随着互联网的迅速发展,儿童已成为我国网络使用的重要群体。网络作为一种新的社会因素,对儿童成长的影响逐渐凸显。儿童在上网过程中,网络环境中充斥的淫秽、色情等不良有害信息以及某些网络违法者对儿童实施的性骚扰及性侵害等行为严重侵害了儿童的性权益。近几年来,网络环境下侵犯儿童性权益的案件频繁发生,如何有效的预防和制止这类犯罪,在复杂的网络环境中减少侵犯儿童性权益的犯罪行为,是我国目前应重视的问题。通过提出网络环境下儿童性权益受到侵害的现状,探析网络环境下儿童性权益被侵害的原因,进而提出网络环境下儿童性权益保护的对策,通过完善我国目前的法律法规,加强对儿童网络安全的管理,加强学校和父母对儿童的性教育与网络安全教育等相关措施,净化网络环境,保护网络环境下儿童性权益,保障儿童的健康成长。 相似文献

Since the late 1990s, the music industry has been undergoing a period of significant and crisis-ridden changes, which was initiated and forced by a new set of technologies: digitalization, data compression and the internet. This paper analyzes the repercussions of this new technological constellation on the socioeconomic structures and institutions of this sector. The reconstruction of this technology-based sectoral transformation shows that the constitutive impulses for restructuring came from the fringes of the sector and from external actors. The established companies in the music business were hesitant in accepting the new technological challenges. They initially reacted with blockades and containment strategies and only defined a strategical repositioning upon massive and indisputable pressure to change. The paper argues that the low ability to anticipate and adapt to these technological, organizational and institutional challenges is due to the interplay of several factors. Among these are (1.) general difficulties to anticipate the socioeconomic impact of fundamentally new technological opportunities, (2.) complex and time-consuming processes of establishing a new techno-institutional match, (3.) the technological conservatism and (4.) the oligopolistic structure of the sector as well as (5.) the hierarchically structured core companies. The notice and comment rulemaking process is a fundamental part of how agencies write regulations. While this process is starting
to receive more empirical attention, the question of how the number of comments that an agency receives affects its decision-making
process has received little examination. This paper uses Boolean analysis to examine nine rules from two agencies at the Department
of Health and Human Services and evaluates the impact of a high volume of comments on agency changes to proposed rules and
the time an agency takes to finalize a proposed rule. These nine cases suggest that agencies are most likely to change their
proposals when they receive a high volume of comments on highly complex rules that are not very politically salient. Highly
complex rules are also likely to take a long time to finalize when there are many public comments however it is often other
factors that cause a long delay between proposed and final rules.

The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process. 相似文献

Politically experienced challengers are more successful in seeking political office than amateurs. The relationship is found
so regularly that political experience has become the standard ex ante indicator of challenger quality in studies of American elections. Despite this, little work has investigated why experienced challengers are so successful. Many scholars attribute the relationship to inherent differences between experienced
challengers and amateurs: experienced challengers have stronger electoral skills and greater access to material resources.
I argue that these differences play a role, but an indirect one. Rather, experienced challengers are lead by both their resource
advantage and the high amount of risk they are exposed to in seeking office to run in races in which their party has a good
chance of winning. Thus, the direct cause of the experienced challengers’ success is self-selection into winnable races. Empirical
analysis supports the self-selection model over a model in which resources directly lead to success.

Does Workplace Experience Enhance Political Participation? A Critical Test of a Venerable Hypothesis

Several schools of thought claim that citizens can develop their democratic skills at the workplace. Here I focus on the hypothesis
put forward by Carole Pateman and by Sidney Verba and colleagues that state that by practicing civic skills and democratic
decision-making at the workplace, citizens become more active in politics. I test the hypothesis with a nationally representative
panel survey of the Swedish population. My findings contradict previous empirical research as no impact on political participation
was discovered. I argue that the effects may have been overestimated in prior studies because the tests were based on cross-sectional
data: insufficient care was taken with a number of significant methodological problems. The study points to the importance
of using panel models when investigating the causes of political participation.
