论民间外交对妇女组织发展的影响

本文以改革开放时期妇女组织的民间外交为切入点,通过回顾妇女组织参与民间外交的过程,探讨妇女组织如何通过参与民间外交获得发展的契机、资源和空间。文章认为,随着妇女组织的发展,妇女组织民间外交的参与主体和形式呈现出多元化的特点,在此过程中,妇女组织在组织理念、资金来源、能力建设、议题拓展等方面产生了重要变化。     

Subsuming the ground: how local realities of the Fergana Valley,the Narmada Dams and the BTC pipeline are put to use on the Web

Abstract

Studies of the use of information and communication technologies (ICTs) by non-governmental organizations (NGOs) seek to come to terms with a particular problem of political globalization. While global forums are widely attributed the capacity to put in place the conditions for the resolution of local issues, at the same time these sites are seen to place unacceptable restrictions on the articulation of the issues from localist perspectives. ICTs occupy a special position with respect to this dilemma, as they are both seen to be part of the problem, a factor in the enrolment of NGOs in global governance networks, and part of the solution, as instruments of alternative, translocal forms of political organization. This piece shows how a particular style of Web analysis, informed by actor-network theory, demonstrates the need to complicate certain assumptions that inform both these critical and these constructive perspectives. In a series of exercises of network analysis on the Web, we open up for questioning the assumption of the ‘primacy of the local’ on which these perspectives tend to rely. We suggest that the role of ICTs in the globalization of NGO practices should rather be understood in terms of the reformatting of issues for transnational networks. In our interpretations of issue networks on the Web, we argue for the importance of taking more seriously the ways in which the Web highlights the practical constraints on issue articulation faced by NGOs. By way of conclusion, this paper draws attention to the fact that Web studies present a notable extension to the sites studied by actor-network theory and related approaches in assemblages studies, as it compels consideration of the media circulations characteristic of publicity.

The paper argues for the possibility of reworking the concept of ideology in such a way as to depend neither on a problematic of truth and error, nor on a division of the world into two parts one of which is more real than the other, nor on an expressive relation of subjects to meaning. The political force of the concept can be retained if ideology is thought as a provisional state of discourse (a function of its appropriation and use) rather than as a content or an inherent structure. Any discursive system produces a particular configuration of subject-positions which are the conditions of entry of individuals into discourse; but these acquire political significance only through the (historically variable) codification of discourse in terms of a play of relations of power, and the positions available can be refused or undermined. Some implications of this argument for models of the social and for discourse theory are discussed     

新农村建设视阈下农村非政府组织能力建设的现实困境与路径选择——以福建省部分地区调研为例

民间组织在政府和社会、政府和企业之间搭建了一个交流、对话与合作的平台,为经济、教育、文化、社会福利、环境保护事业的发展,以及促进再就业起到了政府和企业所不及的作用。本文阐明了民间组织的基本特征,分析了促进民间组织发展的必要性、民间组织的现状和存在的问题,提出了促进民间组织发展的对策思考。     

发达国家大城市危机管理中的社会参与机制

在西方发达国家大城市危机管理实践中,政府和社会、公共部门和私人部门之间的良好合作,普通公民、工商企业组织、社会中介组织在危机管理中的高度参与,已经成为一个中心的事实。本文从城市应急文化的塑造、社区应急机制、志愿者组织的应急功能和城市应急管理中的公私伙伴合作关系等几个方面,探讨了现代发达国家大城市危机管理过程中社会组织和普通公民的参与机制,试图解析西方发达国家大城市危机管理系统中的全社会型危机管理网络的具体运作机制。     

行政组织法基本范畴与新课题

毋庸置疑,公司在现代经济中具有举足轻重的地位,其制度设计当下存在着的致命弊病严重削弱了其发展的气势。作为非公司组织大家庭中的重要成员,合伙是当之无愧的"元老",但其独特性的制度却遭遇了发展困境。风云际会,多种有利因素的综合作用,迎来了非公司组织勃兴的良机。商事组织之间竞争与合作的发展历程阐明了经济、政治、文化等多种因素间的力量对比决定着它们彼此间消长的基本规律。     

我国非营利组织监督机制构建初探

非营利组织在我国发展迅速,并迎来了新的发展机遇。但由于监督机制的不完善,导致在发展中面临着诸多困难。文章试图从监督主体、监督内容、保障因素、监督结果四个方面进行梳理,尝试构建一个适合我国国情的非营利组织的监督机制。
