美国“TPP战略”与台湾加入之前景解析

近年来,美国所倡导和力推的“跨太平洋伙伴关系协议”（TPP）得到了台湾当局的积极响应。美国基于牵制中国主导的东亚经济一体化进程以及扩大对台贸易出口的双重动因,对台湾加入TPP表示支持。而台湾当局出于拓展“国际经贸空间”,提升美台实质性关系,并减少对大陆经济依赖度等多重目的,也积极谋求加入TPP。但是受制于两岸关系的现实以及中美关系的大局,加之台湾岛内经济自由化程度远未达到TPP的要求,台湾当局加入TPP的过程势必困难重重。     

Community participation in local governance in Cambodia: learning from the village networks approach

Cambodia has embarked on a process of decentralisation and democratisation, including the establishment of elected Commune Councils in early 2002. Given the lack of a tradition of encouraging civic participation in public affairs, however, there was initially little general awareness of how to engage with these Councils. The authors describe a project supported by the Ministry of Rural Development and the German bilateral agency, GTZ, and undertaken with local non-government organisations, to identify and support active community groups and improve their capacity to interact with the Commune Councils, while at the same time seeking ways for the Commune Councils to support the different groups.     

Community-managed rice banks: lessons from Laos

Rice banks are increasingly used in South-East Asia as a means of addressing seasonal food crises facing poor communities. Despite general agreement about the effectiveness of community-managed rice banks in improving food security, there has been almost no research into their effectiveness in reaching the poorest, or the prospects of sustainability linked to regular repayments of rice. Concern Laos sought to answer these questions through community mobilisation, forming rules and regulations to encourage the participation of the poorest, developing simple tools and procedures in line with existing community capacity, and building greater community capacity. Other challenges remain, such as changing the prevailing ‘relief’ mentality, ensuring women's participation, and establishing regular savings schemes, in order to enhance the effectiveness and sustainability of the rice banks.     

“东突”问题中的美国因素

"东突"问题已成为中国边疆安全的重大威胁,美国在其中发挥的作用越发引人注目。美国外交的基本原则是自身利益至上,在"东突"问题上的战略考虑则涉及反恐、美中关系、地缘政治和意识形态等多种因素,其不同需求之间存在冲突,由此也导致美国"东突"政策的模糊和多变,并在诸多层面上影响到"东突"问题的解决。虽然美国因素会继续在"东突"问题的发展变化中发挥重要作用,但鉴于一些条件的制约,美国会对"东突"活动的支持控制在一定限度内。

中国和俄罗斯远东：关于人口不平衡的问题

很多俄罗斯学者认为,俄罗斯远东的人口密度远远小于中国东北的人口密度,这不利于俄罗斯的安全。我们认为,在整个东北亚,人口密度依赖于自然条件,而不是土地的国别;在俄罗斯和中国,起作用的是相同的人口分布规律,人口分布的不成比例显示在这两个国家的内部,而不是在两国之间。

东亚共同体:路径、机制与挑战

基于东亚金融危机的体制性原因,东亚一体化提上了议事日程,应该说,这是区域合作的政治构想。然而,作为政治构想的东亚一体化是一种经济增长型政治的意图,它走出了一条与欧盟完全不同的路径。首先,在欧洲,以欧洲人为核心的欧洲主义成为地域统合的原动力,可是,东亚经济统合缺乏欧洲人那种主体性意识,这是一种地域结构性的差异。其次,东盟10+3模式是东亚共同体的推进机制,然而,与欧盟比较,东亚缺少一个既有共同政治基础、又有法律约束力的推进机构。再次,冷战从欧洲全面退却,但是,在东亚,冷战呈进攻态势,亚洲主义成为东亚一体化进程中难以跨越的障碍。最后,文章指出,应以自由贸易协定推进东亚机构建设,以机构推进东亚一体化进程,并推动东亚共同的经济政治制度建设。     

东亚地区秩序的未来：东亚还是亚太？

东亚历史上曾先后建立以中国为中心的朝贡——华夷秩序以及以日本、美国为核心的霸权秩序,在以国家主权为国际关系核心机制的当代,这些反映不平等国家间关系的秩序无法复制到当今东亚,东亚的现实也决定了不存在孕育这些秩序的土壤。同时,20世纪80年代以来的全球化和区域经济一体化两种趋势极大程度地影响了当今东亚秩序的建构,然而一个统一的东亚秩序的建构又受到该地区复杂的大国关系的制约,东亚秩序将摇摆于“东亚”与“亚太”之间。
