Non-governmental organizations (NGOs) in post-Soviet Kyrgyzstan have become visible players in the social and political scene. However, despite being portrayed as professional organizations in the literature, the professionalization of NGOs in Kyrgyzstan has been understudied. This article aims to rectify this gap. It presents and discusses the findings of a study analysing NGOs from an organizational perspective using semi-structured interviews with 45 NGOs, self-administered questionnaires with their leaders and employees, and observation of their working environment. The key conclusion is that the NGO sector can be described as semi-professional. NGOs use different tactics to achieve efficiency and effectiveness. However, they face such challenges as limited funding, high staff turnover and poor coordination. The article provides an account of the NGO sector by mapping it into professional and non-professional groups that can serve as a new benchmark for better understanding NGOs in Kyrgyzstan.  相似文献

While issues of political leadership have recently powerfully reclaimed ground in international political science, global political leadership has remained strikingly understudied. This article starts with a reconstruction of the diffusive leadership debate in international relations and eventually arrives at the fundamental distinction between structural leadership, relating to the material power capabilities of an actor, and behavioural leadership which refers to the concrete actions of a possible leader. It then inquires what collective actors – from major states via international organizations to transnational movements – could possibly exert global political leadership (structural, behavioural, or both). Overall, the major states would appear to hold the most favourable position, though their relative superiority in terms of material capabilities alone does not turn them into genuine leaders. The most radical visions, such as global leadership by transnational networks of civil society, are also the most vulnerable empirically. Given their explicit focus on ‘real change’, they correspond however more closely to established notions of genuine leadership than the order- and stability-oriented agendas of most other players.  相似文献

The exploratory study conducted by Yang, Burrola, and Bryan (2009) provides an excellent platform for calling attention to the issue of suicide risk among elementary and middle school youth. Using their study as a catalyst, with this commentary I consider the finding that 12% of the young people surveyed acknowledged that they had “seriously considered suicide during the past year.” I offer an alternative interpretation that focuses more explicitly on youth resilience and discuss how youth organizations can become more intentional and proactive in their overall suicide prevention aims.  相似文献

当前 ,我国打黑除恶的形势非常严峻。厘清黑社会性质组织特征及其与相关犯罪组织的区别 ,对于把握黑社会性质组织的发展演变规律 ,探求黑社会性质犯罪的抗制方略 ,具有十分重要的意义。黑社会性质组织的特征是 :组织比较严密 ,成员比较固定 ,帮规戒律具有浓厚的封建色彩和黑社会渗透的黑色内容 ;组成人员劣迹较深 ,具有强烈的反社会性 ;独霸一方 ,有一定的势力范围 ;经济色彩强烈 ,拥有雄厚的经济实力 ;渗透党政机关 ,拉拢腐蚀党政干部 ,编织保护网 ;作案手段趋向职业化 ,具有极强的暴力性和掠夺性。黑社会性质组织与犯罪团伙、普通犯罪集团、帮会组织、恐怖活动组织、邪教组织、犯罪单位等犯罪组织在组织程度、活动方式、活动范围、职业化程度、犯罪目的、犯罪手段等方面都有明显区别  相似文献

The article investigates accountability structures in the Secretariat of the United Nations (UN) by emphasizing the institutional design and the interaction between member states and Secretariat. Empirical findings indicate that reform endeavors toward a more performance‐based accountability in the UN Secretariat have fallen short. The article finds that mistrust between Secretariat and member states and among the member states themselves is predominantly responsible for the identified shortcomings and outlines how polarized the legislative organs – namely the member states – are. Evidently, a substantial concern of the countries represented in the G77 is that an empowerment of the Secretariat would ultimately lead to an empowerment of the influential donor countries and the permanent members of the Security Council. Consequently, the authors identify three main challenges that have to be handled in order to move toward a more performance oriented accountability structure: The creation of a trusting environment and strategic partnerships between the governing bodies, the further empowerment of senior managers, and a review of the current performance management system. 大学生法律援助组织为社会弱者提供法律援助,可以弥补我国法律援助资源的不足,为将来法律援助队伍储备优秀人才。然而,它并非尽善尽美,还存在管理制度不健全、人力资源短缺等一些亟待解决的问题,需要通过完善注册登记制度,规范管理体制,扩充人力资源,建立政府、学校和社会相结合的资金筹集体系以及与理论教学密切结合的“法律诊所”等措施加以改进。  相似文献

西方敌对势力利用境外非政府组织谋求政治利益,将网络作为渗透破坏我国的平台;积极开发互联网新技术,以"网络无国界"为由,改变着网络意识,抨击主流网络文化;纠集境外非政府组织炒作热点敏感问题,并以"维权"相号召,不断进行攻击污蔑、造谣生事,煽动民众同党和政府产生对立情绪;线上培养意见领袖,支持、参与、策划街头政治、民族分裂等活动,试图破坏我国社会稳定和国家安全。网络渗透和反渗透斗争中的胜利,决定了我国未来网络空间主权。公安机关在应对以境外非政府组织为媒介的网络渗透过程中也暴露出手段、技术上的瑕疵。针对这些问题,公安机关应当顺应信息化警务发展,弥补部门情报系统、舆情监测、网络设备、技术人才等不足,细化公安机关职责,加大对境外非政府组织的监管力度,防范和抵御西方敌对势力借助境外非政府组织对我国策动"颜色革命"的图谋。  相似文献
