After the demise of the Portuguese empire and even more after joining the European Union, the Portuguese state redefined the borders of national belonging. The shift was one from a multi-continental nation, which included parts of Africa, to a more restricted definition of nationhood, one that stressed Portugal's connection to Europe and thus defined belonging by descent. This article, based on research conducted in Lisbon, Portugal in 2003, discusses the impact of this shift on Portuguese citizens of ethnically diverse backgrounds. The Portuguese state, media, academia, and civil society are all involved in constructing, disseminating, and hence consolidating a notion of nationhood that treats ethnically diverse minorities as foreigners, placing them outside the national community. Not producing or disseminating information on ethnic minorities, the Portuguese academia, media, and the state are all actively involved in reproducing a process that perpetuates exclusion and obstructs the construction of political alliances to confront widespread discrimination.  相似文献

This article focuses on the iconicity of contemporary Dushanbe’s capitol complex, with its state-sponsored architecture and memorial culture, part of the government of Tajikistan’s national identity construction. Dushanbe’s architecture post-independence is actant, a mnemonic and iconographical bridge between the present and favoured historical periods in a quest for national origins. A bricolage of historical symbols, including those of Achaemenid Iran and the early Islamic Samanids, is displayed here in a city with Soviet foundations. Together with pan-Iranian iconography is a desire by the government of Tajikistan for monumentality for its own sake. The capitol complex evokes the natural world, connected to a Central Asian conception of sacred space, suggesting an interlacing of power and religious authority. These monumental building projects are taking place against the backdrop of the destruction of Dushanbe’s ‘authentic’ Soviet architecture and built heritage in the capitol complex, itself a container for collective memory.  相似文献

This article deals with the political manipulation of symbolic landscape, using post-Soviet Azerbaijan as a case study. In particular, it looks at the practice of toponym changes as an element of political legitimization and national identity-making. The political use and manipulation of place-names and symbolic landscape is a relatively recent phenomenon that became particularly widespread in the twentieth century. It is widely used for ideological or nationalist purposes throughout the world – from Iran to Israel, from former Yugoslavia to the USSR. However, I argue that post-Soviet Azerbaijan represents an unusual case where one can clearly see strikingly different patterns of place-name manipulation in the pursuit of political legitimacy. It argues that while questions of political legitimacy and nationalism found their reflection in the policy of place-name manipulation, their uses followed clearly different routes and were confined to separate areas.  相似文献

This research note presents EPAC 2017, a dataset resulting from the second round of an expert survey on ethnonationalism in party competition. EPAC provides cross-sectional data on the positions of (ethno-) national and mainstream parties on an ethnonational (also often referred to as ‘territorial’ or ‘centre-periphery’) dimension, as well as other important dimensions of political competition. The 2017 edition covers 222 political parties in 22 multinational European countries. The research note presents the main survey items and performs a series of validity and reliability tests on the data. Results show that EPAC 2017 provides valid and reliable measures of party positions on an ethnonational dimension. A short analysis of party system changes in Spain and Bosnia and Herzegovina illustrates the opportunities of combining the 2011 and 2017 editions. The combined dataset allows studying the mobilization of the centre-periphery cleavage in party competition across Eastern and Western Europe and over time.  相似文献

为了遏制共产主义的发展,战后初期美国积极在西半球编织反共防务安全体系。与此相比,美国对拉美国家的经济援助需求消极怠慢,对它们所面临的经济发展问题视而不见,采取了“贸易而非援助”的经济政策,激化了美拉矛盾。20世纪五六十年代,一些拉美国家实行了国有化和土改等民族主义改革,并同苏联加强贸易往来,反美反独裁的游击运动风起云涌。在美国看来,这与其在西半球的经济安全和反共战略相悖。为了化解危机,美国一方面以反共和集体安全为名,对“敌对”政权进行军事干预,另一方面也在不断调整自身政策,加大对拉美国家的经济援助力度。不论怎样,谋求和巩固在西半球的霸主地位始终是美国制定拉美政策的根本目的,安全和稳定是其维护的主要利益。在理论上,只有拉美国家的深层经济发展问题得到有效解决,才能消除不稳定的隐患,所以,美国国家安全与拉美地区发展是并行不悖的。但在现实中,由于拉美国家的既得利益集团与美国关系密切,美国不可能切实推进拉美国家的经济改革,同时美国又常以安全防务政策化解由经济发展引发的拉美问题,这种立场上的偏差注定了美国提出的经济改革方案的“无效性”,而仅仅是一种权宜之计。  相似文献

