This article considers the way that farmers within a national agricultural advisory programme in Uganda were able to exert influence over that programme's policy and practice. Although the literature has tended to focus on engagement within formal programme structures as a major mode of participation, the analysis of the NAADS case reveals that farmers were able to exert an important influence over programme policy through their roles as political constituents. The brokerage role of supportive programme staff also worked to allow farmers' views to influence the programme, as did the collective weight of decisions commonly made by farmers, and to a lesser extent, the lobbying efforts of national NGOs. ABSTRACT

Globally, the phenomenon of large-scale land leasing, or ‘land grabbing’, is the subject of increasing concern. At the heart of the criticism of this phenomenon is the debate over the most appropriate methods of achieving economic development within the context of a rapidly globalising world. This paper analyzes the process and outcomes of establishing an oil palm plantation on Bugala Island, Uganda. The author asserts that tensions over land use within Uganda reflect incompatible understandings of the relations between land and society and distrust amongst stakeholders. In this case, in spite of these incompatibilities and distrust, the plantation has resulted in positive results for both local land users and the national economy. Yet at the same time, it demonstrates a traditional approach to land use that ignores past injustice and does not recognise power differentials.  相似文献

ABSTRACT

For decades, Uganda has received substantial support from development partners to implement Security Sector Reforms (SSR). Using the crime preventers’ scheme that has been implemented by Uganda Police as an element of community policing, I argue that SSR achievements in the country seem unclear and limited. Based on an ethnographic study I illustrate that the widespread crime preventers’ scheme has had contrasting effects on the Ugandan security architecture. The scheme seems to have reduced the police-citizens social distance and augmented police presence while simultaneously cased operational excesses and is routinely used in regime security strategies. To provide a better conceptualization I ask and answer a number of questions; how and why has the crime preventers’ scheme been initiated? How is the scheme related to community policing as we know it? What is the political role of the crime preventers? What motivates people to become active members of the crime preventers’ scheme? This article discusses recent developments in dissident Irish republicanism and some of the arguments advanced to explain its emergence as a factor in Northern Irish politics. In particular it considers those explanations which define these new armed groups as either the latest manifestation of a historically determined Irish republican tradition or simply as ‘residual terrorist groups’ left behind by Provisional republicanism's movement into the constitutional mainstream in the 1990s. It rejects these arguments as ahistorical and schematic, and instead suggests that the dynamics and trajectory of dissident republicanism are shaped instead by the inherent tensions and structures of ‘the new Northern Ireland’. It goes on to compare the contemporary political, social and economic forces that produce the dissidents with the conditions that created the Provisionals as in the early 1970s and concludes that whilst these new groups will continue to pose a threat to the ‘normalization’ of the new dispensation they will not be successful as their republican forebears in mobilizing a significant and sustained challenge to the Northern Irish state.  相似文献

This article considers the resurgence in dissident Irish republican violent activity in the years since 2007. It examines the reasons why this has occurred, citing the significance of ‘intra’ republican political developments, alongside important ‘secondary’ factors, such as the death of influential republicans Brendan Hughes and Brian Keenan. It concludes by noting that the dissident threat seems likely to exist for the foreseeable future, but also emphasises the limits of what they can expect to achieve, with there being little prospect of their emulating the Provisional IRA.  相似文献

ABSTRACT

Conceptually, populism has no specific relationship to gender; in fact, gender differences, like all other differences within ‘the people’, are considered secondary, if not irrelevant, to populist politics. Yet populist actors do not operate in a cultural or ideological vacuum. So perhaps it is the national culture and broader ideology used by populists that determine their gender position. To explore this argument, we compare prototypical cases of contemporary populist forces in two regions: the Dutch Partij voor de Vrijheid (PVV, Party for Freedom) and the Dansk Folkeparti (DF, Danish People's Party) in Northern Europe, and the Partido Socialista Unido de Venezuela (PSUV, United Socialist Party of Venezuela) and the Bolivian Movimiento al Socialismo (MAS, Movement for Socialism) in South America. Populists in Northern Europe are predominantly right-wing, yet mobilize within highly emancipated societies, while populists in South America are mainly left-wing and mobilize in strongly patriarchal societies. Our analysis provides a somewhat muddled picture. Although populists do not necessarily have a clear view on gender issues, the latter are clearly influenced by ideology and region. While left-wing populists tend to be relatively progressive within their traditional South American context, right-wing populists mainly defend the status quo in their progressive Northern European context. However, in absolute terms, the relatively high level of gender equality already achieved in Northern Europe is at least as advanced as the one proposed by the populists in South America.  相似文献

Abstract

There has long been an emphasis on the importance of decentralization in providing better quality public services in the developing world. In order to assess the effectiveness of decentralization I examine here the case study of Uganda, which has seen major decentralization of power over the last quarter-century. In particular the current government has introduced a five-tiered local government structure, decentralized both fiscal and political power to local governments and introduced regular local government elections. However, initial excitement about Uganda's decentralization programme has tapered off in recent years due to a number of problems outlined here. In particular, I show that decentralization in Uganda has suffered from a lack of independence from central government control, which has led to a lack of effectiveness in the provision of high quality public goods.  相似文献

The 2016 Northern Ireland Assembly election highlighted substantive issues within nationalism. Both the main nationalist parties, the Social Democratic and Labour Party (SDLP) and Sinn Féin, recorded the worst combined vote for over 20 years. This article suggests that the downturn in nationalist support was years in the making and examines why nationalist voters might be turning away from the ballot box. It considers the various factors that underlined both parties' approach to consecutive electoral tests from 1998 until 2016, showing how Sinn Féin replaced the SDLP as the leading force within nationalism, and concluding that new leadership may yet halt the process of orderly decline.  相似文献

More than a decade on, the Northern Ireland peace process can largely be considered a success. Despite the failure of the Provisional Republican Movement to achieve a united Ireland free of British control, the large-scale violence of “The Troubles” has been relegated to the past. Applying the logic of coercive diplomacy, this study examines the role of threats and the use of selective and limited violence by the Provisional Movement to manage real and potential opponents and challengers that have emerged within its own ideological ranks to maintain its position of dominance and prevent a spoiling of the peace process. This study shows that the Provisional Movement retained the capability to employ violence and demonstrated the credibility of coercive threat through a willingness to use force against its opponents on the Republican spectrum, and was able to do so with a high degree of impunity.  相似文献

This study investigates the absence of substantive linkages between locally based Salafi Jihadist movements and their more transnational counterparts such as Al-Qaeda or ISIS. While studies have addressed the heterogeneity in Jihadi alliances, the question of why inter-Jihadi ties are completely absent or tenuous at times is under-theorized in the literature. Given ISIS’s recent inexorable advance through the Middle East and North Africa and its ever-growing ties with local Jihadists, it is timely to investigate under what conditions locally based militant Islamists are less likely to forge ties with global Jihadists. Using the Allied Democratic Forces (ADF)—a militant Islamist group in the Ugandan-Congolese borderland—as an illustrative case study, the research sheds light on conditions under which inter-Jihadi ties are less likely. These include the extent of ideological divergence between local and global Jihadists, the degree of relevance to the local community, and the fear of attracting new enemies in the form of more stringent counter-terrorism operations.  相似文献
