试论十月革命中西伯利亚苏维埃政权基础的不稳固性

伴随着十月革命的凯歌，西伯利亚拉开了建立苏维埃政权的序幕，到1918年3月，各地基本上完成了这一历史进程。西伯利亚苏维埃政权是十月革命的必然产物，但与欧俄地区相比，呈现出一个鲜明的特点，即政权基础的不稳固性。这一特点根植于西伯利亚特殊的土壤，又在一定程度上决定了西伯利亚苏维埃政权的曲折命运。     

公务员面试计算机评分系统中数据加密技术的研究与实现

随着我国公务员录用面试信息化建设工作的深入推进,各地陆续在公务员面试过程中采用了公务员面试计算机评分系统。该系统对考官基本信息库、考官的原始计分表、监督员（复核员）的统计表等数据的加密存贮和传输非常重要。为避免泄密,基于PKI技术的“混合签密”方案应用于面试计算机评分系统,能很好地提供机密性、完整性、可认证和不可否认性保证数据的安全性。     

信息化条件下四川省城乡社区警务基本态势及发展研究

信息化对公安机关社会管理和打击犯罪的社会责任提出了更高要求。信息化条件下城乡社区警务面临新的挑战。以四川省城乡社区警务建设为研究对象,调查分析信息化条件下城乡社区警务基本态势及面临的挑战,可提出依托社区信息化发展、增强信息主导警务的理念、完善社区警务情报信息工作机制、强化社区民警能力培养等发展措施。实现信息化在社区警务运行中全方位的渗透和融合,可推动城乡社区警务发展,提高社区治安防控能力。     

Attention to Counter-Attitudinal Messages in a State Election Campaign

Research following the "selective exposure" model has focused on avoidance of political messages with which a person might disagree. But positive attention to such "counter-attitudinal" messages is worthy of study, in part because normative theories of democracy value exposure to information that might disturb citizens' political predispositions. Surveys of youth (N = 417) and parents (N = 430) examine attention to newspaper, television, and Web messages about candidates. While there is somewhat more attention to messages about and for a person's favored political candidate or party, forms of political involvement (knowledge, curiosity, and discussion) that predict this "attitude-consistent" attention also predict counter-attitudinal attention at least as strongly. Parents' education and students' exposure to civics lessons also predict both kinds of attention. These results suggest that attention to counterattitudinal political messages is worthy of further study as an important goal of political socialization and a criterion of citizen performance in democracy.     

构建东北亚IT共同体的设想及影响其制度化的因素

如果能够在东北亚地区建立IT产业的共同体,将很有可能带动其他产业的联合,最终走向全面地联合,从而提升东北亚地区合作的层次。东北亚国家已经开始在IT领域进行了一定程度的合作,但是在东北亚地区建立IT共同体的道路不会是一帆风顺的,有许多因素会影响到东北亚IT共同体的最终形成。     

陈英士略论

陈英士历来是个备受争议资产阶级革命家。本文对其生平史实进行了进一步的考辨和评价。陈英士具有坚定的革命立场和献身精神;同时,他对民主政治的基本原则有一定的了解;他的主要历史功绩是辛亥革命期间领导上海及周边地区光复成功,在中华革命党时代指挥了一系列的反袁斗争。陈英士的主要缺点是政治气量狭窄,宗派情绪强烈,并沾染了流氓作风。陈英士的缺点后来被蒋介石领导的中国国民党继承和发扬,则是中国资产阶级软弱性在政治领域的必然结果。     

Revolution without regime change: The evidence from the post-Euromaidan Ukraine

What effects does a revolution have on the stability or change of a hybrid regime? Has the Ukraine's regime changed since the 2014 revolution? To answer these questions I examine the changes in formal and informal institutions and the quantitative and qualitative composition of elites after the change of power in Ukraine in 2014. I argue that despite greater than in the post-orange period quantitative renewal of elites, qualitative change has not occurred. Meanwhile, the old operational code, or modus operandi, of elites' political culture, composed of clientelism, secretive deals and quota based nominations to government positions continues to operate. The lack of elites' renewal and the dominance of informal rules over formal procedures – two factors that keep the institutional core of Ukraine's hybrid regime unchanged.     

Information Asymmetry and the Financial Consumer Protection Policy

As complex structure of financial products severely limits consumers' understanding and causes an information asymmetry, the need to protect financial consumers has been a target of heated debates. This study designs a game theory-based model and presents that the reason behind an inadequate advisory service by financial institutions is a combination of consumers' poor financial literacy and sellers' abuse of such weakness to pursue their own profits. Our model shows that when there is information asymmetry on both product characteristics and investment preference of financial consumers, having competing companies that offer substitute products is not enough to ensure a proper advisory service. Two measures may be considered to address this issue. The first measure would be voluntary market efforts to strengthen financial consumer's literacy and self-regulatory mechanism. The second measure would be to step up administrative regulations on financial product sellers in both ex-ante and ex-post mechanisms.     

公共治理的“自行车难题”——政府规制中的信息、风险与价格要素分析

盗窃自行车是各地一种非常普遍的现象,各地管理机构也采取了各种不同措施来整治这一不良现象,但是效果都不明显。这一管理困难可以被概括为公共治理中的“自行车难题”。自行车难题表现为自行车偷盗行为已经形成一个“自行车生态怪圈”,偷盗行为依赖这一怪圈得以保护、规避和延续,导致对这一问题治理的困难。如果对这一问题进行深入分析,可以发现,影响这一难题治理效果的要素主要表现在:信息、风险和价格。在一般的政府规制行为中,这三大要素也同样影响着公共治理的绩效。使信息对规制方有利、扩大反规制行为的风险和缩小反规制行为的市场交易空间是有效规制的三个条件。     

关于《电子商务概论》实践教学内容的探索
