关于全球公民社会的若干认知与思考

全球公民社会是近20年来新出现的一个概念,它的兴起与全球化和全球治理观念的发展紧密相关。全球公民社会是一个具有多元性、以国际非政府组织为最主要构成部分的、独立的社会与政治空间。它与同属非国家行为体范畴的政府间组织有着复杂多样的关系,它对当代国际关系的独特影响正日益显现。     

市民社会与再生性政府职能的回归

按照系统论和行政生态论,政府职能包含再生性政府职能的层面。良好的市民社会能够吸纳回归的再生性政府职能。就我国来说,只有积极培育市民社会,处理好政府与市民社会组织的关系,才能加快政府职能转变。     

对加强企业基层工会组织建设的思考

工会组织要切实加强对基层工会工作的领导,不断探索基层工会组织建设中遇到的新问题、新情况和新经验。依照《工会法》和《工会章程》,认真履行法律赋予工会的各项社会职能,在企业改革和建立现代企业制度中发挥作用。     

Whither the Developmental State? The Growing Role of NGOs in Japanese Aid Policymaking

Japan is often characterized as a developmental state, i.e., a state with a strong and autonomous bureaucratic leadership that directs the economy toward achieving developmental goals. This study challenges the developmental state model, arguing that the once-powerful Japanese bureaucracy has lost much of its authority and is no longer autonomous from societal forces. By focusing on the growing role of nongovernmental organizations (NGOs) in Japan's official development assistance (ODA) policymaking, this study shows how the nongovernmental sector has begun to challenge bureaucratic dominance and reshape state–civil society relations in Japan.     

试论我国黑社会性质犯罪组织的新特点

黑社会性质组织犯罪具有严重的社会危害性。黑社会性质犯罪组织的存在与发展,受一定社会的经济、政治、人文历史等因素的影响和制约,具有自身的特点及规律。在当前形势下,我国黑社会性质犯罪组织除具有专业化、职业化、集团化、暴力化等特征之外,还具备一些新特点。本文将从几方面对上述特点加以粗浅分析。     

Breakpoint or Binder: Religious Engagement in Dutch Civil Society

Civil society as a social sphere is constantly subjected to change. Using the Dutch context, this article addresses the question whether religiously inspired engagement is a binder or a breakpoint in modern societies. The author examines how religiously inspired people in the Netherlands involve themselves in non-governmental organizations (NGOs) and voluntary activities. Religious involvement and social engagement in different European countries are compared and discussed. In addition, the author explores the models of civil society and applies these to both the Christian and Islamic civil society in the Netherlands. Using four religious ‘identity organizations’ as case studies, this article discusses the interaction of Christian and Islamic civil society related to secularized Dutch society. The character and intentions of religiously inspired organizations and the relationship between religious and secular involvement are examined. This study also focuses on the attitude of policymakers towards religiously inspired engagement and government policy on ‘identity organizations’ in the Netherlands.     

论国际法在国际秩序中的作用

自17世纪初现代国际法产生以来,国际法在威斯特伐利亚模式的国际秩序发展变化中起着积极的作用。国际法在国际秩序中的作用可从三个角度进行分析：其一,从国际法理论的变化角度分析国际法在规范国际秩序中的作用;其二,从国际组织的国际法编纂或制定角度分析国际条约法在战后国际秩序的建立和变化中的作用;其三,结合当代国际秩序中的战争与和平以及可持续发展的重大问题,分析国际法与国际政治经济的互动作用。由此,可从国际法角度探求面向未来国际秩序变化的中国立场。     

公安院校学生非正式组织及其管理研究

在公安院校学生管理中存在的非正式组织的影响和作用是不可小视的。因此，对学生非正式组织进行研究是十分必要的。对学校中存在的非正式组织的成因和特征进行分析，并根据影响程度的不同将其进行分类，将有助于学校管理者采取有效的措施对其进行管理。     

提高国有企业党组织参与重大问题决策的能力

提高国有企业党组织参与重大问题决策的能力意义深远。参与要以全程参与、组织参与、直接参与为主,主要是参与关系企业前途、命运及决定企业兴衰成败的重大问题。国有企业要结合自身实际,规范参与决策的程序和方法并加强对参与决策的监督、检查,健全参与决策的体制和制度,加强企业领导班子建设,提高企业领导班子的整体素质。     

Quangos与澳门政府自治机构：兼与香港比较

在西方国家除了政府部门架构以外，而同样提供公共服务的其它所有组织类别，都普遍被通称为“quangos”（quasi-autonomous nongovernmental organizations），即半自主非官方机构。据文菲尔（Sandra Van Thiel），quangos是“被赋予执行一个或多个公共政策为其主要任务的一些组织，它们由公帑支持但运作上与政府保持距离，且与部长或主管部门并无上下层级关系”。自治机构的建制在澳门回归前已存在，乃前宗主国葡萄牙由本土引入，是quangos的一种。本文将从其法律地位主要是独立法人组织、内部管理架构、人员组成、经费来源、职权及监察几个大的范畴详细分析这些自治机构，并与香港类似组织作出比较。
