Abstract

European leaders frequently vaunt the European Union's distinctiveness in adopting and pursuing a comprehensive approach to security. The EU's profile as an international actor is designed to span across all dimensions of security. As a result, its security policy portfolio involves a large number of institutional actors and policies that need to be coordinated. The ambition of the EU to provide security in a comprehensive manner raises challenges at the politico–strategic level, at the level of operational and policy planning and in day-to-day implementation. So far, the field is lacking an inclusive analytical framework for the analysis of providing security through a distinctively comprehensive civil–military, economic and political organisation. This article seeks to close this gap by providing suggestions for how the wide range of issues related to comprehensive security could be structured, and by framing the matter theoretically and with reference to existing conceptual work and empirical research.  相似文献

A new form of “entertaining news,” accessed by most through television, has become a privileged domain of politics for the first time in countries “beyond the West” in the Middle East, Africa, and Asia. What are the political consequences of this development: What is the relationship between media and politics in these regions? We answer these questions through a case study of India, the world's largest democracy, where two decades of media expansion and liberalization have yielded the largest number of commercial television news outlets in the world. We show why prevailing theories of media privatization and commercialization cannot account for the distinctive architecture of media systems in places like India. In this article, we first provide an overview of the historical and contemporary dynamics of media liberalization in India and the challenges that this poses to existing models and typologies of the media-politics relationship. We then present a new typology of media systems and a theoretical framework for studying the relationship between television news and democratic politics in India, and by extension in the global South. In the concluding section, we reflect on the broader comparative insights of the essay and discuss directions for future research. We believe that our alternative comparative framework captures more meaningfully the diversity and complexity of emerging media systems and their relationships to democratic practice in these regions.  相似文献

The Third Way in the Netherlands rests upon the institutionalized co-operation between the trade unions, the employers' organizations and the state. During the period of high unemployment in the 1980s this co-operation led to several agreements to moderate wage costs and to reduce statutory working hours with the object of reducing unemployment. In the 1990s,when labour became scarce, new measures were agreed upon to increase participation in the labour market and to boost productivity. Critics of the agreements suggest that the policies adopted by the socio-economic partners in the 1980s, particularly the moderation of wages and the reduction of work time to create more jobs, have a negative effect on the long-term prospects of attaining higher productivity.  相似文献

Although the 2008 Russian-Georgian war was a military defeat for Georgia, it has only reinforced Georgia's westward trajectory. One noteworthy difference from Georgia's pre-war policy is a new regional strategy – the North Caucasus Initiative – that seeks to create a soft power alternative to Russia's military dominance in the region. We suggest that this approach is rational rather than reckless, as some critics have claimed. It represents a carefully calculated strategy that is already benefiting Georgia and from which all concerned parties, including Russia, stand to gain. If the South and North Caucasus were more open and less divided – a direction in which this new initiative appears to point – the Caucasus could become more prosperous and more stable. That would serve Russia's long-term interest by significantly reducing the cost of subsidies to sustain and stabilize the volatile region.  相似文献

Russia and the EU have dramatically expanded their relationship over the last ten years ever since the 1997 Partnership Cooperation and Agreement entered into force. The four spaces of cooperation agreed upon in 2003 have provided a myriad of opportunities for dialogue and cooperation. Yet, quantity does not equal quality in a relationship that lacks a clear endgame perspective. Russia's new cockiness and the EU's internal divisions do not help bridge the strategic gap. Energy and the common neighbourhood are today the main spoilers in the relationship. They could however be turned into major opportunities in developing a strategic partnership.  相似文献

Abstract

China, once seen as a threat by the states of South Asia, is now viewed correctly as an alternative development opportunity. The unprecedented success of the Chinese development model places it as an obvious alternative to that offered by India—or indeed by the Western model of development—but what implications does this have for the middle and small powers that surround India, and indeed for India and the Western developed world? The fundamental rationale for China's relations with South Asia has changed radically, but the Sino-centric nature of Chinese foreign policy remains. Uniquely, for India's neighbours, but also for the global political economy as a whole, Chinese economic power raises political issues of human security, economic interdependence, and the relationship between physical infrastructure and the benefits of global public goods. The Chinese necessity to tranship through South Asia is identified as a complex new reality for the great power.  相似文献

This article analyses one specific instance of the use of targeted sanctions to combat the financing of terrorism by the European Union on behalf of the United Nations Security Council. The case raised a number of issues involving the use of sanctions against non-state actors and provoked a legal challenge at the European Court of Justice. These European court cases have been portrayed as a challenge to the use of targeted sanctions by the Security Council to maintain international peace and security. The fundamental critique here is that targeted sanctions must adhere to due process and the rule of law in order to protect individual human rights.  相似文献

New technologies permit online businesses to reduce expenses and increase efficiency by, for example, storing information in “the cloud”, engaging in online tracking and targeted advertising, location and tracking technologies, and biometrics. However, the potential for technology to facilitate long term retention of customers' personal information raises concerns about the competing right of individuals to the privacy of their personal information. Although the European Commission has recently released a proposal for regulation to “provide a data subject with the right to be forgotten and to erasure”, neither the OECD Privacy Guidelines nor the APEC Privacy Framework includes any requirement to delete personal information. While New Zealand includes a “limited retention principle” in the Privacy Act 1993, apart from one limited exception the privacy principles cannot be enforced in court. Taking New Zealand privacy law as an example, this paper examines the issue of retention of customer data, explains why this is a serious problem and argues that although it could be addressed by appropriate amendments to domestic laws, domestic privacy legislation may not be sufficient in an online environment. In the same way as other areas of law, such as the intellectual property regime, have turned to global regulatory standards which reflect the international nature of their subject matter, international privacy regulation should be the next stage for the information privacy regime.  相似文献
