions provides us with an indicator for the self-organization of the resulting network systems. The probabilistic entropy in this mutual information can be negative in knowledge-based configurations. The knowledge base of an economy can be considered as a second-order interaction effect among interactions at interfaces between institutions and functions in different spheres. Proximity enhances the chances for couplings and, therefore, the formation of technological trajectories. The next-order regime of the knowledge base, however, can be expected to remain pending as selection pressure.     

猪瘟病毒囊膜糖蛋白Erns的表位分析及其单克隆抗体轻链可变区cDNA的测序

应用抗CSFVAlfortT櫣ｂｉｎｇｅｎ毒株Ｅｒｎｓ结构蛋白的ｂ4 2 2、2 4 / 16单克隆抗体 ,筛选了噬菌体展示的 12肽随机肽库 ,进行了Erns结构蛋白表位分析。研究发现 ,b4 2 2、2 4 / 16单克隆抗体识别的表 (拟 )位基序分别为DKNR(Q)G、A(T)CxYxKN ,定位于Erns结构蛋白的 384～ 386及 32 2～32 3位、380～ 386位氨基酸区域。二者识别的表 (拟 )位基序存在共有序列KN ,针对的是Erns蛋白中的相似抗原区 ,但其拟位的侧翼序列及ELISA、免疫印迹分析结果均存在差异。自杂交瘤细胞中提取总RNA ,对单克隆抗体轻链可变区cDNA进行了测序。结果证实 ,b4 2 2、2 4 / 16单克隆抗体虽然来源于同一批次融合的杂交瘤细胞系 ,识别相似抗原区 ,但属于不同的单克隆抗体

世界历史既有着沟通各民族、地区关系的功能,又有着改造、变革历史世界的价值指向。用世界历史的眼光来看待社会发展,世界历史发展不仅体现为同向性水平的社会发展,而且体现为区域性历史发展的道路选择性的社会发展。这一认识对于审视我国的改革开放和社会发展,确立科学的发展观具有积极的借鉴意义。     

Examining the immanent dilemma of small states in the Asia-Pacific: the strategic triangle between New Zealand,the US and China

ABSTRACT

Small states throughout the Asia-Pacific are confronted by a growing dilemma over how to balance their traditional security ties with the US and rapidly growing trade with China. This gives Washington and Beijing potential leverage over small states to use within their competition with one another. This article explores the implications of this for New Zealand – a small South Pacific state that prides itself on maintaining an independent foreign policy. Situated within the small state literature, it utilises a material-based strategic triangle to illustrate the fundamental facets of New Zealand's position. Relatedly, the article examines how Wellington has managed its burgeoning relations with China and the US over the past decade and critically considers New Zealand's independent foreign policy. It finds that New Zealand has adopted a mixed set of strategies to manage its position between the US and China, closely aligning itself with Washington while remaining nonaligned on some key security issues in the Asia-Pacific region. New Zealand has certainly not opted for neutrality. The article concludes that New Zealand and other small states must remain vigilant, may want to consider alternative strategies of alignment, and outlines a number of areas where additional research could prove fruitful.     

试论奥巴马第二任期以来亚太安全政策的调整

美国总统奥巴马开始第二任期后,继续推动"亚太再平衡"战略,并对亚太安全政策进行了调整。主要表现为继续强化在亚太地区的军事能力和安全存在、注重发挥盟友和安全伙伴的作用、通过多元化资源投入弥补安全的有限性以及对地区热点问题采取有效管控等。但美国亚太安全政策也受国内的孤立主义思潮、国防预算的削减、其他地区热点问题的掣肘以及亚太地区其他国家的动能不足等因素的制约。中国应把握奥巴马政府安全政策调整的机会,降低来自美国的安全压力。     

清代征服雷公山地区苗族聚居地方的几个问题研究

清雍正年间改土归流以前的雷公山地区是中央王朝的势力没有渗入的苗族聚居区。范围包括现在的黔东南州雷山县全境和台江县的大部分地方。清王朝从雍正六年开始征服雷公山地区的生苗聚居区,至雍正十一年征服现台江地区后,中央政府开始直接控制整个雷公山地区。     

Practical vs. identity regionalism: Australia's APC initiative,a case study

On 4 June 2008 Australian Prime Minister Kevin Rudd announced his ‘vision for an Asia Pacific community’ (APC). Though failing to win support among Asian countries, the initiative offers a useful case study. This article does not focus on the motives and interests of the various governments responding to the proposal but rather on the different (and sometimes conflicting) understandings of regionalism that underpinned those responses. In its diplomatic advocacy of the APC, the Australian government stressed ‘practical regionalism’ – emphasizing the capacity of such a new ‘community’ to deal with security, economic, environmental and other challenges faced in recent times in the Asia-Pacific region. The Australian campaign gave little attention, however, to the influence of cognitive and emotive factors in community planning: it neglected ‘identity’ regionalism. In particular, it did not seem to take seriously the possible role of non-Western perspectives in shaping the development of post-colonial inter-state relations. Through the investigation of key Asian-language terms – relating to the English terms for ‘region’ and ‘community’ – this article seeks to demonstrate the importance of the identity dimension in both policy development and academic analysis. It argues for an analytic and diplomatic skillset that goes beyond the disciplines of international relations and economics and draws upon expertise in linguistics and regional political cultures.     

隐性教育视角下论地域文化在大学生核心价值体系教育中的意义

从学界理论演绎和社会实践实例来看，地域文化作为社会主义意识形态的组成部分，能够为大学生核心价值体系教育提供“现实背景、鲜活素材、实践栽体和典型示范”，对教育形成影响。同时，针对当前大学生价值体系教育中面临的部分问题，社会和学校应充分借鉴“隐性教育”的理念和方法，从优化思想教育内容形式、树立文化教育意识氛围、强化典型教育机制规范、整合实践教育资源平台和创新价值教育媒介格局等方面设计栽体，有效提升核心价值体系的建设成效。     

政府制度创新对区域经济发展的作用——以京津冀地区为例

在区域经济发展过程中，市场配置资源在客观上存在的不足需要政府发挥对经济活动的引导和规范作用。政府作为制度创新的主体，要充分利用自有优势，弥补市场失灵的缺陷；通过制度创新。使地方政府问形成良好的协调合作机制，促进区域经济的可持续发展。

美国亚太再平衡战略,强调在经济、安全领域维持美国的主导地位。要实现这一目标,联盟体系及伙伴关系是美国意欲借助的重要支撑,在安全领域这种表现尤为明显。在此种战略意图支配下,美国强化了与传统盟友的关系,并极力拓展新的伙伴关系,借助联盟体系、伙伴关系这两个安全支点的作用,美国力图构建其领导下的亚太安全结构。