Prime Minister Modi’s administration has renewed emphasis on highlighting India’s soft power resources such as yoga, democratic values, spirituality, etc. Modi has also launched an aggressive public relations and marketing campaign to boost India’s economic growth. This article examines the role and importance of soft power resources in Modi’s foreign policy. The author argues that Modi is applying a two-pronged strategy of simultaneously adopting an aggressive sales pitch to boost India’s economic growth and leveraging India’s soft power to mitigate potential threats emanating from the country’s growing hard power. While soft power resources generally supplement a state’s hard power towards achieving foreign policy goals, Modi is using India’s soft power to draw attention away from the state’s rising military power. While India is enhancing its existing military power, Modi is engaging India’s neighbours and other great powers to ensure that its rise is intended to be peaceful, non-threatening and entirely benevolent. This is in stark contrast to how Asian states as well as the world perceive China’s rise. This article also questions the effectiveness of this strategy and predicts that this strategy should bode well for India in maintaining its international reputation and relationships.  相似文献

The protracted Iraqi-Kurdish conflict has plagued the country since the creation of Iraq in the 1920s. Iraqi-Kurdish relations are dominated by the clash of two contradictory nationhood projects: Kurdish and Iraqi. The Kurdish nationhood project was constructed with the perspective that the Kurds as a nation, could qualify for but is deprived of, achieving nation-state status. Based on the Kurdish project, Kurdistan and Iraq consist of two separate homelands: the Arab part of Iraq, which is part of the greater Arab homeland, and Iraqi Kurdistan which is part of the Greater Kurdistan region.  相似文献

This article reports the findings of a qualitative study that explored what white and Indian students at a South African university felt and knew about HIV prevention. The study explored the knowledge, perceptions and attitudes of white and Indian male students at the University of KwaZulu-Natal's (UKZN) Howard College towards medical male circumcision (MMC) as an HIV prevention procedure. The study was prompted, in part, by a cynical tweet by Justine Sacco, which implied that HIV is an exclusively black disease. More substantially, the research aimed to fill a gap in studies of non-black student demographics with regard to HIV prevention. The level of knowledge and the attitudes of white and Indian male students were explored to establish the acceptability of HIV prevention amongst these two demographics. To what extent do non-black students care about HIV prevention and prevalence amongst themselves? The prevention method selected for the study was MMC - a choice informed by UKZN's formal adoption and roll out, in 2013, of MMC as its latest HIV prevention strategy for students and staff. The study, which sampled 40 students, was rooted in the Health Belief Model, which explains health behaviour change in terms of barriers, benefits and cues to action, as well as the Social Ecology Model, which recognises the interwoven relationship between individuals and their greater environment. A qualitative, interpretive, exploratory research design was employed. Data were collected using semi-structured interview questions, and analysed thematically. The findings suggest a relatively widespread perception that white and Indian students are not at risk of HIV, demonstrating that the association of HIV with a specific race is both a sad fact and a sign of enduring prejudice and stigma.  相似文献

Pēteris Stu?ka, the main Latvian theorist of Marxism, Chairman of the Latvian Socialist Soviet Republic, and an instigator of mass terror, repeatedly claimed to be against all nationalisms, even when “under a socialist label”. But when it came to his native Latvia, Stu?ka was not so quick to subscribe to Leninist internationalism in practice as he was in theory, often demonstrating conflicting views and attitudes, and at times behaving in a manner that would have made any Latvian nationalist proud.  相似文献
