工业园区:实现产业集聚的载体——对铜仁市灯塔工业园建设的思考

工业园区是加快工业化发展的有效途径和实现产业集聚的重要载体。灯塔工业园区是铜仁市重点规划的工业产业园区,现在已经有13家企业落户,产生了良好的效益,促进了工业化、城镇化和农业现代化的发展。在十二五期间,进一步扬长避短、办好园区是实施工业强区战略的重要手段。

Experiments in industrial democracy: an historical assessment of the Leicestershire boot and shoe co-operative co-partnership movement

State-socialist academics have been highly sceptical of worker co-operatives. Following the Webbs’ classic studies, they assume that capitalist market competition renders them either inefficient or undemocratic. The experience of the British co-operative co-partnership (COCP) movement, from the late nineteenth to the early twenty-first century, suggests a more optimistic reading, with implications for future alternative forms of work organization. COCP worker co-operatives were long-lived and participative, while advancing other social goals, such as good wages and working conditions, union membership and better housing. This article introduces the theory of COCP, stressing the stakeholder model and the predominance of employee representatives. Next, I establish Leicestershire as a major regional centre for both shoemaking and COCP, linked to the wider institutions of consumer co-operation. Six co-operatives are discussed: three Leicester city societies, Equity, Anchor and Self-Help; and three village societies, Barwell Sperope, Glenfield Progress and Sileby Excelsior. The article concludes that footwear COCP was a relatively successful small-scale endeavour, not subject to the fatal contradictions predicted by the Webbs. The movement died out because the bureaucratic ‘spirit of the age’ in the British co-operative and wider labour movement, turned against these initiatives from below, which therefore failed to rejuvenate.     

The effects of convergence: internationalization and the changing distribution of net value added in large German firms

The paper examines whether and how the increasing internationalization of firms impacts on the operation of a co-ordinated market economy. Following the tenets of agency theory, it assumes that an emerging market for corporate control changes the monitoring mechanisms that oversee management. Since Anglo-American forms of monitoring are usually associated with a higher return for investors compared with Continental European firms, a change in the distribution of the net value added of firms is expected. Using financial data on fifty-nine large German companies, the paper shows that the emerging convergence of German corporate governance practices to Anglo-American standards has had a weak, but significant, impact on the distribution of net value added. This is in contrast to the impact of the internationalization of firms on product markets, which does not have an effect. Since the market for corporate control is, however, still underdeveloped in Germany, the main effects remain to be seen.

Repopulating the Industrial Landscape: Giving Former Employees a Voice in History

This paper examines the concept of putting history “under the power of the public”. It discusses the role played by former employees in researching and publishing the histories of two former large industrial history/heritage sites in Perth, Western Australia. The projects originated not in academia but from past employees who sought the help of labour historians to record the histories. Former employees provided much of the research material and assisted as sources of information, interviewers and interviewees, site guides and critics of work put forward for publication. While academic authors were responsible for interpreting their own research, past employees had a voice in the ways in which the sites’ stories were presented to the public, and the veracity of that information. The article explores the subversive potential of subaltern histories such as these, as well as some principles for putting history under the power of the public. It concludes by examining the strengths and weaknesses of this method, including the extent to which the pressures of academia discourage historians from engaging with “popular” projects requiring “a different voice”.
