Es wird die Frage untersucht, ob in Ostdeutschland die Beteiligung an den Bundestagswahlen unter anderem deswegen geringer ist als in Westdeutschland, weil ostdeutsche Wähler weniger davon überzeugt sind, mittels der Beteiligung an politischen Wahlen persönlich die Politik beeinflussen zu können. Die empirischen Analysen erfolgen mit Querschnittdaten des ALLBUS 1998. Sie zeigen, dass sich die Einflusserwartungen in Ost und Westdeutschland nur zufällig voneinander unterscheiden. Daher können die Einflusserwartungen nicht das entscheidende Kriterium für die unterschiedlichen Wahlbeteiligungen sein. Von Bedeutung für die Stärke der Einflusserwartungen sind persönliche Überzeugungen über eigene politische Kompetenzen und Reaktivität des politischen Systems, deren Einflüsse bei den Ostdeutschen grösser sind als bei den Westdeutschen.  相似文献

Conventional wisdom and scholarly research indicate that to win a policy debate political actors should frame the issue strategically—that is, selectively highlight considerations that mobilize public opinion behind their policy position. Engaging the opponent in a dialogue (i.e., focusing on the same considerations) is portrayed as a suboptimal strategy because political actors forfeit the ability to structure the debate. Using over 40 public opinion polls and a detailed content analysis of news stories, I examine the use of framing and engagement strategies during the 1993–94 debate over health care reform. The analysis shows that engagement was more effective at increasing support for reform than framing. This study is the first to document the role of engagement in a policy debate, and it extends work showing that this strategy is more common in election campaigns than scholars once suspected.

This article examines the way in which the news media frame public policy issues and the extent to which other political players (e.g., interest groups, politicians) influence this issue framing process. Our analysis focuses on the issue of gun control, comparing the rhetoric generated by interest groups and public officials on the Brady Bill and Assault Weapons Ban with actual network news coverage of this legislation from 1988 to 1996. Results indicate that both sets of political players employed several interpretative issue frames and worked hard to put their preferred themes on the agenda. However, at times, the media intervened in the framing process, especially as the debate matured. Specifically, the news media (a) structured the overall tone of the gun control debate, (b) adopted a distribution of framing perspectives different from that of politicians and interest groups, and (c) packaged policy discourse more often than not in terms of the "culture of violence" theme. These findings point toward previously ignored media effects and attest to the potential role the media play in shaping public policy debates.  相似文献

This paper analyzes the phenomenon of “identification” by an individual with actors in his environment. It argues that individuals interpret their environment according to “frames,” which they, as recipients of a message, derive by a complex process of interpretation of the communication setting. The paper also argues that individuals identify with actors in their environment, because this identification increases their utility vis-à-vis a “neutral” watching of their environment. The paper applies this approach to a variety of real life examples, in particular to voting.  相似文献

This article identifies political communication patterns taking shape on Arab world television. Three distinct patterns of political communication are described. In the traditional government-controlled television pattern, official government policies seem to inspire the form and substance of TV's framing of events and issues. In the reformist government-controlled television pattern, while official stands set the parameters of news coverage, professional newswork practices unfamiliar in traditional government-controlled television are well noted. In the liberal commercial pattern, American-style journalism seems to define television's handling of events and issues. To shed light on these patterns, the writer conducts a supplementary analysis of how three television broadcasters representing the three political communication patterns - Syrian Satellite Channel (SSC), Abu Dhabi Satellite Channel (ADSC), and Al-Jazeera Satellite Channel (JSC) - frame national and regional politics in their news programs.  相似文献

The present study uses frame analysis and in-depth interviews to explore the presidential primary campaign videocassettes of Gary Bauer, Bill Bradley, George W. Bush, Steve Forbes, Al Gore, and John McCain. While the candidates used a variety of frames, all six videos shared one frame: mass media as supplier of candidate validation. Interviews with the producers of the videos confirmed data from the frame analysis and aided in understanding how and why the frames were used. The study lends insight into how the candidates chose to shape the images that they first presented to the public.  相似文献
