电子政务不只是一场技术改革 ,而且是一次涉及行政组织与行政方式深刻变革的行政改革 ,它意味着政府要通过网络去处理属于其管辖范围内的一部分公共管理事务 ,更意味着行政管理要进一步地公开和透明。电子政务作为未来行政管理的基础平台和实现无印政府目标的有效手段之一 ,直接关系到政府在互联网络上的行政活动以及管理创新。发展电子政务需要有开拓性的行政管理转变 ,行政管理的不断创新又会为电子政务开辟新领域

Forming “affective communities” and narrative forms of affection: Damon Galgut’s Arctic Summer

This article examines Arctic Summer (2014) by Damon Galgut, a biographical novel focused on a period in the life of British author E.M. Forster. My inquiry is concerned with narrative form and aesthetics that limn affiliations between the two authors’ creative and sexual sensibilities and struggles, and how forms of affective affiliations are forged through narration and narrative stylistics. I discuss critical responses to Galgut’s oeuvre and trends in South African literary production post-1994, to introduce ideas about his non-conformist creative impulses. I reflect on hybrid narrative form, generic ambiguities, and aesthetics to consider how affective affiliations are fashioned in Arctic Summer and beyond the boundaries of the text when compared to Galgut’s In a Strange Room (2010). Leela Gandhi’s thoughts on “affective communities” inform my argument that the representation of sexuality and bonds of affection in Arctic Summer enables formal and nonconformist affinities across temporal and spatial registers.

Survey of American (USA) Gasolines (2008)

The regulations for gasoline's content vary depending on the time of year and physical location within the United States while the refinery and distribution system mixes product batches; this results in variability of content. ASTM E1618 requires both the aromatic and alkane EIP patterns of gasoline to compare with references. A survey was conducted by collecting gasoline from Florida to Oregon, from 85 to 93 octane. Samples were analyzed in accordance with ASTM E1618 in various states of evaporation. The range of differences found in the 90% evaporated alkane EIPs is presented and showed a continuum of response when the n-alkane response was compared with the branched alkane response. Similarly, the ratio of the alkane EIP to the aromatic EIP also showed a continuum of response at the 90% evaporated state. Gasoline samples with unusual characteristics are also discussed.     

“Scientific independence”, capacity building,and the development of UNESCO’s science and technology agenda for Africa

Abstract

This article analyses the shifting rationales for scientific collaboration in the work of the United Nations Economic, Scientific and Cultural Organization (UNESCO) in the science sector in Africa from the late colonial period through to the era of capacity building. Focusing on the late colonial period and the post-independence decades of “national science” in Africa, it analyses UNESCO’s role in science policy, engineering training, and natural resources research. It demonstrates that in the era of national science UNESCO’s activities were couched in the language of independence: developing capacities in the sciences was regarded as the key to obtaining “scientific independence” to match the recently obtained political independence. This marked a significant change from the 1950s when UNESCO based its operations in Africa on collaborations with the European colonial powers. The article argues that the link between scientific independence and political self-determination gave way as UNESCO rebranded scientific capacity-building activities as efforts in the pursuit of an unclearly-defined common good.
