农民收入稳定增长,关系到扩大内需、促进国民经济的繁荣以及社会稳定的大局,也是解决三农问题的最终落脚点。然而近年来,我国农民收入增幅持续下降,极大地影响了农民群众的生产积极性,造成了局部粮食短缺和粮价上涨,制约了农村经济的发展。分析制约农民增收的因素,探索当前农民增收的新途径,既有利于短期政策的调整,又是促进农村经济快速、健康、稳定发展的长期措施。  相似文献

在比较语境下研究中国美学话语,由于存在着中西两种话语本质的相异,西方话语只能转换为其所蕴涵的方法,以便于发明中国问题。其学术理念可以表述为:借助于西方方法之发明,以中国话语来表述中国问题,并最终形成中国方法,而不脱比较语境。据此可以对中国美学话语重建中存在的如何处置西方方法和话语的问题做出回应。  相似文献

隐私权存在与否的判定问题是隐私侵权责任承担的关键所在。而美国联邦最高法院在1967年Katz v.United States案中确立的"合理的隐私期待"标准,在世界多个国家的适用已被证明是比较可行的隐私权的判定方法。我国隐私权司法实践在吸收、借鉴"合理的隐私期待"标准时应明确"私人事实"、"法律规定"、"社会习俗"和"利益平衡"四种隐私期待的客观判断要素,实现判决结果的一致性,及对他人隐私利益最大程度的保护。  相似文献

Abstract

There is a considerable lack of awareness of the interrelated nature of human activities due to insufficient information. A community without relevant information or public sensitivity to participation, in fostering a sense of personal environmental responsibility and greater motivation towards achieving personal goals, becomes problematic. Using the poststructuralist theory, this article takes a qualitative approach to analyse discourses and people's reaction to an ‘insecure’ environment within South African communities. It examines organisations which provide support to empower communities through education in Cape Town. One assumption here is that people gain knowledge about themselves, their environment and others around them, if they are empowered. The focus thus is on educational schemes and activities that communities and organisations undertake to challenge, accept and negotiate their ideological positions. The inventiveness and responses of the organisations considered, through the local communities and pupils, are therefore significant as they enable an understanding of the challenges encountered in democratic South Africa, including the causes of xenophobia. Ultimately, the consequences of ignorance about one's environment are detrimental to both neighbouring communities and people at large. The local communities considered expressed this sentiment while implicating the government's role in depriving its people of vital socio-cultural and politico-economic information.  相似文献

The participatory or decentralised approach to development is now favoured by most bilateral and multilateral aid organisations. At the root of this approach lies the belief that rural communities can be an effective channel of development if they receive a genuine delegation of powers and responsibilities. This article argues that there unfortunately exists a widespread tendency to downplay the community imperfections that plague many rural societies while simultaneously stressing market and state failures. In fact, such imperfections, as illustrated in the case of lineage-based societies of Africa, increase as development proceeds by way of expanding economic opportunities, growing resource scarcity, as well as rising aspiration and education levels. Under these circumstances, any early implementation of the approach runs a high risk of causing considerable disillusionment, as well as undue appropriation, by local elites operating within a logic of patronage, of the resources channelled through rural communities in this way.  相似文献

Forging partnerships for development is one of the eight Millennium Development Goals. While faith-based organisations (fbos) are receiving growing attention within development policy as important non-state service providers, they are assumed to be less conducive to forging partnerships with governments or development organisations than secular ngos due to their allegiance to specific religious beliefs. Analysing the dynamic of engagement between the state and madrasas (the most prominent fbo in the Muslim world) in six countries across two geographical regions—the Middle East (Egypt, Syria, Turkey), and South Asia (Pakistan, India, Bangladesh)— the paper counters the assumption that fbos are less likely to enter into negotiations, demonstrate flexibility, and engage in the strategic bargaining often involved in forging such partnerships. Like ngos, fbos respond to socio-political and economic incentives and enter into a variety of relationships with the state, ranging from co-operation to conflict. The defining feature in building a cooperative relationship is the level of trust between the negotiators on the two sides.  相似文献
