The spaces of intervention for Mali and Guinea-Bissau

ABSTRACT

This article focuses on interventions by the African Union and the Economic Community of West African States in Guinea-Bissau and Mali. In the literature, these are often approached in a ‘top-down’ manner, focusing on formal institutions, not accounting for the complex dynamics in and around conflict intervention. This article argues that adopting space as an analytical lens allows new ways to address these issues. It highlights how interventions by different actors and their interactions are influenced by spatial perceptions and framings, which result in the making of different ‘spaces of intervention’ through different practices. The two described here, ‘scaling’ and ‘establishing reach’, enable strategic and continuous formation and negotiation of spaces for action, according to actors’ needs and interests. Thus, shedding light on specific actors and their practices, the article contributes to a better understanding of the complex dynamics in conflict intervention in West Africa.     

Economic,trade and development relations between South Africa and the European Union: The end of a strategic partnership? A South African perspective

ABSTRACT

The relationship between democratic South Africa and the European Union (EU) has been in existence for over 20 years, with its roots tracing back to anti-apartheid support measures. In its earlier form, it was anchored in the Reconstruction and Development Programme. Currently, it is guided by the National Development Plan of the National Planning Commission. This relationship has been tested over time, especially as a result of negotiations over the Economic Partnership Agreement with the EU. In the meantime, the euphoria that marked new South Africa's participation in the global system, with trade and development cooperation with the EU as one of the cornerstones, has waned considerably. The cancellation of several bilateral investment treaties with EU member states has further strained the relationship. While there are notable successes in the EU–South Africa Strategic Partnership, these may not be reflective of the actual strategic value of the partnership in the context of global shifts and the rising influence of emerging powers with which South Africa is integrating.

Commercial Diplomacy and Statecraft in the Context of Economic Reform: The Indian Experience

It is almost a decade since India began its economic reforms. Apart from the purely domestic economic objectives that the reforms were expected to achieve, there was a recognition that reform was imperative if India wanted to become an economic power of consequence within and beyond its region. This had important foreign policy implications. Official pronouncements reflected the concern that the balance of fiscal power as opposed to military power was the key factor in determining a country's international standing. This called for an integrated strategy to bring economic and foreign policies closer. The implementation of a vigorous foreign economic policy could not be undertaken without sharpening the commercial diplomatic tool. Indian foreign policy over the last decade has been grappling with this challenge. This article analyses the reorientation in Indian foreign policy, assesses the efforts undertaken so far to make commercial diplomacy viable and highlights the challenges that multi-layered diplomacy poses for a country like India.     

论WTO劳工标准之争与中国“劳动三权”制度的完善

尽管是否将贸易制裁与核心劳工标准的实施挂钩在WTO内存在激烈的争论,但将这两者挂钩可能是将来的发展趋势.因此重视核心劳工标准、尤其是"劳动三权"(自由结社权、罢工权和集体谈判权)具有非常重要的意义.与国际劳工组织制定的劳工标准相比,我国在"劳动三权"的立法上还存在不足,将来必然会对我国的对外贸易产生不良影响,也不利于我国人权的保障.因此,我们应修改<宪法>、<劳动法>、<工会法>和制定<罢工法>,对工会成立和解散的程序、组织体制、领导体制、会员资格、经费来源等进行相应改革,对集体谈判和集体合同制度进行完善,对工会和工人的罢工权给以明确肯定并对其权利的行使加以法律规范.     

欧盟涉外离婚法律适用的新发展——以《罗马条例Ⅲ》为中心

伴随欧洲一体化进程的深入,欧盟内部人员的跨国流动和社会家庭秩序的正常运转,要求成员国彼此间在涉外婚姻家庭冲突法领域实现统一化。以欧盟婚姻事项冲突法立法演变为出发点,以《罗马条例Ⅲ》的法律规定为中心,笔者着重探究将意思自治原则引入涉外婚姻家庭法律适用的合理性;并在现行规定的基础上反观惯常居所地这一连结因素的折衷性,试图思考理论层面可能浮出的疑难及其解决路径。     

民主社会主义思潮与苏东剧变浅析

民主社会主义实质就是一种社会改良主义。它主张在不触动现存资本主义统治的条件下进行改良,渐进地、和平地过渡到社会主义。在民主社会主义思潮的影响下,马克思主义指导地位被削弱,阵地被缩小,以致完全丧失。由此可以看出,民主社会主义与我们的科学社会主义是完全对立的两种意识形态。
