吉林省农村金融发展问题探析

2008年10月,党的十七届三中全会强调要建立现代农村金融制度,加快建立商业性金融、合作性金融、政策性金融相结合,资本充足、功能健全、服务完善、运行安全的农村金融体系。吉林省作为东北地区的农业大省,其农村金融体系变革的滞后严重制约着农村经济的发展。促进吉林省农村金融的发展,首先要增强政策性金融支农力度;其次商业性金融要在商业化运作的基础上服务"三农";第三要保证农村合作性金融的可持续发展;第四要规范发展农村新型金融机构;第五要积极引导和规范农村非正式金融。     

Hegemony, Discipline and Control in the Administration of Police in Colonial India

The Indian subcontinent was under British colonial rule for over two centuries until 1947. To administer the large country and its diverse population, the British designed a criminal justice administrative system which played a key role in maintaining their dominance and hegemony. In particular, the police organization, largely composed of natives, furthered the goals of colonial dominance through its functions of order maintenance, crime control, and surveillance. This paper, using Gramsci’s conception of hegemony and Foucault’s study of disciplining and control, analyzes the important role that the police played in maintaining British rule in India.

Memory, Empathy, and the Politics of Identification

This essay explores the ethical and political dimensions of what I have elsewhere called “prosthetic memories” (Landsberg, Prosthetic memory: The transformation of American remembrance in the age of mass culture, Harvard University Press, 2004), focusing on those that are produced and disseminated cinematically. I argue that cinematic technology, by which I mean also to include the dominant cinematic conventions and practices used in the Hollywood style of filmmaking, is an effective means for structuring vision. Through specific techniques of shooting and editing, films attempt to position the viewer in highly specific ways in relation to the unfolding narrative. Sometimes, in such films, viewers are brought into intimate contact with a set of experiences that fall well outside of their own lived experience and, as a result, are forced to look as if through someone else’s eyes, and asked to remember those situations and events as both meaningful and potentially formative. By engaging specific strategies intended to elicit identification, films can force viewers to engage both intellectually and emotionally with another who is radically different from him or herself. This complicated form of identification across difference might condition viewers to see and think in ways that could foster more radical forms of democracy aimed at advancing egalitarian social goals.

Mir-Said Sultan-Galiev and the idea of Muslim Marxism: empire,Third World(s) and praxis

Abstract

This paper revisits the idea of Muslim Marxism, as espoused through the life and work of the Tatar Muslim and Bolshevik intellectual and revolutionary Mir-Said Sultan-Galiev (1892–1940). I argue that Sultan-Galiev’s oeuvre – a unique synthesis of Marxist, Muslim modernist, anti-colonial and Third World praxis – represents a path-breaking take on Muslim selfhood and practices of belonging.

影视产业国家促进的法制建构——以财税优惠政策为视角

自2018年影视行业补税风潮以来,影视行业的税收问题就成为实务界关注的焦点,然而影视行业的税收问题不仅是自查自纠、或是改变核定征收方式,更应该追本溯源检讨其源头。本文试对以财税优惠为代表的特定的产业政策是否能够发挥其功能、国家促进影视行业所应遵循的法治路径和扮演的角色定位等实践与理论问题予以思考、回应。文章对影视产业相关优惠政策的完善提出了建议,即财税优惠作为国家权力,首先,应遵循基本的权力限制原则,即实现财税优惠的法治化,既包括政策制定也包括执行环节;其次,优惠政策不能沦为企业规避法定义务的工具,即优惠政策的适用主体也应遵循从形式到实质的标准;最后,优惠政策应有合理的绩效评价和效应分析。     

Drug Films,Justice, and Nationhood 1

This paper examines how drug traffickers, enforcement, nationhood, and space are represented in illegal drug films. Drawing from a sample of films produced in the United States between 1916 and 2005, this paper examines several drug films in order to explore how past and contemporary films on illegal drugs reflect conventional ideologies about law and order, the nation, and imperialism. Censorship and illegal drug films that challenge and rupture conventional ideologies will also be discussed.     

Immigration,intermarriage and the changing face of Europe in the post war period

In this article we compare the propensity to intermarry of various migrant groups and their children who settled in Germany, France, England, Belgium and the Netherlands in the post-war period, using a wide range of available statistical data. We try to explain different intermarriage patterns within the framework of Alba and Nee's assimilation theory and pay special attention to the role of religion, colour and colonial background. We therefore compare colonial with non colonial migrants and within these categories between groups with ‘European’ (Christian) and non-European (Islam, Hinduism) religions. First of all, religion appears to be an important variable. Migrants whose faith has no tradition in Western Europe intermarry at a much lower rate than those whose religious backgrounds correspond with those that are common in the country of settlement. The rate of ethnic endogamous marriages in Western Europe are highest in Hindu and Muslim communities, often regardless if they came as guest workers or colonial migrants. Whereas differences in religion diminish the propensity to intermarry, colour or ‘racial’ differences on the other hand seem to be less important. This is largely explained by the pre-migration socialisation. Furthermore, the paper argues that the attention to institutions, as rightly advocated by Richard Alba and Victor Nee, needs a more refined and layered elaboration. Institutions, often as barriers to intermarriage, do not only emanate from the receiving society, but also—be it less formalized—within migrant communities. Especially religions and family systems, but also organized nationalist feelings, can have a profound influence on how migrants think about endogamy. Finally, strong pressures to assimilate, often through institutionalized forms of discrimination and stigmatization, not only produce isolation and frustrate assimilation (with resulting low intermarriage rates), but can also stimulate assimilation by 'passing' mechanisms. These factors, together with a more comparative perspective, are not completely ignored in the new assimilation theory, but—as this study of Western European intermarriage patterns stresses—deserve to be included more systematically in historical and social scientist analyses.

年行的“神农之教”与《吕氏春秋》的“上农”农业思想比较研究

通过分析《孟子·滕文公·上》中许行的言行与《昌氏春秋·上农》等篇的内容，对许行的农家思想与《上农》等篇的农家思想进行比较，回应孙次舟先生提出的战国农家分两派的说法，同时分析二者的异同。
