ABSTRACT

This article explores how and why social movement organizations negotiate their presence in, and demands on, multiple public spheres. We analyse the strategies of two social movement organizations, Free Gender in Cape Town, South Africa, and Sister Namibia in Windhoek, Namibia. Free Gender elected to withdraw participation from a governmental task team convened to address the issue of homophobic violence, despite the opportunity this offered the organization to participate in national politics. Sister Namibia, by contrast, decided to maintain its public presence despite experiencing political homophobia from the ruling party, the South West African People’s Organisation. We contribute to the literature on public spheres and social movements by demonstrating the need to consider the overlapping nature of public spheres in South Africa and Namibia at the local, national, and transnational levels to account for activists’ strategic decisions.  相似文献

Abstract

Land is a key element to socio-economic development, peace- and state-building in Africa. It is inherent to local identity and inextricably linked to power. In Namibia, land rights were historically administered and allocated by traditional authorities. However, with the adoption of the 2002 Communal Land Reform Act, these customary land rights were codified. Drawing on qualitative interviews conducted in Namibia with state officials, traditional authorities of the Nama and Ovambo ethnicity, workers and farmers, we show that although it was presented as a decentralization reform, the Act reintroduced the Namibian state as a central actor in land tenure. This has resulted in power struggles between the state and traditional authorities, albeit to varying intensities as some traditional authorities have historically restricted access to communal land and limited political leverage.  相似文献

National Assembly and presidential elections were held in Namibia on 27 and 28 November 2009. The former liberation movement South West Africa People's Organisation (SWAPO) once again secured an overwhelming majority of votes, which consolidated its de facto one-party rule. But the build up to these elections, the contestation by a newly established party and the disputed election results indicated a growing polarisation and a totalitarian tendency, which dents the positive image hitherto associated with Namibian democracy. This election analysis summarises features before, during and after the elections and puts the voting results into a party political context.  相似文献

Africa's proliferation of dominant-party regimes is often regarded as an obstacle to democratization. Scholars and practitioners therefore face the task of understanding how and why constitutionally legitimate challenges to dominant party rule occur. This article asks: why do some presidential succession crises act as a catalyst to dominant party fragmentation when others do not? It argues that minority factions are more likely to defect from a dominant party when they have (1) been marginalized by the majority faction and (2) confidence in their mobilizational capacity. Factional purging is in turn traced to autocratic leadership and party under-bureaucratization, whilst high levels of factional self-confidence are linked to crises of dominance and the weakness of extant opposition parties.  相似文献

Abstract

This article considers the complex cases of indigenous peoples in three Commonwealth countries in southern Africa: Botswana, Namibia and South Africa. In terms of national-level policy, the governments of these countries do not differentiate indigenous peoples from the rest of their populations. They do, however, have programmes aimed at assisting ‘marginalised’ or ‘disadvantaged’ communities. In this article, three main dimensions related to indigenous peoples’ rights in southern Africa are discussed: national policies, indigenous peoples’ rights, and rights to representation; land and resource rights, including rights to water; and language and gender rights. The paper concludes with an assessment of where indigenous peoples stand today in southern Africa.  相似文献
