对深入开展农村基层党组织创先争优工作的思考——以广西柳州市为例

开展基层党建“创先争优”活动,既是党的十七大和十七届四中全会提出的一项重要任务,又是学习实践科学发展观活动的一项具体行动措施.通过2年来的实践,农村基层党组织“创先争优工作”取得了明显的成效,对于推动农村发展和稳定具有十分重要的意义.诚然,当前农村基层党组织的创先争优工作也存在一些问题,需要采取一系列重要措施予以解决,以深入推进这项工作的开展.近年来广西柳州市在这方面进行了积极的探索     

MIS‐MATCHED: TAKING A STATE APPROACH TO ENFORCING THE GROWING INTERNATIONAL MATCHMAKING INDUSTRY

Each year, hundreds of U.S. men and foreign women find their future spouses through international matchmaking agencies. Foreign women are attracted to the opportunity for a life in America and men are offered money‐back guarantees to find the perfect wife. An alarming number of these unions however, have resulted in the abuse, exploitation and even death of foreign women at the hands of their U.S. citizen husbands. While the federal International Marriage Broker Regulation Act requires disclosure of a male client's criminal background history prior to communicating with a potential foreign bride, the Act does not impose any requirements for disclosure of information about the international marriage brokers themselves. Thus the peddlers behind the rapidly growing industry are largely unaccounted for, with no one really knowing who they are or where they are operating. This Note proposes that states fill the enforcement gap by adopting a statute requiring international marriage brokers to register and become certified to do business with state residents. This legislation will result in collecting much needed data on international marriage brokers, create more transparency in the international matchmaking industry and prevent potential violence and abuse of foreign women.

国际组织的职能性豁免是随着联合国的建立而确立起来的。国际组织豁免是一种职能性豁免,意味着国际组织职员只有在从事公务行为时才享有豁免权。职能必要是判断公务行为与非公务行为的主要标准。在卡恩案中,卡恩的行为纯属私人事务,与公务职能无关,故不受豁免的保护。     

西部农村基层党组织建设面临的挑战及对策

西部农村基层党组织是我国西部地区农村各种基层组织及其各项工作的领导核心。改革开放以来,随着市场经济的推进,西部农村基层党组织建设面临执政、领导与管理等多方面的挑战。加强完善西部农村基层党组织建设要从落实党建工作责任制、加强村"两委"班子建设、推进村级组织决策议事民主化、加强基层党建基础设施、提高村干部待遇、完善村干部奖惩机制和畅通村干部队伍出路渠道等方面着手。     

政府、社会组织合作供给公共服务的困境及趋势

公共服务供给是政府存在的逻辑起点,但是公共事务结构的复杂化和多样化对这种传统模式形成了挑战,合作供给成为了一种现实选择。政府与社会组织合作供给公共服务既有历史基础的沉淀、理论基础的夯实,也有国际经验的充实和技术力量的支撑,这样的选择逻辑为两者的合作提供了现实可能性。但是通过对两者合作现状的评估,发现政府与社会组织合作供给公共服务面临着目标一致困境、监督困境和能力困境,应寻求两者合作的新模式,对其困境进行化解。     

交流与沟通：高校与农村共青团组织间的共建

高校共青团建设具有不可多得的优势，其组织健全、团员意识较强、团员青年的理论功底较厚，但是高校共青团员的实践能力不高；而在农村，由于团员流动性大，共青团组织建设相对滞后。在高校和农村团组织间开展“二走二对，一点一线”的活动，即以“走出去、走进来”为基础，以“一对一、一对多”为原则，通过“一个点”的建设，最终实现“一条线”的目标，是加强在高校与农村团组织共建的有效形式。     

Beyond humanitarian intervention: the new politics of peacekeeping and intervention

This article reviews patterns of peacekeeping and military intervention in the post-9/11 world. It argues that while Western states have become increasingly reluctant to engage in the types of humanitarian interventions they undertook in the 1990s, a new model of peace operations is emerging that lies in the middle ground between traditional United Nations peacekeeping and classical humanitarian intervention and combines elements of both. The emergence of this new generation of peace operations indicates that, despite the post-9/11 reluctance of Western states to intervene militarily for humanitarian purposes, there is continued momentum behind the normative shift away from an absolutist conception of state sovereignty and towards the view that the international community has a right and a duty to intervene in internal conflicts and crises.     

标准化党支部创建工作的实践与思考

近年来,长庆油田公司采气一厂党委以科学发展观为指导,紧密围绕企业生产、经营、安全工作,结合企业党建工作实际,大力推进标准化党支部创建工作,从而有力地推进了企业基层党组织建设,充分发挥了企业基层党组织的战斗堡垒作用,为构建和谐气区、推动企业又好又快发展提供了坚强的组织保证。     

西班牙宗教事务及其法律治理问题研究

西班牙的宗教传统十分浓厚。进入现代之后,西班牙通过宪法和宗教自由法确立了政教分离、宗教自由和平等保护原则,逐步形成处理宗教事务的法律框架,经历了兼有成功与挫败的法律实践。西班牙宗教事务法律治理的基本经验包括政府与宗教团体签订一系列双边协议、对宗教组织实行登记制度、建立社会多元化和共存基金会、尊重各宗教团体的特殊习俗、立法支持公立学校的宗教教学以及设立宗教自由顾问委员会等,形成了一种与时俱进、富于创新的宗教法律治理模式。     

群众路线与我国基层服务型党组织建设实践及其优化建议

本文通过文献分析的方法。在总结我国各地党的基层服务型组织建设带动经济组织建设。带动社会管理创新，带动农村经济、社会发展以及带动村民自治和带动学习型党组织建设的基础上。从我国基层服务型党组织建设主体创新、内容创新、手段创新和理念创新四个方面提出了进一步优化的对策。
