This introduction lays the groundwork for this Special Issue by providing an overview of the Asia-Pacific Partnership on Clean Development and Climate (APP), and by introducing three main analytical themes. The first theme concerns the emergence and continuation of the APP. The contributions show that the emergence of the APP can be attributed to international factors, including the United States’ rejection of the Kyoto Protocol, and its search for an alternative arena for global climate governance, and other countries’ wish to maintain good relations with the US; as well as domestic factors, such as the presence of bureaucratic actors in favour of the Partnership, alignment with domestic priorities, and the potential for reaping economic benefits through participation. The second theme examines the nature of the Partnership, concluding that it falls on the very soft side of the hard–soft law continuum and that while being branded as a public–private partnership, governments remain in charge. Under the third theme, the influence which the APP exerts on the post-2012 United Nations (UN) climate change negotiations is scrutinised. The contributions show that at the very least, the APP is exerting some cognitive influence on the UN discussions through its promotion of a sectoral approach. The introduction concludes with outlining areas for future research.

This article discusses China’s motives for participation in the Asia–Pacific Partnership on Clean Development and Climate (APP), and whether this has or will have consequences for its participation and efforts in the UN track of international climate governance. In order to discuss these issues, it also provides an outline of key national priorities and explains the nature of China’s involvement in both the UN track and the APP. It suggests that the APP is a complement to the UN process, not a competitor, in the case of China. APP participation represents a win–win situation in terms of the transfer of technology and know-how for solving challenges related to energy security and greenhouse gas emissions. For the Chinese leadership, this seems preferable to taking on UN commitments which it fears would impede economic development. The APP’s projects also seem to complement the Kyoto Protocol’s Clean Development Mechanism project in China. This article argues that there is little indication that China would make less of an effort under the UN track.

Researchers have proposed a variety of factors that influence the decision to seek legal relief in response to sexual harassment, but have generally failed to test these proposals empirically. The present study aims to address this gap by investigating the decision to join a class-action lawsuit. Participants were female professionals at a nationally based financial services firm, who either participated in or opted out of a sexual harassment class-action proceeding against the company. Five variables emerged as significant correlates of joining the class: organizational climate, turnover, financial dependence, PTSD, and primary appraisal. Dominance analysis identified contextual factors as the most important correlate. Theoretical and practical implications for the role of these factors in joining a class action are discussed.

Government service delivery in Tasmania has undergone a customer-orientated shift, changing the nature of the relationship between the Government and the community. A Tasmanian State Government initiative named Service Tasmania utilizing information technologies and private sector style business administration values offers new possibilities in service delivery through its integrated whole-of-government approach. This initiative facilitates cross-agency customer-centered service delivery within the overall government framework. This article introduces an empirically based qualitative investigation into the implementation of Service Tasmania’s One-Stop-Shops. Particular interest is placed on identifying the strengths and weaknesses of implementing the Service Tasmania service delivery model. Data were analyzed by using a grounded theory approach comprising open, axial, and selective coding. Findings indicate that whilst some weaknesses in the approach have been uncovered the numerous strengths outweigh them. Some practical implications are identified for policy-makers and practitioners engaged in service delivery reform projects.  相似文献

The climate change problem, or global warming, has gained a prominent place on the international political agenda, since the mid-1980s, when it first attracted political attention. The problem was initially perceived mainly as an environmental problem that could be resolved by technological solutions, its current perception, this essay argues, is best characterized as that of an enviro-economic problem. A perception that is exemplified by the ongoing negotiations for the development of economic mechanisms to tackle the problem. The climate change arena is a complex one, involving dichotomies between developed and developing countries, between fossil fuel producing and importing countries and between small island developing states and other states. This essay outlines the interests that play a role in the climate change negotiations and discusses the international climate change regime as contained in the United Nations Framework Convention on Climate Change and its Kyoto Protocol. It concludes that the climate change negotiations are complicated by the fact that the negotiators, in addition to developing new substantive rules for a complex problem, are involved in developing new systemic rules for the international legal system. These new systemic rules have more in common with rules of national systems of public or administrative law than with traditional rules of international law, which have many similarities with national systems of contract law.  相似文献
