The study conceptualizes three distinct functions European initiatives have in national policy changes: providing a model (Europeanization), providing a communication platform (policy transfer) or providing a legitimizing label (enabling opportunism of domestic policy entrepreneurs). Building on the example of higher education policy changes in four European countries – Belgium/Flanders, Croatia, the Netherlands and Serbia ? the study demonstrates that Europeanization, which is the role that can potentially lead to convergence, is actually not the most prominent one. In most cases, European initiatives primarily serve as legitimizing labels for pre-existing policy preferences, thus leading to convergence of policy rhetoric and ideas, while allowing for significant diversity of policy instruments and outcomes.  相似文献

The year 1989 was as historic for Europe as 1848. The countries of Poland, Hungary, East Germany, Czechoslovakia, Bulgaria, and Romania had disappeared from the emotional calendar of Western nations. But the people in what was erroneously called Eastern Europe were hurting because of their ostracism from Europe. Under glasnost, they showed, expressed, and acted upon their hurt. The actors were the youth and the artists. Glasnost has revealed what is best and worst in the traditions of these countries.  相似文献

This article represents a contribution to the debate over the Europeanization of political parties, one of the hot topics in contemporary political science. It explores the extent of Europeanization in political parties represented in the lower chamber of the Parliament of the Czech Republic by means of an analysis of party election manifestoes. The extent of Europeanization in these documents is analyzed using a bi-dimensional conceptualization. The first we call the quantitative dimension, assesses the space taken by the topic of European integration in each manifesto. The second one we call the qualitative dimension. This, using the analysis of content, measures the degree to which the European integration issue is elaborated in the programs. Using this conceptualization, we analyze the election manifestoes of five Czech political parties in the period 1996–2006.  相似文献

This paper is designed to shed some light on possible impacts of globalization and Europeanization on social security reforms in one of the new EU member state - Lithuania. The paper is based on 67 expert interviews conducted with the political elite, academics, journalists, senior civil servants, interest group representatives and the economic elite. The paper highlights the higher influence of globalization through the activities of such supranational agencies as the World Bank and the International Monetary Fund compared to the impact of cognitive Europeanization on social security reforms.  相似文献

The article studies the impact of enlargement on subnational governments in the Czech Republic, Hungary, and Poland. It compares the resources and political constellations of subnational governments and analyses how these variables interact with Europeanization to influence domestic intergovernmental relations, the management of structural funds and the European Union relations of subnational governments. The article argues that stronger regional governments (in Poland and the Czech Republic) have been able to resist attempts to centralize intergovernmental relations. Decentralizing reforms occurred where incumbent governing parties dominated subnational government (Poland). Under ‘vertically divided’ government (Czech Republic), subnational governments sought unmediated access to European Union institutions.  相似文献

This article joins the Europeanization studies and examines the administrative adaptation to Common Agricultural Policy (CAP), a highly institutionalized and regulated policy, in two small older member states, Denmark and Greece. The findings demonstrate variation in administrative adaptation. In Denmark, both formal and informal administrative structures adapt to CAP, while in Greece administrative adaptation is limited to formal structures. This variation is attributed to two dimensions of the domestic institutional and organizational settings, namely “centralization” and “professionalism.” The comparative analysis provides an in-depth understanding of the administrative differences between North and South—a cleavage that became prominent during the Eurozone crisis.  相似文献

Using exceptionally rich qualitative data coming from the FP7 EUCROSS project on the ‘Europeanization of the Everyday Life’, this paper focuses on high-skilled and highly transnational Turkish migrants who reside in the UK, Romania and Italy. The article analyses participants’ discursive constructions of Europe and Europeanness and shows how specific images and symbols of Europe and Turkey influence their own relationship to Europe. We argue that understanding Turkish migrants’ identification with Europe requires a comprehensive analysis of the development of a Westernization discourse in Turkey that has framed people’s identities. This discourse symbolizes the desire for being part of the Western world, and especially Western Europe, but, at the same time, the fear of being dominated by the very same world. We show that we need to grasp the values, images, symbols and discourses that underline transnational practices to understand the making of European identity among migrants.  相似文献

ABSTRACT

This article presents a comparative case study about the impact of Europeanization on two types of small North European states after 2008. For our case study countries, this is mainly a process of Europeanization. Our analysis focuses on interpreting the Europeanization process from the perspective of bureaucracies: we attempt to understand financial bureaucracies’ perceptions of, attitudes toward, and reactions to the post-2008 developments in financial regulation and supervision in Sweden, Norway, Estonia, and Latvia. This enables us to reflect on the implementation performance and embeddedness of post-2008 regulatory and supervisory principles in these countries.  相似文献

This article aims to shed light upon the ways of how the Europeanization of Turkey and the Balkans has so far led the Alevi-Bektashi order to revitalize its transnational and heterodox stand, which actually originates from the early encounters of the Turkish tribes with the Christian natives in Anatolia and the Balkans. The main premise of this work is that the Alevi-Bektashi communities residing in Turkey have recently reconnected themselves with their relational communities residing in the European Union and the Balkans through various layers of social learning and interaction provided by the process of European integration offering subordinated groups opportunity structures to transcend the hegemony of their nation states and to revitalize their transnational characteristics.  相似文献

In the last decade, European education has experienced far‐reaching transformation through the international initiatives of the Bologna process in higher education (HE) and the Copenhagen process in vocational education and training (VET) for enhancing European cooperation. This study investigates the mostly underresearched effects of these initiatives on Switzerland to discern whether Swiss HE and VET policies have converged towards European models, and which mechanisms were influential. It combines research on Europeanization and convergence and uses process‐tracing based on expert interviews and document analysis. Results reveal that Swiss HE policy strongly converged towards the Bologna model, while the development of a partial convergence of VET policy towards the model of the Copenhagen process can be observed. The study demonstrates the impact of domestic politics on shaping Europeanization effects and reconstructs the processes through which the initiatives took effect through transnational communication.  相似文献
