This article looks at the financial performance and position of English professional football before Covid‐19 and the impact that the pandemic has had on the industry. It analyses revenue streams in different divisions, the dependency that clubs have on them and how they have changed as a result of the pandemic. The article also reviews key costs for football clubs, the extent to which they can be reduced, different business models that operate, and possible funding sources for the sport from third parties and within the industry.  相似文献

进入21世纪以来,新型冠状病毒、埃博拉、重症急性呼吸综合征以及甲流感等新发和复发传染病危机对全球卫生安全构成严重威胁,因此,如何促进全球卫生安全治理是当今国际社会亟待解决的问题。尽管美国曾经在全球卫生安全治理中发挥了重要作用,但尚未形成清晰的全球卫生安全治理政策。美国于2019年5月首次发布《全球卫生安全战略》,标志着特朗普政府全球卫生安全政策正式出台。该《全球卫生安全战略》以应对传染病威胁为核心,呈现出了以国家安全为导向和"全政府"路径的特点,充分体现了特朗普政府的"负担分担""美国优先"和反多边主义的思维。在全球卫生安全领域,各国已成为"因病相依"的全球命运共同体。有效的全球卫生安全治理需要全球多边主义,特朗普政府以国家安全为导向和以"美国优先"为原则的《全球卫生安全战略》与全球卫生安全的实现之间存在张力。特朗普政府的上述思维不仅侵蚀了全球卫生安全体系建构所必需的国际政治合作基础,也恶化了全球卫生安全的融资体系,因此对全球卫生安全体系构成了挑战。  相似文献

As the COVID-19 lockdowns were implemented, Latin American countries raced to announce plans to address gender-based violence in response to the increase in reports of intrafamily abuse. However, states' interventions had limited results. This article explores the Ecuadorian case. The Andean country's emergency strategy was based on reporting violence via the 911 emergency number, a plan that failed to consider that women quarantined with their aggressors would not have the opportunity to make the call. This article lays bare the extent of the gap between policy and practice in gender mainstreaming and the acute consequences of this during the pandemic.  相似文献

Paid domestic workers (PDWs) in Peru, who are predominantly women, are one of the most vulnerable labour sectors in the country. We argue that an important factor explaining this is linked to national legislation that grants only partial rights to the sector, thus maintaining inferior labour conditions for such workers. Here we share our analysis of a survey of 314 PDWs, conducted between April and May 2020, confirming that PDWs in Peru are highly unprotected, particularly during the COVID pandemic, in which there has been a lack of comprehensive social protection schemes.  相似文献

The COVID-19 crisis provides a window of opportunity for organised crime organisations in Colombia and Mexico to exert social control in local communities through actions of solidarity and care rather than traditional violent coercion. This new dynamic is increasing the legitimacy, power and social capital of gangs and drug cartels, helping them to co-opt civil society and the state to support their criminal operations. The pandemic also shows how poverty and inequality remain fundamental in shaping the building of the nation-state in both countries, where criminals act as a de facto state even without the virus and, in many areas, effectively replace the state. The coronavirus is making visible the ways in which organised crime groups cultivate civil society's support in delivering the provision of governance, order and public health in a time of lockdown and quarantine, making local ‘narco-gang’ governance profitable economically and politically.  相似文献

Rather than aiming to produce more ‘rational’ or more ‘other-regarding’ citizen judgements (the outcome of which is uncertain), deliberative democratic exercises should be re-designed to maximise democratic participation. To do this, they must involve citizens and experts, a novel arrangement that will benefit both cohorts. For the former, a more inclusive form of deliberation will offer an opportunity to contribute to political discussion and be listened to by people with political or policy-based authority. For the latter, it will provide a venue through which expertise can be brought to bear on democratic decision making without risk of scapegoating or politicisation. More broadly, deliberation that prioritises dialogue (over, say, opinion change) affirms the principle that political decisions reflect value judgements rather than technically ‘right’ or technically ‘wrong’ answers—judgements that are legitimate if arrived at through discussion involving the people due to be affected by the resultant policy. This article sets out the advantages of this form of deliberation—which bears some similarity to certain types of citizen science—in the context of the UK government’s responses to Covid-19; both the confused decision making evident to date, and the forthcoming re-opening phases that will prioritise or advantage some constituencies over others.  相似文献

受疫情影响的国家和地区根据《国际卫生条例》,应向世界卫生组织通报和共享疾病的信息,并遵守世界卫生组织的临时建议以及世界卫生组织发布的传染病暴发时的应对指南。国际社会在认真考虑世界卫生组织的建议的同时,可根据本国实际情况,采取相应的防疫措施,包括加强对国际旅行的卫生检疫。在境外疫情传播尚未得到有效控制的情况下,我国必须加强边境检疫,防止疫情从境外输入。同时,在没有任何证据表明国际贸易可能导致该病毒的国际传播的情况下,各国不应限制国际贸易。一些国家采取的限制国际运输和贸易的措施没有明确的科学依据。即使在疾病流行期间,任何限制贸易的措施,也必须符合《关税贸易总协定》和《卫生和检疫措施协定》的规定。此次突发公共卫生事件显示有必要加强世界卫生组织在协调和防止新发传染性疾病国际间传播的职能和国家间合作的必要性。  相似文献

2020年初暴发的新冠疫情给世界经济造成了不可低估的损失,全球价值链受到巨大冲击,流通受阻、贸易萎缩、价值链一度濒临断裂,中日韩价值链也不例外。疫情下,中国、日本、韩国为实现价值链重组,从政策与导向、供给与需求、贸易与流通等方面实施了多项策略。中日韩三国采取的应对措施有利于完善其国内价值链,促进价值链技术革新,加深中日韩价值链的区域化程度,但也不可排除存在割裂原有价值链的风险。后疫情时代,中日韩三国应携手抗疫,深化合作,共同提升价值链抗压能力,快速推进价值链数字化建设,最终实现中日韩价值链重组并带动区域乃至世界经济增长。  相似文献

国际秩序的变动、突发的新冠疫情和中美战略竞争的加剧等因素促使日本的中国形象正在发生重要而深刻的变化。日本智库和主流媒体更多地把中国放在国际秩序变动的语境中来认知中国,比起双边,更多是在多边框架内来感知中国。在多种因素的综合作用下,日本形成了“崛起的强国”“国际秩序改写者”、疫情下“坚韧”而“强硬”的中国、带有不确定性的美国“假想敌”等多层次中国形象。日本智库和主流媒体对中国形象的塑造未必是客观的,是基于在国际秩序转型期对自身认同的建构,那就是现行国际秩序维护国和中美之间的“非等距离”协调者。应该对日加强沟通宣介工作,充分调动其对华战略认知中的建设性因素,消解不利因素,防止其固化为刻板印象。  相似文献
